5A THE DAILY ASTORIAN • WEDNESDAY, JANUARY 10, 2018 WORLD IN BRIEF Associated Press Trump lashes out at federal court over immigration ruling WASHINGTON — President Donald Trump lashed out today at the federal court that tem- porarily blocked his administration from end- ing a program protecting nearly 800,000 young immigrants from deportation. His twitter attack came as lawmakers planned talks on extending those protections. Bipartisan bargainers fresh off a White House meeting with the president Tuesday said they hoped to parlay that session into momen- tum for resolving the politically blistering issue. But Trump lobbed a new salvo today after U.S. District Judge William Alsup late Tuesday granted a request by California and other plain- tiffs to prevent Trump from ending the Deferred Action for Childhood Arrivals program while their lawsuits play out in court. “It just shows everyone how broken and unfair” the court system is, Trump tweeted, when those opposed to his policies “almost always” win in the federal court district that includes that court. It’s not clear what effect the ruling might have on the talks on Capitol Hill. The judge said lawyers in favor of DACA clearly demonstrated that the young immigrants “were likely to suffer serious, irreparable harm” without court action. Facing a Jan. 19 deadline for averting an election-year government shutdown, lawmak- ers are seeking a formula for reviving protec- tions against deportation that Trump has ended for nearly the young immigrants who arrived in the U.S. as children and are now living here illegally. In exchange, Trump and Republicans want toughened border protections and tight- ened restrictions on others trying to migrate to this country. Democratic report warns of Russian meddling across Europe WASHINGTON — A new report by Sen- ate Democrats warns of deepening Russian interference throughout Europe and concludes that even as some Western democracies have responded with aggressive countermeasures, President Donald Trump has offered no strate- gic plan to bolster their efforts or safeguard the U.S. from again falling victim to the Kremlin’s systematic meddling. The report commissioned by the top Dem- ocrat on the Senate Foreign Relations Com- mittee is the first from Congress to compre- hensively detail Russian efforts to undermine democracies since the 2016 presidential elec- tion. It wastes no time in calling out Trump personally for what it describes as a failure to respond to Russia’s mounting destabiliza- tion activities in the U.S. and worldwide. The report was obtained by The Associated Press in advance of its public release Wednesday. “Never before has a U.S. president so clearly ignored such a grave and growing threat to U.S. national security,” the report warns. Death toll hits 15 in California mudslides; search goes on MONTECITO, Calif. — The death toll from the mudslides that struck Southern Califor- nia climbed to 15 today as rescue crews searched for anyone trapped, injured or dead in the onslaught that smashed homes and swept away cars. The drenching rainstorm that triggered the disaster cleared out and was no longer a hin- drance as searchers made their way across a landscape strewn with boulders and covered shoulder-high in places with mud the consistency of wet cement. “Right now our assets are focused on determining if anyone is still alive in any of those structures that have been damaged,” Santa Barbara County Sheriff Bill Brown said. He said that several dozen homes were destroyed or severely damaged, and that there are probably many more in similar condition in areas still inaccessible. At least 15 people were confirmed dead, Santa Barbara County spokeswoman Yaneris Muniz said early today as the search continued through the night. At least 25 people were injured, 50 or more had to be rescued by helicopters, and an unde- termined number of others were missing, authorities said. Four of the injured were reported in severely critical condition. The search was set to expand with the arrival of a major search-and-rescue team from nearby Los Angeles County and help from the Coast Guard and the National Guard. Most of the deaths occurred in and around Montecito, a wealthy enclave of about 9,000 people northwest of Los Angeles that is home to such celebrities as Oprah Winfrey, Rob Lowe and Ellen DeGeneres. on to the 200-plus page report released by Sen. Ben Cardin of Maryland. But even without GOP backing, the report’s recounting of Rus- sian operations in 19 European nations fore- shadows the still-unpublished Senate Intel- ligence Committee’s bipartisan inquiry into Russia’s role during the 2016 U.S. presiden- tial election. Concerned that Trump has failed to iden- tify Russian aggression as a national rallying point, the report urges a “stronger congressio- nal voice” in pro-democracy efforts and fund- ing. The report calls for committee hearings and other bipartisan efforts to aid European nations in countering Russian aggression. Some policy changes suggested by the report have garnered GOP interest, including the aggressive use of financial sanctions aimed at Russia and pressuring social media com- panies to be more transparent about Russian political messaging. Breitbart announced Tuesday that Bannon would step down as executive chairman of the conservative news site, less than a week after Bannon’s explosive criticisms of Trump and his family were published in a new book. A report on the Breitbart website quotes Bannon saying, “I’m proud of what the Bre- itbart team has accomplished in so short a period of time in building out a world-class news platform.” Death threats cause lockdown after teacher handcuffed video NEW ORLEANS — A Louisiana school board’s office went on temporary lockdown after getting death threats from around the world in response to widely viewed video of a teacher screaming while being handcuffed at a school board meeting. The threats have come from as far away as South America, Australia and England, as well as other U.S. states, Vermilion Par- ish School Board President Anthony Fontana told The Advertiser newspaper Tuesday. He said they’ve been reported to the FBI and local police. Middle-school English teacher Deyshia Hargrave was removed from Monday night’s meeting, forcibly handcuffed and jailed after questioning pay policies during a public com- ment period. The teacher’s union and the ACLU are investigating and two board mem- bers are complaining that the board treats women unfairly. A video posted by KATC-TV shows Har- grave complying with a city marshal’s orders to leave the Vermilion Parish School Board meeting in Abbeville, west of New Orleans. Next, she is seen on the hallway floor, scream- ing as the marshal handcuffs her hands behind her back. “Stop resisting,” the marshal says, hustling Hargrave toward an exit after lifting her to her feet. “I am not, you just pushed me to the floor,” Hargrave responds. Hargrave later bonded out of the Abbeville jail on charges of “remaining after being for- bidden” and resisting an officer, according to KATC. The station reported that Fontana had ruled Hargrave out of order for asking questions during a time reserved for public comment. Later in the same meeting, she spoke again in response to a question from the board and was confronted by the marshal despite objections from the audience. “She was recognized!” sev- eral people said. As Trump aides called him disloyal and disgraceful, the pres- ident branded his former chief strategist on Twitter as “Sloppy Steve,” an apparent refer- ence to Bannon’s often unkempt appearance, and declared that “he lost his mind” when he was pushed out of the White House last August. The president was livid about Bannon’s remarks — not just at the insults about his fam- ily, but also at his former strategist’s apparent intent to take credit for Trump’s election vic- tory and political movement, according to a White House official and two outside advisers not authorized to speak publicly about internal conversations. Bannon’s breakup with Breitbart is also costing him his daily show on the conserva- tive talk station on satellite radio network Siri- usXM. The company announced it is ending its relationship with Bannon, stating its program- ing agreement is with Breitbart.
