Caption: Imposes county tax
on the retail sale of marijuana
items
Question: Shall Clatsop
County impose a three per-
cent (3%) tax on the retail sale
of marijuana items in unincor-
porated Clatsop County.
Summary: Under state law,
a county governing body may
adopt an ordinance to be re-
ferred to the voters imposing
up to a three percent tax or
fee on the retail sale of mari-
juana items in unincorporated
areas of the county by a state
licensed marijuana retailer.
If this measure is adopted, it
would approve Clatsop Coun-
ty Ordinance No. 2018-04,
which imposes a three per-
cent (3%) tax on the retail sale
of marijuana items in the unin-
corporated area of the county
by a state licensed marijuana
retailer. The marijuana retail-
er will collect the tax at the
point of sale and remit the tax
collected to the County. The
ordinance also provides for
the collection, administration,
and enforcement of the tax. If
the measure is adopted, the
ordinance will be effective 30
days after passage.

Invitation to Bid
Sealed bids for the Ash Street Water Line will be received by the
Owner, City of Cannon Beach, at 163 E. Gower, Cannon Beach,
Oregon 97110 at 2:00 p.m., Pacific Daylight Time, on May 17,
2018 at which time and place they will be publicly opened and
read aloud. No bids will be accepted after this time. All bidders
shall submit, in a separate, sealed envelope, within two work-
ing hours of the bid opening time, on the bid date, a completed
First-Tier Subcontractor Disclosure Form in compliance with ORS
279C.370.
The work of this project will take place in Cannon Beach, Oregon
and will consist of, but is not limited to furnishing all labor, materi-
als, equipment and superintendence necessary for the following:
Replace approximately 750 lineal feet of existing 8-inch diame-
ter PVC waterline with new 12-inch diameter HDPE waterline per
plans. The work will be accomplished in the Summer of 2018.
In general the elements of work include, but are not limited to:
1. Installation of waterline and appurtenances.
2. Disinfection and testing of pipe installation.
3. Re-connections #1 through #6, per plans.
4. Surface Restoration along alignment in Ash Street.
NOTE: The intent of this contract is to replace a section of existing
8-inch PVC waterline with new 12-inch HDPE pipe.

Bid security in the amount of not less than 10% of the bid must ac-
company each bid in accordance with the Instructions to Bidders.
The Owner reserves the right to reject any bid not in compliance
with all prescribed public bidding procedures and requirements,
and may reject, for good cause, any or all bids upon a finding of
the Owner that it is in the public interest to do so in accordance
with ORS 279C.395. The Owner reserves the right to waive any
bid irregularities or informalities.
No bidder may withdraw or modify the bidder’s bid after the hour
set for the opening thereof, until after the lapse of 30 days from
the bid opening.
