Pleasant with partial sunshine PORTLAND — A new report says the average Oregon renter can no lon- ger afford a one-bedroom apartment. The National Low Income Housing Coalition’s “Out of Reach” report shows a renter would have to earn $36,161 a year to comfortably afford a typical one-bedroom rental in Oregon. The average renter household in the state makes $36,096. The Oregonian reported the study uses fair-market rents, which are determined by the U.S. Department of Housing and Urban Devel- opment to set local values for housing vouchers. It consid- ers housing to be affordable when it consumes less than 30 percent of a household’s income. Though rising rents in Portland have garnered a lot of attention in recent years, the study shows there are only a few rural counties where the average one-bedroom apart- ment is affordable to a renter who works full-time earning the minimum wage. The largest threat to these dolphins is from high-sea drift nets. Drift nets are considered responsible for a 24 to 73 per- cent population decline. In Oregon and California, law requires fishing boats to use pinger devices that deliver acoustic warnings into the water column to reduce bycatch. The dolphin beached in Manzanita was picked up by the Seaside Aquarium and transferred to Portland State University, where a necropsy was preformed, Boothe said. SALES SERVICE RENTALS • MANZANITA — A rare female northern right whale dolphin washed ashore on Manzanita Beach on the Ore- gon Coast on Saturday, the Seaside Aquarium reported. The animals tend to live much farther south and in deeper offshore waters, although they can range as far north as Alaska, Tiffany Boothe of the aquarium said. The whale dolphin moves south during colder water tem- perature periods and north during warmer water periods. Boothe said that aquar- ium staff have only seen four of these unique dolphins since 1995, when the aquar- ium became involved with the Northern Oregon/Southern Washington Marine Mammal Stranding Network.
