Position Summary:
Clatsop Community Action
is hiring a full-time Housing
Case Manager whose primary
responsibility is to assist
individuals and families with
housing and other needed
services through case
management, special grant
funding, and through
appropriate referral(s). The
Housing Case Manager
schedules appointments to
screen potentially eligible
applicants for available housing
programs and performs case
management services to ensure
best success. Advocates
and coordinates other
identified social service needs
upon assessment in a
respective manner. Timely,

REQUEST FOR PROPOSALS FOR THE CONSTRUCTION OF
THE CCRIDER RAINIER TRANSIT CENTER
TO ALL INTERESTED PERSONS:
1. The Columbia County Department of General Services is re-
questing proposals for the construction of the CC Rider Rainier
Transit Center and associated site work in Rainier, Oregon (the
“Project”). The Project includes site preparations and the con-
struction of a new building. Site work will include the demolition of
existing structures, underground utility extensions, retaining walls,
grading and fill, parking lots, sidewalks and landscaping.
2. Proposals will be received until 4:00 p.m., February 14, 2018.
Casey Garrett, General Services Director, is the person designat-
ed for receipt of proposals. Proposals must be received by the
designated time at the Board of Commissioners’ Office, Columbia
County Courthouse, 230 Strand Street, St. Helens, Oregon 97051
ATTN: Casey Garrett. The proposals must be in sealed packages
marked “Rainier Transit Center - Construction Contract Proposal”,
or equivalent. All proposals received will be evaluated by an Evalu-
ation Committee designated by the County. The County intends to
award a contract to a proposer who, after considering the recom-
mendation of the Evaluation Committee, the County finds best fits
the needs of the County to perform the work in accordance with
the requirements set out in this RFP.
3. The complete set of Procurement Documents for this Request
for Proposals may be viewed and downloaded from the Coun-
ty’s website at: http:/ /www.co.columbia.or.us/ county-procure-
ment-opportunities Hard copies may be obtained for a fee from
Casey Garrett, General Services Director, at casey.garrett@co.co-
lumbia.or.us. Payment must be received in advance.
4. This project will be funded, in part, by grants from the Oregon
Department of Transportation (ODOT) pursuant to State Grant
Agreement No. 30621 and Grant Agreement No. 30801, which
involves Federal Transit Administration funding. This project is
therefore subject to additional terms and conditions from state and
federal requirements, which are attached to this RFP. Contractors
that developed or drafted specifications, requirements, statement
of work for this procurement are excluded from bidding to compete
for the award of the procurement.
5. The Project is a public works project subject to ORS 279C.800
to 279C.870 and the Davis-Bacon Act (40 U.S.C 3141 et seq).
6. The County reserves the right to waive minor informalities in the
proposals received. The County may also reject any proposal not
in compliance with all prescribed requirements and may, for good
cause, reject any or all proposals upon a finding by the County that
it is in the public interest to do so.
