WASHINGTON (AP) —
Claiming he’s accomplished a
“heckuva lot,” House Speaker
Paul Ryan announced Wednes-
day he will not run for re-elec-
tion and will retire next year,
injecting another layer of
uncertainty as Republicans
face worries over losing their
majority in the fall.
The Wisconsin Republi-
can cast the decision as a per-
sonal one, saying he did not
want his children growing up
with a “weekend dad.” He
told reporters he believes he’s
leaving with strong accom-
plishments his party can sell
to voters ahead of November
elections.

Ryan’s plans have been
the source of much specula-
tion and will set off a scramble
among his lieutenants to take
the helm. A self-styled budget
guru, Ryan had made tax cuts
a centerpiece of his legislative
agenda, and a personal cause,
and Congress delivered on that
late last year.

The idea to reconsider
came from the fear that land-
lords with mixed-use proper-
ties would continue to evict
tenants to allow marijuana
retailers to rent their commer-
cial spaces for a higher price.
“We didn’t contemplate a
business owner evicting resi-
dents to have a pot store,” City
Councilor Mike Benefield said
in March. “Instead of having
the city make that decision, we
should let the resident decide
whether or not they want to
live above a pot shop.”
The City Council also
decided to restrict a mari-
juana store from operating in
“a purely residential building.”
While uncommon, there are a
few single-family homes in the
commercial zone that could
technically operate a pot store
without this language.
This change is what caused
City Councilor George Vetter
to cast the single “no” vote. He
argued prohibiting marijuana
businesses from residential
buildings in the commercial
zone was “spot zoning” and a
fruitless attempt to keep mar-
ijuana out of residential areas.

any “cooking facilities” in the
home — the standard the city
uses to assess whether a prop-
erty is residential or not, Vet-
ter said.
“The problem I’m seeing
is we aren’t saying you can’t
have a commercial operation,
but really just that you can’t
have a marijuana commercial
operation,” Vetter said. “We’re
not accomplishing much in
my opinion. It’s the same way
we lost those residents down-
town. If it comes to the point
where someone really wants
it they can turn it commercial,
and now it’s mixed use and our

tle with another unexpected
challenge: President Donald
Trump, a president with lit-
tle of Ryan’s interest in pol-
icy detail or ideological purity.
The two have had not had a
close working relationship.
House Majority Leader
McCarthy, a Republican from
California known to be tighter
with Trump, is expected to
seeking the speaker post. He
will likely compete with House
Majority Whip Steve Scalise,
of Louisiana, for the job. Both
men spoke at the closed-door
meeting Wednesday, deliver-
ing tributes to Ryan.
In Wisconsin, the most
likely Republican candidate is
state Assembly Speaker Robin
Vos, multiple Republicans
in the state said. Vos did not
immediately return telephone
or text messages.

tion, which has long opposed
Five Zero Trees moving in
across Hemlock Street, asserts
the issue with the mixed-use
aspect of the ordinance only
involved Five Zero Trees,
where the property owners,
Bruce and Max Ritchie, did
not disclose the three resi-
dences in the building when
filling out the land use compat-
ibility statement.
“The approval should not
have been given, had that been
known. But then that led to the
evictions of the residents and
the loss of three residences in
affordable-challenged Cannon
Beach,” Frei wrote.
The change will affect about
30 mixed-use buildings in Can-
non Beach. Oregrown Inc. is
lining up to be Cannon Beach’s
second marijuana retailer on
Hemlock Street, where the
clothing store Purple Moon
used to operate, but has yet to
apply for a business license.

Ryan, who has had a dif-
ficult relationship with Presi-
dent Donald Trump, thanked
the president for giving him the
chance to move the GOP ahead.
Ryan, a Republican from
Janesville, Wisconsin, was
first elected to Congress in
1998. Along with Reps. Eric
Cantor and Kevin McCar-
thy, he branded himself a ris-
ing “Young Gun” in an aging
party.
He became the GOP pres-
idential nominee Mitt Rom-
ney’s running mate in 2012.
Ryan was pulled into the
leadership job by the abrupt
retirement of House Speaker
John Boehner in 2015. Boeh-
ner had struggled to wrangle
the chamber’s restless conser-
vative wing and failed to the
seal big-picture deals on fis-
cal policy he sought. Ryan had
more trust with the hardliners
in the House, but had no more
success in brokering funda-

WASHINGTON — Defy-
ing Russian warnings against
U.S. military strikes in Syria,
President Donald Trump said
today that missiles “will be
coming” in response to Syr-
ia’s suspected chemical attack
that killed at least 40 people.
“Russia vows to shoot
down any and all mis-
siles fired at Syria,” Trump
tweeted. “Get ready Russia,
because they will be coming,
nice and new and ‘smart!’ You
shouldn’t be partners with a
Gas Killing Animal who kills
his people and enjoys it!”
Defense Secretary Jim
Mattis, however, indicated
that evidence of what hap-
pened in Saturday’s suspected
attack near Damascus is still
being studied. At a photo-tak-
ing session during a meeting
with his Dutch counterpart,
Mattis was asked by a reporter
whether he had seen enough
evidence to blame the Syrian
government.
“We’re still assessing the
intelligence, ourselves and our
allies,” Mattis said. “We’re
still working on this.”
Asked whether the U.S.
military was ready to conduct
an attack in Syria if ordered,
bombs lacking such technol-
ogy. Virtually all U.S. missiles
now have advanced guidance
systems.
Russian lawmakers have
warned the United States that
Moscow would view an air-
strike on Syria as a war crime
and that it could trigger a direct
military clash between the two
former Cold War adversaries.
Russia’s ambassador to Leba-
non said any missiles fired at
Syria would be shot down and
the launching sites targeted —
a stark warning of a potential
major confrontation.
Shortly after warning that
missiles were coming, Trump
tweeted that the U.S. “rela-
tionship with Russia is worse
now than it has ever been, and
that includes the Cold War.”
Then, striking a more concilia-
tory tone, he said: “There is no
reason for this. Russia needs
us to help with their economy,
something that would be very
easy to do, and we need all
nations to work together. Stop
the arms race?”
Trump’s administration
has sought to show toughness
on Russia, with a series of eco-
nomic and diplomatic actions,
including new sanctions last
week against government offi-
cials and oligarchs.
Mattis replied, “We stand
ready to provide military
options if they’re appropriate,
as the president determines.”
Trump did not detail what
a strike would look like, or
whether these would be U.S.
missiles. U.S. officials have
been consulting with global
allies on a possible joint mil-
itary response to Syria’s
alleged poison gas attack.
Trump canceled a foreign trip
in order to manage a crisis that
is testing his vow to stand up
to Syrian President Bashar
Assad.
Syria’s Foreign Minis-
try said Wednesday that his
threats are “reckless” and
endanger international peace
and security.
Trump’s tweet also drew a
quick response from Russia’s
Foreign Ministry. Spokes-
woman Maria Zakharova said
on Facebook that “smart” mis-
siles would destroy any evi-
dence of a chemical weapons
attack.
The term “smart” mis-
sile dates to the introduction
decades ago of weapons with
advanced guidance systems
— for example, using GPS —
to achieve greater precision in
targeting. The term was meant
to contrast with “dumb”

close friends Tuesday night
and alerted a few staff. On
Wednesday morning, he called
the president and the vice pres-
ident and informed the rest of
his staff before going to the
conference meeting, officials
said.
