Councilor Cindy Price, who
represents downtown’s Ward
3, has said she plans to be on
the ballot and has considered
running for mayor. She said
today that she will announce
her decision later this month.
Councilor Zetty Nemlow-
ill, who represents the west
side’s Ward 1, said she is
not sure yet if she will seek
re-election.
Candidates can file for the
City Council positions begin-
ning May 30. Taylor plans to
host her first official cam-
paign event that same day at
Carruthers Restaurant.
Taylor, who has lived in
Astoria for the past 11 years,
is the owner of Old Town
Framing Co. on Commercial
Street. She has served on city
and community boards, task
forces and committees —
including an advisory com-
mittee for the 2016 parks
master plan. She was named
volunteer of the year in 2015
by the Oregon Main Street
organization.
This will be her first time
running for an elected office.
“I have spent the past
10 years supporting local
businesses, cleaning up
our downtown, and finding
healthy solutions to promote
economic development for
our great city,” Taylor said.
“I want to take my 10 years
of experience volunteering in
the community and work col-
lectively with our neighbors
to continue supporting our
local economy in a way that
respects our unique character
and beauty.”
Election: Four bond
measures on the ballot

In previous midterm elec-
tion years, a higher share of
voters turned out by the day
before the primary.
In 2014, 24.9 percent of
voters had cast a ballot by
the day before the election;
in 2010, 28 percent; in 2006,
27 percent; and in 2002, 32
percent.
In Clatsop County, the
election features a three-way
Democratic race to replace
retiring state Rep. Deborah
Boone, D-Cannon Beach.
Democratic voters outnumber
Republicans and have long
dominated House District 32.
Tim Josi, a Tillamook
County commissioner and
former state representative,
is running against Tiffiny
Mitchell, a state child welfare
worker, and John Orr, a law-
yer and project manager for
Trails End Recovery.
Teacher Vineeta Lower is
the lone Republican candidate
in the state House race, and
progressive activist Brian Hal-
vorsen the only Independent.
Three seats on the Clatsop
County Board of Commis-
sioners are also up for grabs,
including two open races with
no incumbent.
In District 1, Mark Kujala
— former Warrenton mayor
and owner of Skipanon
Brand Seafoods — is running
against state health care data
analyst Andy Davis and for-
mer attorney George McCa-
rtin. The winner will replace
Scott Lee, the commission
chairman, who opted not to
run for re-election.
District 3 features land
use planner Pamela Wev run-
ning against Peter Roscoe and
Doug Thompson, both former
Astoria city councilors. The
three are vying to replace Cle-
mente’s restaurant co-owner
Lisa Clement, who also opted
not to run for re-election.
In District 5, Commis-
sioner Lianne Thompson
is taking on Jewell farmer
Susana Gladwin.
U.S.
Rep.
Suzanne
Bonamici is a heavy favorite
in the 1st Congressional Dis-
trict, where she has served
since 2012. In the Demo-
cratic primary, she is running
against political newcomers
Ricky Barajas, a student and
dental office manager, and
Michael Stansfield, a quality
control engineer and author
who works for a security
company.
Three Republicans are
vying to face Bonamici in
November, including George
Griffith, a mechanical design
engineer; John Verbeek, a
financial adviser who has pre-
viously run for the state Leg-
islature and metro regional
government in Portland; and
Preston Miller, an Army vet-
eran studying at Portland
State University.
The election also features
four bond measures to fund
operations for the Warrenton
Police Department, Clatsop
Care Health District, and the
Lewis and Clark and Clats-
kanie rural fire protection
districts.

“When this is successful,
it will make a model for other
small communities to protect
their water. It sounds impos-
sible — raise $10 million, buy
the land, manage the land,”
Voelke said. “But we know it’s
possible because anyone we
tell this story to always talks
about how much they want it
to happen.”
Discussion of creating the
Arch Cape community forest
intensified about three years
ago after coastal communities
with industrial timber opera-
tions in their watershed areas
started to notice water quality
issues, Oregon Coast Alliance
President Mike Manzulli said
in November.
In Arch Cape, the water dis-
trict is working with the conser-
vancy and the environmental
group Sustainable Northwest
to raise enough money to buy
their portion of the land, with a
fundraising goal that fluctuates
with timber prices.
The idea behind a commu-
nity-owned forest is that resi-
dents can make different man-
agement decisions, like require
larger buffers that would pre-
vent stream contamination,
ban pesticides and select-cut
trees for revenue that goes
straight to the community.
But acquiring a commu-
nity forest has been a slow,
methodical process. Arch
Cape Water District is still in
the running for a $4.5 million
grant from the U.S. Forest Ser-
vice to purchase the land, and
recently secured about $33,000
from the Oregon Watershed
Enhancement Board to finance
an outreach coordinator to
organize public outreach for

But one of the biggest
roadblocks to transitioning
the community forest con-
cept from an idea into reality
is finding enough donations to
close the gap between public
grant dollars and the matches
they usually require, said Ben
Dair, senior manager of con-

able Northwest. Getting com-
munity donations is critical to
help fund associated costs with
projects like these, includ-
ing writing forest manage-
ment plans, legal fees and hir-
ing forestry crews to do timber
inventories.

be released later this summer.
“This is a long tradition in
the Northeast, and we’re just
starting to have a movement
on the West Coast,” Dair said.
“We’re really eager to share
lessons learned.”
Tours are an important tool
to help the community feel
engaged with the project first-
hand, Dair said.
“Often when we’re down
below we don’t see (this
unique geology), and it really
helps develop the story of this
place and helps people develop
a personal relationship with the
land,” Dair said. “We may be
