most vulnerable citizens,”
Davidson said in a statement.
State House Speaker Tina
Kotek, D-Portland, praised
voters.
“Oregonians were loud
and clear tonight: Health care
is a right that we will protect,”
she said in a statement. “By
passing Measure 101, Oregon
voters affirmed that everyone
has a right to access afford-
able health care — regardless
of where they live or where
they work. Thank you, Ore-
gon voters, for keeping the
state moving forward.”
State Sen. Elizabeth
Steiner Hayward, D-Beaver-
ton, is a family physician who
leads the budget-writing sub-
committee that would have
been tasked with reconcil-
ing the state’s budget had the
measure failed.
“This win means we can
get back to doing what we
need to do without reinvent-
ing the wheel,” Steiner Hay-
ward said.
State Rep. Julie Par-
rish, R-Tualatin/West Linn,
who with fellow Rep. Ced-
ric Hayden, R-Fall Creek, led
the campaign to get the taxes
on the ballot, maintains that
she and Hayden were trying
to “blow the whistle” on what
she feels is an unfair system of
paying for public health care.
“The real story is like 11
months from now, when the
budget is in a crisis, because
the Legislature didn’t get the
Medicaid budget funded cor-
rectly,” Parrish said.
House Minority Leader
Mike McLane, R-Powell
Butte, said in a statement that
Tuesday’s loss meant that leg-
islators needed to address
inefficiencies in the state’s
health care system.
In the past year, Gov.
Kate Brown has ousted and
replaced top leadership at
the Oregon Health Author-
ity amid a publicity scandal,
and the health agency has also
dealt with problems deter-
mining patient eligibility and
making accurate payments to
providers.
“Our state’s health care
programs have suffered from
chronic failures for years,”
McLane said. “This culture
of incompetence cannot be
excused or forgotten in the
wake of this ballot measure.”
The secretary of state
reported unofficial turnout of
39.5 percent, or more than 1
million ballots.

LANSING, Mich. — The
former sports doctor who
admitted molesting some of
the nation’s top gymnasts for
years under the guise of med-
ical treatment was sentenced
today to 40 to 175 years in
prison by a judge proudly told
him, “I just signed your death
warrant.”
The sentence capped a
remarkable seven-day hear-
ing in which scores of Larry
Nassar’s victims were able to
confront him face to face in a
Michigan courtroom.
“It is my honor and
privilege to sentence you.
You do not deserve to walk
outside a prison ever again.
You have done nothing to
control those urges and any-
where you walk, destruction
will occur to those most vul-
nerable,” Judge Rosemarie
Aquilina said.
Nassar’s actions were
“precise, calculated, manipu-
lative, devious, despicable,”
she said.
When the hearing ended,
the courtroom broke into
applause. Victims and prose-
cutors embraced at the conclu-
sion of the grueling 16-month
case.
It was the second long-
term prison sentence for the
54-year-old physician. He
has also been sentenced to
60 years in federal prison for
child pornography crimes.
Starbucks gives workers raises
Stock grants
coming this year
due to tax law

NEW YORK — Starbucks
is giving its U.S. workers pay
raises and stock grants this year,
citing recent changes to the tax
law.
All employees will soon
be able to earn paid sick time
off, and the company’s paren-
tal leave benefits will include
all non-birth parents. Star-
bucks Corp. said today that the
changes affect about 150,000
full-time, part-time, hourly and
salaried employees, most of
whom work as baristas or shop
managers. The new benefits
apply to workers at more than
8,200 company-owned stores
but not at the 5,700 licensed
shops like those found inside
supermarkets.
Starbucks is the latest to
say it’s boosting pay or ben-
efits due to the passage of the
Republican tax plan, which
slashed the corporate tax rate
from 35 percent to 21 percent.
Walmart, for example, raised
its starting hourly salary from
$9 to $11 earlier this month,
and also expanded its parental
leave benefits.
Beyond changes to the tax
law, other factors are affect-
ing retail working conditions.
Larger employers are having a
hard time attracting and keep-
ing workers because of his-
torically low unemployment
rates. Job seekers can be pick-
ier about where they work, and
companies are trying to make
themselves more attractive.
Target had also announced in
October that it would raise its
starting hourly wage to $11,
and said it would raise wages
to $15 by the end of 2020.
Starbucks said workers will
get a pay raise in April, their
second increase this year. The
company declined to spec-
ify how much more workers
will be paid or what it pays
them now. The job and recruit-
ing site Glassdoor says baris-
tas make about $9.60 an hour,
based on an average of sal-
aries shared by Starbucks
employees.
The company will give at
least $500 worth of Starbucks
stock in April to employees at
stores, support centers or bean
roasting plants. Store man-
agers will get $2,000 in stock
grants.

daytime hours, her office
would have likely followed up
with some clarification locally
and used the experience as an
educational tool. Because the
tsunami watch was issued at
3 a.m., and the magnitude and
characteristics of the earth-
quake did not cause immedi-
ate concern, she said it did not
make sense to wake people up.
“People don’t always

understand where an alert is
coming from. The alert was
issued by NOAA from one of
the U.S. tsunami centers, which
was very general,” Brown said.
“On the backside, I’m getting
more alerts from NOAA that
are more granular — where the
danger is anticipated, where it
is expected to hit, which at the
time the Hawaiian Islands were
the concern. But if you boil it
down to a broad, surface-level
message, all you see is ‘Ah!
Tsunami warning!’”
Between the false alarm
tsunami sirens issued by Sea-
side and a false missile alert in
Hawaii this month, Brown said
being judicious is even more
important to avoid panic.
“There was nothing to warn
people about,” Brown said.
“There’s enough uncertainty
around the system. Between
Seaside and Hawaii, this is
really bringing mass notifica-
tion systems to the forefront.”
None of the cities in Clat-
sop County decided to issue
any tsunami alerts Tuesday,
for similar reasons as Brown.

moment for the county, cities
and people in the community,
she said. She wants to launch
a public education campaign
about how tsunami alerts work
to address confusion. She’s
also encouraging more people
to register with the local alert
system.
The majority of the 18,000
residents registered are on
landlines, with only 3,200 reg-
istered on cellphones — a fac-
tor that could stunt the county’s

occurring near Alaska, it gave
us some time. We had several
hours to get ducks in a row.”
