Scientists crowdsource to
stop invasive mussels

BOISE — The invasive
quagga and zebra mussels
have a $100,000 bounty on
their “heads.”
The federal government is
offering the six-figure prize
for the best suggestion on how
to stop their relentless and
destructive spread because sci-
entists say they are stumped.
“We might as well give it
a try,” said Sherri Pucherelli, a
biologist with the U.S. Bureau
of Reclamation. “Open water.
That’s really where the chal-
lenge is. Nothing has been
developed right now that
causes complete eradication in
a large water body.”
The filter-feeders that
syphon in water to pluck out
microscopic organisms can
throw food chains out of bal-
ance, and their sheer numbers
in attaching to surfaces can
clog pipes at reservoirs and
damage boat motors. Giant
water bodies turning aqua-
marine blue is a sign that the
base of the food chain is being
depleted, risking starvation for
other species, including sport
fish.

an inch in length while zebra
mussels can be about twice that
size. The species are native to
Russia and Ukraine, and are
believed to have arrived in the
U.S. in the 1980s aboard ships
that released ballast water into
the Great Lakes.
They attach to boats and
trailers and travel long dis-
tances, and their micro-
scopic larvae can survive in
water inside a boat or even an
angler’s wading boots. Also,
the mussels can sense toxins
and close their shells.
The Bureau of Reclama-
tion first started dealing with
the mussels after discover-
ing them in 2007 in Lake
Mead in southeastern Nevada
and northwestern Arizona.
They’ve multiplied so fast that
scientists now estimate the
entire volume of the lake is fil-
tered by the mussels every five
days.
Federal officials say the
only area not yet invaded in
the contiguous United States
is the Columbia River Basin
in the Pacific Northwest.
The basin is heavily used for
hydroelectric power, and offi-
cials estimate it will cost $500
million annually to prevent the
mussels from clogging pipes
and infrastructure.
The environmental dam-
age to the food chain could
further strain struggling runs
of salmon and steelhead in
the basin where more than a
dozen species are listed under
the Endangered Species Act.
The mussels are getting
close to the basin. Sampling
last fall found larvae of quagga
or zebra mussels at Tiber Res-
ervoir in north-central Mon-
tana. It was the first positive
test in the state.
Federal and state agencies
have mostly tried to contain
the spread of mussels, typi-
cally with boat inspections.
The goal of the prize compe-
tition is eradicate mussels in
large water bodies. The dead-
line for ideas is Feb. 28.
Specifically, federal scien-
tists are seeking a solution that
kills 100 percent of the mus-
sels in large water bodies, is
cost-effective and environ-
mentally sound. That means
native species must survive
whatever kills the invasive
mussels.
“We can kill mussels,” said
David Raff, science adviser at
the Bureau of Reclamation.
“Chlorine is very effective.
But you can’t dump chlorine
into a reservoir.”
Gearhart man accused
of child pornography
He allegedly
tried to sell the

A Gearhart man has been
accused of crimes related to
child pornography.
Samuel Roy Polan, 39,
allegedly compelled a child
to engage in sexually explicit
activity and either recorded
it or took a photograph. He
then allegedly attempted to
sell the material.
Polan has been charged
with using a child in a dis-
play of sexually explicit
conduct
and
first-de-
gree encouraging child
sex abuse. Bail has been
set at $500,00. He will be
arraigned in Circuit Court
on Friday if indicted.
Seaside man arrested after
allegedly having sex with minor

A Seaside man has been
accused of having sex three
times with a girl under 16.

Fabian, 24, allegedly had sex
with the girl between sum-
mer 2016 and December.
He allegedly had sex with
her again after she turned
16. Last week, he allegedly
assaulted her.
The girl’s mother reported
her as a runaway to Seaside
police one morning last week.
She had left the house and did
not want to go to school after
attending a party the night
before. Police then found her
at Fabian’s home. Police dis-
covered the alleged crimes
while interviewing her.
Fabian has been charged
with three counts of third-de-
gree rape, contributing to
the sexual delinquency of a
minor, fourth-degree assault
and harassment.
Bail has been set at
$25,000. If indicted, he is
scheduled to be arraigned in
Circuit Court on Friday.

ington state Department of
Licensing gave information
to U.S. Immigration and Cus-
toms Enforcement about an
undocumented
immigrant
rights activist now facing
deportation.
An email obtained by The
Associated Press under a pub-
lic records request shows the
state agency sent ICE a copy
of the driver’s license and
license application for activ-
ist Maru Mora-Villalpando
on Dec. 7.
Weeks later, ICE ordered
her to appear before an immi-
gration judge, even though
she said she had not had any
contact with law enforcement
that might have prompted
deportation.

Inslee ordered the practice

collaborated with ICE with-
out asking any questions.”
The removal proceedings
against
Mora-Villalpando
and other immigrant-rights
advocates around the coun-
try have drawn criticism from
United Nations human rights
experts, who on Wednes-
day called on the U.S. to pro-
tect immigrant rights activ-
ists from deportation, saying
they’re concerned about a
pattern of intimidation and
retaliation.
“People working legiti-
mately to protect migrants’
rights must not be restricted
or silenced,” said the state-
ment from the Geneva-based
U.N. Office of the High Com-
missioner for Human Rights.
ICE has repeatedly denied
targeting anyone for political
reasons.
“Ms. Mora-Villalpando
is a Mexican national who
violated the terms of her
nonimmigrant status in
the United States,” agency
spokeswoman Yasmeen Pitts
O’Keefe said in an email.
“All those in violation of the
immigration laws may be
subject to enforcement pro-
ceedings, up to and includ-
ing removal from the United
States.”

on the state argue that illegal
immigrants are likely to drive
