the training from his dad’s friend,
whose sons went through the pro-
gram, and was urged to apply by
his aunt.
“I’ve always been kind of
scared of heights, and I wanted to
get over it,” McMahan said. “And
it was really interesting.”
After his completion of the
academy this week, McMahan and
other students will begin applying
with local unions for an appren-
ticeship. The fees for the course
and the costs of staying on the
North Coast can quickly pay off
for those who land one, starting at
an average wage of around $30 an
hour.
About 80 percent of appren-
tice applicants now come through
one of the line schools, Reed said.
They return periodically to Camp
Rilea for shorter camps to hone
their skills.
Apprentices must amass 7,000
hours of on-the-job experience to
become a journeyman electrical
line worker. But even an entry-
level journeyman can start at more
than $50 an hour.
There were nearly 121,000 peo-
ple building and maintaining elec-
trical lines in 2016, with 14 per-
cent growth expected over the next
decade, according to the Bureau
of Labor Statistics. The demand
is driven by new construction in a
recovering economy and mainte-
nance projects utilities are now tak-
ing on after the Great Recession.
“A lot of systems have been
built in the early 1950s, and we’re
at the state of replacing them,” said
Chris Marlowe, assistant director
of the academy.
Utilities are also in need of
more workers to help convert the
nation’s energy grid from fossil
fuels to more renewable energy
sources, said Travis Eri, a busi-
ness manager for the union’s local
chapter.
“The workload is going up,
but the number of people coming
compared to the number of peo-
ple going out, we’re not gaining
ground,” Eri said. “We’re defi-
nitely in an environment where
(for) the work that’s out there,
there could be more people.”

supervisor. Along the way,
Raichl — among other things
— refurbished sheriff’s office
cars and completed fabrication
projects.
“I felt like the big man on
campus,” Raichl said. “I was
young and I was energetic. I
was strong. I knew the technol-
ogy. I just felt on top of things.”
In 2008, he assumed his final
position as the department’s
Astoria district supervisor.
“Over the years, I had just
about every job there was,”
Raichl said. “I had a lot of dif-
ferent hats.”

water-based paints. Through
such environmental practices,
the shop earned a certifica-
tion from the state Department
of Environmental Quality’s
newly formed ecological busi-
ness program.
Raichl, who considers him-
self “conservative by nature,”
formed a habit of reusing mate-
rial from defunct machin-
ery and infrastructure. His
approach stemmed from his
desire to save public money.
“He’s probably saved our
county hundreds of thousands
of dollars” Kimberly Raichl
said. “I think we may be pay-
ing a lot more in taxes soon.”

McLean lauded Raichl’s abil-
ity to make local connections
and solve problems as well as
his institutional knowledge and
even-keeled temperament as a
supervisor.
“After 40 years, that’s a
lot of history,” McLean said.
“He knows where everything
is at on the road, what plant
on somebody’s property they
prize so we can work around
it.”
In recent years, state laws
and regulations rapidly altered
Raichl’s day-to-day work.
“They were changing faster
than we could adapt to them,”
he said.
He has worked with five
different crews. Nearly every
member of the final crew has
retired.
“I almost wanted to go far-

ther, but every time someone
else retired, it felt like the bus
was leaving,” Raichl said. “I
just felt left out.”
He is not the only Raichl
who has served the county. His
brother, John, was sheriff for
18 years and a Port of Astoria
commissioner.
Raichl now will tend to his
private construction business.
He’ll also travel, including
motorcycle trips with former
co-workers.
The couple won’t miss the
midnight phone calls for emer-
gency repairs, but Raichl is still
adjusting.
“It’s difficult for him,”
Kimberly Raichl said. “He’s
just floating right now.”
