the availability of the Final En-
vironmental Assessment (EA)
and Finding of No Significant
Impact (FONSI) for the US-
CG’s proposed homeporting
of two Fast Response Cutters
(FRCs) at East Tongue Point,
Astoria, Oregon. Homeport-
ing the FRCs at East Tongue
Point would require demoli-
tion of an existing pier and
construction of a new pier with
floating docks, construction of
a maintenance building, utili-
ty upgrades, and other minor
improvements for parking and
security. The EA, prepared
pursuant to the National Envi-
ronmental Policy Act, provides
information and comparative
analyses for the proposed
action and alternatives. Cop-
ies of the EA and FONSI
may be requested from Mr.
