Vacation rental shakes up life on the hill in Ilwaco
Decision was
delayed amid
controversy

ILWACO, Wash. — A
plan to turn a newly pur-
chased house into a vacation
rental has divided residents in
Sahalee and adjoining Discov-
ery Heights, one of the penin-
sula’s most desirable residen-
tial neighborhoods.
The Ilwaco City Coun-
cil last week was hours away
from ruling on a request from
Lindsay and Shelley Yamane
to use a hillside three-bed-
room house at 2144 Reservoir
Road SW as a vacation rental
with up to eight guests. Prop-
erties in the residential zone
need conditional use permits
for vacation rentals.
Instead, city staff delayed
the hearing to May 14 on the
advice of the city’s lawyer,
to enable officials to ensure
that all potentially affected
neighbors had been properly
notified.
The action came after Jon
and Joan Chambreau, who live
in nearby Discovery Heights,
contacted the city saying their
homeowners association was
not notified — and should
have been because one of the
streets it maintains is within
300 feet of the property.

The application noted that
the rental, if allowed, would be
managed by Vacasa, an inter-
national organization based
in Portland which adver-
tises properties in 22 states
and around the world, includ-
ing Europe, Central America
and South Africa. Its website
highlights six rental properties
in the Ocean Park area, one
in Long Beach and one in
Seaview, as well as many on
the Oregon Coast.
Jon Chambreau noted that
Vacasa cannot discriminate by

from neighbors stating, “we
do not have any objections or
concerns.” They were Dave
and Jan Williams of Reser-
voir Road; Gerry and Beverly
Douglas of Nesadi Drive; Tim
and Joyce Trevarthen of Light-
house Keeper’s Road; and
Kristen Mathison, of Light-
house Keeper’s Road.
Mathison was appointed to
the City Council in March and
sworn into office in April.
The one-story property has
vaulted ceilings, a walk-in
master closet, a fireplace, a
patio barbecue site and hill-
side views across the water.

that the Yamanes bought it for
$285,000 from Larry Peterson
Feb. 23, closed escrow March
5 and applied for the permit on
March 7.
Lindsay Yamane has a con-
struction company based in
Ilwaco and said he recently
obtained a city business license
for his small engineering con-
sulting firm; Shelley Yamane
has a Portland hair salon.
The city planner, Sam
Rubin, recommended approval
subject to nine conditions on
matters like fire inspections,
having a landline phone for
emergencies, and guaranteeing
garbage disposal. His report
concluded using the home as
a vacation rental would not
increase traffic.
Earlier this month, the
Ilwaco Planning Commis-
sion met twice on the issue
and voted 2-1 to recommend
approval, with Melissa Cut-
ting and K Harrison in favor
and Jackie Sheldon against;
chairman Nancy McAllister
abstained and the fifth mem-
ber, Beth Hash, was absent.
At these planning meetings,
Susan Gephardt and Peter
Holst of Welcoma Place SW
protested the proposal as inap-
propriate in that neighborhood,
fearing a decrease in property
values and unnecessary com-
petition with local profession-
als in the hospitality business.
Litter, noise and traffic
Opponents have worried
about renters causing litter,
noise and traffic and parking
problems. Information about
Vacasa provided to the city by
the Yamanes say it has a local
manager, Bob Jenssen, “who
can be at the property in 30
minutes.”
Gephardt, who works in
real estate, read a letter of
opposition from the Cunning-
hams of Lamontay Place. The
city received individually writ-
ten protests from Tony and Ann
Kischner of Welcoma Place
SW, residents since 1986, who
expressed “vehement objec-
tion,” and Ray and Diane
Wicks of Welcoma Place NW.
In her letter of pro-
test, Gephardt described the
Yamanes as “only part-time
vacation owners of the prop-
erty next door.” County
records show in 2016, the cou-
ple bought the four-bedroom,
two-story home on Reservoir
Road for $311,500.

A second round of cranberry cuts is proposed by USDA

The U.S. Department of
Agriculture took a second
whack Friday at reducing the
cranberries piling up in cold
storage and chilling grower
returns.
The agency proposed a 25
percent reduction in the 2018
crop to help bring the sup-
ply of cranberries closer to
demand. The proposal fol-
lows a USDA order, finalized
in early April, to divert 15 per-
cent of the 2017 crop from the
U.S. market.
In both cases, the USDA
is acting at the request of the
industry’s Cranberry Market-
ing Committee. The commit-
tee, made up of farmers and
handlers, reports that a grow-
ing surplus has driven prices
below the cost of production
for some growers.
The order will apply to
some 1,100 growers and 65
handlers in 10 states, including
Oregon and Washington.
“We’re just fighting with
more fruit than is usable,”
Washington cranberry farmer
Malcolm McPhail said. “I
think you just face the facts
and do something about it.”
The cranberry supply has
grown over the past half dozen
years as U.S. farmers produced
record crops and growers in
other countries increased pro-
duction, particularly in Can-
ada. Meanwhile, consump-
tion has been flat and is not
influenced by lower consumer
prices, according to USDA.
The marketing commit-
tee estimated last summer
that after the 2017 crop was
harvested, the surplus would
reach 10.9 million barrels, or
115 percent of annual sales. A
barrel equals 100 pounds.
USDA volume controls will
not eliminate the surplus. The
USDA estimated that divert-
ing 15 percent of the 2017 har-
vest will reduce inventories by
1.1 million barrels. A 25 per-
cent reduction in the 2018 crop
would remove another 2 mil-
lion barrels, according to the
USDA.

take in fewer than 125,000
barrels would be exempt, as
would handlers who have no
carryover fruit and aren’t con-
tributing to the surplus.
Cranberry farmers received
an average of $23.50 per bar-
rel in 2016, while the average
cost of production was $30 a
barrel, according to the mar-
keting committee. The surplus
grew from 4.6 million barrels
in 2011 to 9.9 million in 2016.
The USDA will take com-
ments on the proposal until
May 29. Comments may be
submitted online at regula-
tions.gov.
Ocean Spray, a farm-
ers’ cooperative that handles
a majority of the cranberries
grown in the U.S., supports
the USDA proposal, a spokes-
woman said.
Much of the surplus is juice
concentrate, a byproduct of
making sweetened dried cran-
berries. Handlers would be
able to meet a portion of their
withholding obligation by dis-
posing of juice concentrate
rather than whole fruit.
Grower allotments would
be based on 75 percent of
sales history. Organic cranber-
ries, a small part of the market,
would be exempt from volume
