CLATSOP COUNTY PLANNING COMMISSION
NOTICE IS HEREBY GIVEN that the Clatsop County Planning
Commission will conduct a public hearing starting shortly after
10:00 AM on Tuesday July 10, 2018, at the Guy Boyington Build-
ing, 857 Commercial Street, Astoria, OR, to consider the following:
Case #20180112: Kinney and Sons Construction: Quasi-judicial
public hearing to consider approval of a mixed-use construction/
excavation equipment storage, hauling, and trucking yard with
mini-storage business and new building. The subject property
contains approximately 1.17 acres, is zoned Rural Community
Commercial-Light Industrial (RCC-LI) and is located at 42852 Old
Hwy 30, on the north side of the Knappa intersection with Hwy 30,
immediately west of Teevin Bros. Land and Timber Co.
Case #20180204: James J. Neikes: Quasi-judicial public hear-
ing to consider approval of a conditional use permit to expand a
single, existing conditional use (3,600 square-foot mini-storage),
to a mixed use to include a 900-square-foot residential compo-
nent. The expansion is for the use only and will not change the
external dimensions of the existing structure. The subject proper-
ty contains approximately 0.92 acres, is zoned Rural Community

REQUEST FOR PROPOSALS
Hoffman Construction Company, Construction Manager/Gener-
al Contractor (“CM/GC”) for SEASIDE NEW MIDDLE SCHOOL/
HIGH SCHOOL (“Project”) being performed for Seaside School
District 10 (“Owner”) requests sub-bid proposals for Bid Package
#2 – Concrete Foundation, Underslab Utilities, Waterproofing
and Elevators. This bid package includes the following: Struc-
tural Concrete Foundation, Underslab Electrical, Telecom & AV,
Underslab Plumbing, Waterproofing, & Elevators.
A non-mandatory, but strongly encouraged, pre-bid meeting has
been scheduled for Monday, July 2, 2018 at 9:30 AM at the Sea-
side Heights Elementary School, 2000 Spruce Drive, Seaside.
The meeting will take place in a double-wide conference trailer
outside of the school building. All bidders are encouraged to at-
tend the pre-bid meeting in order to acquaint themselves with the
local conditions under which the work is to be performed and to
correlate personal observations with the requirements of the con-
tract documents. Statements made at the pre-bid meeting by rep-
resentatives of the Contractor, Owner, Architect, Engineers, and/
or others are not binding and do not change the RFP documents
or bidding requirements unless such statements are confirmed by
written Addendum to the RFP.
Concrete Bidders are hereby advised that an affiliate of Contractor
intends to submit a proposal for the concrete work (Bid Item #1) in
response to this RFP. Sealed bids, utilizing the SPECIFIED PRO-
POSAL FORM, shall be delivered in sealed envelope to Hoffman
Construction Company, 805 SW Broadway, Suite 2100, Portland,
OR 97205, marked: “SEALED BID: SEASIDE BP #2 – Concrete
Foundation, Underslab Utilities, Waterproofing and Elevators” and
include Bidder name and address.
ALL OTHER BIDS MUST UTILIZE THE SPECIFIED PROPOSAL
FORM and be delivered, faxed or emailed to arrive at Hoffman
Construction Company, 805 SW Broadway, Suite 2100, Portland,
Oregon 97205, Bid Fax 503/221-8888, Email BIDS@hoffmancorp.
com, no later than 2:00 p.m., July 18, 2018.
A completed Subcontractor/Vendor Questionnaire including lat-
est year-end safety and financial information must accompany
the proposal unless previously submitted. Questionnaire may
be attached as a separate file or submitted separately. Elabo-
rate proposals or the inclusion of non-essential information e.g.
marketing/promotional material, safety manuals, resumes, etc. is
strongly discouraged. Proposals that are materially incomplete,
do not include current Questionnaire with latest year-end safety
and financial information (unless previously submitted), are direct-
ed to other locations or received after the bid deadline will not be
considered.
Bidders must be properly licensed with the Oregon Construction
Contractors Board (“CCB”) at the time of bid. Bidders are required
to file a $30,000 Public Works Bond with the CCB in accordance
with ORS 279C.836 EXCEPT exemptions allowed under para-
graphs (7) or (8) will not be permitted. Due to the scheduled start
of the work, the $30,000 Public Works Bond must be on file with
the CCB at the time of bid. This is a prevailing wage project. Bid-
ders must comply with requirements of the prevailing wage law in
ORS Chapter 279C. A Contractor Controlled Insurance Program
(“CCIP”) for on-site operations is being provided for general lia-
bility.
