Department Decision
The Seaside Planning Department has received the following re-
quest:
18-017SR: A request by David Hutt for a setback reduction at 771
Avenue P (6 10 21DD TL: 6500). The property is zoned Res-
idential Commercial (R-C) and the existing dwelling does not
meet current setbacks. This request will allow the roof to be
converted from a flat roof to a pitched roof with a gable end
truss; effectively raising the height of the building in an area it
does not meet current setbacks. Although the setback reduc-
tion will cover the vertical expansion of the roof, a variance (18-
018V) is also being requested in order to allow a conventional
eve overhang in conjunction with the modification of the roof.
The review will be conducted in accordance with Article 5, 7, and
10 of the Seaside Zoning Ordinance, which establishes the re-
view criteria and procedures for a setback reduction and vari-
ance.
18-022SR: A request by Susan Elices for a setback reduction at
418 N Jackson (6 10 16DD TL13000). The property is zoned
Medium Density Residential (R-2). This request will allow the
applicant to construct an addition to the west side of the ex-
isting residence that will follow the existing building line and
eliminate the porch/entryway on the east side of the home that
extends across the property line. A new covered entryway will
be added north of the home, and although it will not meet the
front yard setback, it will not project further than the existing
front wall on the east side of the house.
The review will be conducted in accordance with Article 5 and Arti-
cle 10 of the Seaside Zoning Ordinance, which establishes the
review criteria and procedures for a Setback Reduction.
18-026V: A variance request by Annette Pritchet in conjunction
with the applicant’s current request to allow a two bedroom va-
cation rental (17-012VRD) at 383 Beach Drive (T6-R10- S21AC-
TL10803). The current parking takes up more than 50% of the
required front yard and the applicant wants to maintain the two
side by side parking spaces to meet the parking requirements
for the vacation rental. The applicant is not planning to alter the
current parking but she will need to provide two 9’ X 18’ off-
street parking spaces. The property is currently zoned Resort
Residential (R-R).
The review will be conducted in accordance with Article 7 and Ar-
ticle 10 of the Seaside Zoning Ordinance which establishes the
review criteria and procedures for a Variance.
A copy of the applications, applicable criteria, documents, and ev-
idence relied upon by the applicants are available for review at
no charge. These materials can be reviewed at the Community
Development Department, 1387 Avenue U in Seaside. Copies
of these materials will be provided at a reasonable cost.
All interested persons are invited to submit written testimony in
favor or in opposition to the request. Written testimony submit-
ted by 9:00 a.m., Tuesday April 3, 2018; will be considered
by the Planning Director in rendering a decision on the appli-
cation. Comments received after this date will not be consid-
ered. Comments may be delivered to the Community Develop-
ment Department located at 1387 Avenue U or mailed to 989
Broadway, Seaside, Oregon 97138. Failure to raise an issue
in writing, or failure to provide sufficient specificity to allow the
Planning Director the opportunity to respond to the issue may
preclude appeal to the Planning Commission based on that is-
