5A THE DAILY ASTORIAN • WEDNESDAY, JUNE 6, 2018 WORLD IN BRIEF Associated Press Trump declares primaries delivered ‘great night’ for GOP LOS ANGELES — With the prospect of a “blue wave” in the November elections, Republicans and Democrats appeared to have escaped embarrassment today after primaries across eight states. President Donald Trump cast the night as a win for Republicans. “So much for the big Blue Wave, it may be a big Red Wave,” he tweeted this morning, hailing what he called “the Trump impact.” While some California contests remained too close to call, Republicans avoided disaster in the race for governor by nominat- ing business executive John Cox to the November ballot. Lt. Gov. Gavin Newson, a Democrat, easily captured the top spot in Tues- day’s unique top-two primary system while Cox finished second, putting to rest GOP fears that no Republican would qualify for the deeply Democratic state’s top office. Democrats were fighting to avoid a similar potential calamity in California’s many competitive House districts, considered criti- cal in their quest to seize control of Congress this fall. At least two of their best pickup opportunities in southern California may take days to be decided. Voters in seven other states went to the polls. Overall, it was a big night for women, as female candidates for governor advanced, including Democrat Michelle Lujan Grisham in New Mexico and Republican Kristi Noem in South Dakota. Female Republican gov- ernors in Alabama and Iowa will vie for their first full terms after succeeding men who resigned. California’s Sen. Dianne Feinstein also fared well, fending off challenges from the left. It was still unclear whether a Republican would earn enough votes to oppose her on California’s Novem- ber ballot. A key Senate race took shape in the heart of Trump country as well. Montana Republicans were picking a candidate to take on Democratic Sen. Jon Tester, one of the most vulnerable senators in the nation. State Auditor Matt Rosendale won the GOP nomination. The heat is back on high: May smashes US temperature records WASHINGTON — Record heat returned to the United States with a vengeance in May. May warmed to a record average 65.4 degrees in the Lower 48 states, breaking the high of 64.7 set in 1934, according to fed- eral weather figures released today. May was 5.2 degrees above the 20th century’s average for the month. Weather stations in the nation broke or tied nearly 8,600 daily heat records in May, the National Oceanic and Atmospheric Administration reported. It hit 100 in Minneapolis on May 28, the earliest the city has seen triple digits. “The warmth was coast-to-coast,” said climate scientist Jake Crouch at NOAA’s Centers for Environmental Information. What made May seem even warmer was that April was unusu- AP Photo/David Vincent Schoolchildren visit the American military cemetery in Colleville-sur-Mer, western France. Veterans, families mark 74 years since Allied D-Day landings COLLEVILLE-SUR-MER, France — Families of fallen soldiers and dwindling numbers of veterans of the D-Day invasion gathered on the Normandy shore today to mark 74 years since the massive military operation that helped change the course of World War II. Powerful gusts of wind blew through a heavy mist as rel- atives and others paid respects at the American military cem- etery at Colleville-sur-Mer, above the sandy expanse known as Omaha Beach. Ceremonies have been held this week at memorial sites along the cliffs and coast where Allied forces landed in Nazi-occupied France. Thousands of U.S., British, Canadian and French troops launched a combined naval, air and land assault as dawn was breaking on June 6, 1944. The invasion weakened the Nazis’ hold on Western Europe after they suffered a punish- ing defeat in Stalingrad in the east. ally cool for much of the United States, he said. Wisconsin had its coldest April followed by its second warmest May. The United Kingdom, Germany and other places also set May heat records, but overall global figures for the month are still being tabulated, Crouch said. It was especially warm at night in the U.S during May. The overnight low temperature averaged 52.5 degrees nationwide. That broke the record by 2 degrees which “is unheard of” at this time of year, he said. Trustees report warns Medicare finances worsening WASHINGTON — Medicare will run out of money sooner than expected, and Social Security’s financial problems can’t be ignored either, the government said Tuesday in a sobering checkup on programs vital to the middle class. The report from program trustees says Medicare will become insolvent in 2026 — three years earlier than previously forecast. Its giant trust fund for inpatient care won’t be able to fully cover pro- jected medical bills starting at that point. The report says Social Security will become insolvent in 2034 — no change from the projection last year. The warning serves as a reminder of major issues still languish- ing while Washington plunges deeper into partisan strife. Because of the deterioration in Medicare’s finances, officials said the Trump administration will be required by law to send Congress a plan next year to address the problems, after the president’s budget is submitted. Social Security recipients are likely to see a cost of living increase of about 2.4 percent next year, said government num- ber-crunchers who produced the report. That works out to about $31 a month. At the same time, the monthly Medicare “Part B” premium for outpatient care paid by most beneficiaries is projected to rise by about $1.50, to $135.50. Both the cost-of-living increase and the Medicare outpatient premium are not officially determined until later in the year, and the initial projections can change. More than 62 million retirees, disabled workers, spouses and surviving children receive Social Security benefits. The average monthly payment is $1,294 for all beneficiaries. Medicare pro- vides health insurance for about 60 million people, most of whom are age 65 or older. ACLU sues over plans for citizenship question on 2020 census NEW YORK — Civil rights lawyers sued the U.S. Commerce Department today to try to stop plans to add a citizenship question to the 2020 census, calling it an unconstitutional attempt to dis- criminate against immigrants. The Manhattan federal court lawsuit on behalf of immigrants’ rights groups blames racial animus for the recent announcement that the census will include a citizenship question for the first time since 1950. The lawsuit, filed by the American Civil Liberties Union and others, claims the question intentionally discriminates against immigrants and will increase fear in their communities. It alleges census participation will be depressed, diluting the economic and political power of residents in places like New York City; Prince Georges’ County, Maryland; Houston; San Antonio, Texas; and the Florida counties of Miami-Dade, Broward and Orange. The lawsuit predicts the citizenship question will result in at least two states losing a congressional seat. It alleges that the question was added unconstitutionally with discriminatory intent to diminish the political power and influence of Latinos, Asian-Americans, Arab-Americans and immigrant communities of color generally. Port: ‘It would be wise for us to engage with a master plan’ Continued from Page 1A to improve its ailing proper- ties such as the mooring basin. Port staff have called the East Mooring Basin a priority for the Port’s property and com- munity development efforts. “Regardless of what we do with the East Mooring Basin, it would be wise for us to engage with a master plan, and finding the money to do so,” Knight said of the grant application. “Here’s a crack at it.” The amount of the grant is uncertain, and the Port would need to match 12 percent of the award. Cronin’s application lists letters of support from Asto- ria Mayor Arline LaMear, the Astoria-Warrenton Area Chamber of Commerce, Clat- sop Economic Development Resources, Sunset Empire Transportation District and the Columbia River Estuary Study Taskforce, along with nearby property owners Floyd Holcom from Pier 39 and the Patel family from Hampton Inn & Suites. Port Commissioners Rob- ert Stevens, James Campbell and President Frank Spence approved the grant application during a Port meeting Tues- day, with Dirk Rohne absent. Commissioner Bill Hunsinger opposed the move, calling the application a rushed decision without a chance for review by the commission and public.
