Notice is hereby given that a ballot title for a measure referred by
Clatsop Care Health District has been filed with the Elections
Officer of Clatsop County, Oregon on March 5, 2018. The May
15, 2018 election will be conducted by mail pursuant to ORS
254.465. An elector may file a petition for review of this ballot
title in Clatsop County Circuit Court no later than March 14,
2018 pursuant to ORS 255.155.
Caption: Five year local tax option for operations.
Question: Shall Clatsop Care Health District impose a $0.23 per
$1,000 of assessed property value for 5 years from 2018-
2023? This measure may cause property taxes to increase
more than 3 percent.
Summary: The tax revenue from this measure would allow
Clatsop Care Health District to continue to operate three long
term care facilities in Astoria and Warrenton, as well as an
In-Home Care agency.
With this additional revenue, the district will focus on deferred
maintenance in its buildings. Clatsop Care Center was built
in 1926 as the Columbia Hospital, and became home to the
Care Center in 1979. Addressing the deferred maintenance on
the building could position them for a longer useful life. This
revenue would also go towards technology upgrades to all of
the buildings. This would include security upgrades as well as
electronic charting capabilities. The District would also have
the ability to purchase a bus for Clatsop Memory Care and
Clatsop Care Center. The district would also upgrade its gen-
erator backup for a more robust emergency preparedness.
Lastly, the revenue would focus on programming through the
Montessori Method to Alzheimer’s and Dementia Care.
The approximate revenue produced would be: 2018-$575,000;
2019-$592,250; 2020-$610,017; 2021-$628,318; 2022-
$647,167 for a total of $3,052,752.00. The estimated tax cost
for this measure is an ESTIMATE ONLY based on the best
information available from the county assessor at the time of
estimate.
