WORLD IN BRIEF

Trump’s vow to end
military drills with

President Donald Trump shakes hands with North Korea leader Kim Jong Un in Singapore.
Trump, Kim claim big summit
success, but details are scant
SINGAPORE — Claiming success at their whirlwind summit, President Donald Trump
and North Korean leader Kim Jong Un left Singapore today, praising their face-to-face prog-
ress toward ridding the Korean Peninsula of nuclear weapons. Yet Trump faced pointed ques-
tions at home about whether he got little and gave away.
Meeting with staged ceremony on a Singapore island, Trump and Kim had come together
for an unprecedented U.S.-North Korea meeting that seemed unthinkable months earlier when
the two nations traded insults and nuclear threats. The gathering of the two unpredictable lead-
ers marked a striking gamble by the American president to grant Kim long-sought recognition
on the world stage in hopes of ending the North’s nuclear program.
Both leaders expressed optimism throughout roughly five hours of talks, with Trump thank-
ing Kim afterward “for taking the first bold step toward a bright new future for his people.”
Kim, for his part, said the leaders had “decided to leave the past behind” and promised: “The
world will see a major change.”
Soon, Kim was on a plane headed home, while a clearly ebullient Trump held forth for more
than an hour before the press on what he styled as a historic achievement to avert the prospect
of nuclear war. Along the way, Trump tossed out pronouncements on U.S. alliances, human
rights, and the nature of the accord that he and Kim had signed.
Then he was off to Guam on the way back to the U.S.
The details of how and when the North would denuclearize appear yet to be determined, as
are the nature of the unspecified “protections” Trump is pledging to Kim and his government.
SINGAPORE — President Donald Trump
rocked the region with the stunning announce-
ment today that he was halting annual U.S.-South
Korean military drills — and wants to remove
the 28,500 U.S. troops stationed in the South as a
deterrent against North Korea.
Trump’s surprise, almost offhand comments,
made during a news conference after his summit
with North Korean leader Kim Jong Un, seem-
ingly upended decades of the U.S. defense pos-
ture on the Korean Peninsula.
The remarks contradicted countless previous
declarations by U.S. political and military offi-
cials over the years that the drills are routine,
defensive and absolutely critical.
Trump has now essentially adopted the stan-
dard North Korean line, calling the military
exercises a “provocative” drain of money and
announcing they would stop while he continues
talks with Kim, whom he repeatedly praised as a
solid negotiating partner.
His statement was quickly portrayed by critics
as a major, unreciprocated concession to a coun-
try that only last year was threatening Seoul and
Washington with nuclear war.
It also seemed to leave officials completely off
guard in South Korea, where the presence of U.S.
troops has long been described as necessary to
maintaining peace on the peninsula.
Seoul’s presidential office told The Associated
Press that it was trying to parse Trump’s com-
ments. The South Korean military seemed simi-
larly surprised.
Seattle to repeal
homeless-aid tax after
Amazon objects
SEATTLE — Amazon balked, and Seattle is
backing down.
City leaders said they plan to repeal a tax on
large companies such as Amazon and Starbucks
as they face mounting pressure from businesses,
an about-face just a month after unanimously
approving the measure to help pay for efforts to
combat a growing homelessness crisis.
The quick surrender showed the power of
Amazon to help rally opposition and aggressively
push back on taxes at all levels of government,
even in its affluent home city where the income
gap is ever widening and lower-income workers
are being priced out of housing. It has resulted in
one of the highest homelessness rates in the U.S.
Amazon and other businesses had sharply crit-
icized the tax, and the online retailer even tem-
porarily halted construction planning on a new
high-rise building near its Seattle headquarters in
protest.
Mayor Jenny Durkan and seven of nine City
Council members said Monday they worked with
a range of groups to pass a measure last month
that would strike a balance between protecting
jobs and supporting affordable housing.
But a coalition of businesses is working to get
a referendum on the November ballot to overturn
the tax.
In a statement, Durkan and the council mem-
bers said “it is clear that the ordinance will lead
to a prolonged, expensive political fight over the
next five months that will do nothing to tackle our
urgent housing and homelessness crisis.”
They said they would move forward to repeal
the so-called head tax. A special council meet-
ing is scheduled today, where a vote is expected.
They didn’t provide a backup funding plan.
Extreme fire danger
forces another national
forest to close
DENVER — Extreme fire danger prompted
officials to shut down a sprawling forest that
includes some of Colorado’s most stunning
mountains in a region that attracts tourists from
around the world, a rare tactic also being used in
neighboring states as the U.S. Southwest strug-
gles with severe drought.
National forests and parks in Arizona and
New Mexico have already been shut down as
precautions.
San Juan National Forest officials in south-
western Colorado closed hundreds of miles of
trails and thousands of miles of back roads to hik-
ers, bikers, horseback riders and campers today to
prevent the possibility of an abandoned campfire
or any other spark from starting a wildfire. It’s the
first full closure of a national forest in Colorado
since 2002, which was another very dry year.
