City of Cannon Beach
Invitation to Bid
Sealed bids for the Pacific Pump Station Force Main Project will
be received by Otak, Inc., for the Owner, City of Cannon Beach,
at 163 E. Gower St., Cannon Beach, Oregon 97110 on Tuesday at
2:00 P.M., Pacific Standard Time, on January 16, 2018 at which
time and place they will be publicly opened and read aloud. No
bids will be accepted after this time. All bidders shall submit, in
a separate, sealed envelope, within two working hours of the bid
opening time, on the bid date, a completed First-Tier Subcontrac-
tor Disclosure Form in compliance with ORS 279C.370.
In general, the nature of the project consists of installing approxi-
mately 450 lineal feet of 10” PVC force main. The project is expect-
ed to be bid in the Spring of 2018 and constructed shortly there-
after. The duration of the project is approximately 60 days. The
Pacific pump station has 2 force mains. This project is to remove
one of the force mains, install a new 10” force main, and abandon
in place the second force main after construction of the new 10”.
In general the main elements of work include, but are not limited
to:
1. Sawcut, Remove and Wastehaul spoils along trench alignment
2. Valving and connections at Connection Sites 1 and 2 per plans
3. Sawcut AC/Concrete, install new concrete sidewalk and cross-
ing
4. Furnish and Install new 10” diameter C-900 PVC force main
complete, per plans
5. Properly abandon the Gower/Hemlock portion of old force main.
NOTE: The intent of this contract is to provide a new force main
and abandon old.

All bidders shall comply with the provisions of ORS 279C.800-870
[workers on public works to be paid not less than prevailing rate of
wage for projects over $50,000.00]. Contractors submitting bids
are required to be registered with the Construction Contractor’s
Board.
A mandatory pre-bid meeting will be held on Tuesday, January
9, 2018 starting at 10:00 A.M., at City Hall. A walk-through tour
will be conducted as part of the pre-bid meeting.
Bid security in the amount of not less than 10% of the bid must ac-
company each bid in accordance with the Instructions to Bidders.
The Owner reserves the right to reject any bid not in compliance
with all prescribed public bidding procedures and requirements,
and may reject, for good cause, any or all bids upon a finding of
the Owner that it is in the public interest to do so in accordance
with ORS 279C.395. The Owner reserves the right to waive any
bid irregularities or informalities.
No bidder may withdraw or modify the bidder’s bid after the hour
set for the opening thereof,
until after the lapse of 30 days from the bid opening.

CANNON BEACH PLANNING COMMISSION
The Cannon Beach Planning Commission will hold a public hearing on Thursday, January 25, 2018 at
6:00 p.m. at Cannon Beach City Hall, 163 East Gower Street, Cannon Beach, Oregon, regarding the
following:
ZO 18-01 and CP 18-01, City of Cannon Beach request for Zoning Ordinance and Comprehensive
Plan text amendments updating the City’s foredune management plan. The Zoning Ordinance text
amendment request will be reviewed against the criteria of the Municipal Code, Section 17.86.070.A,
Amendments, Criteria. The Comprehensive Plan amendment request will be reviewed against the
criteria of State-wide Planning Goal 18.
ZO 18-02, City of Cannon Beach request for Zoning Ordinance text amendments regarding work-
force housing. The proposed amendments include zoning ordinance text amendments regarding
multi-family housing. The request will be reviewed against the criteria of the Municipal Code, Section
17.86.070.A, Amendments, Criteria.
ZO 18-03, City of Cannon Beach request for Zoning Ordinance text amendments to Chapter 17.70
Tree Removal. The proposed amendments address the protection of trees from unintended damage
during construction. The request will be reviewed against the criteria of the Municipal Code, Section
17.86.070.A, Amendments, Criteria.
All interested parties are invited to attend the hearings and express their views. Statements will be
accepted in writing or orally at the hearing. Failure to raise an issue at the public hearing, in person or
by letter, or failure to provide statements or evidence sufficient to afford the decision maker an oppor-
tunity to respond to the issue precludes appeal to the Land Use Board of Appeals based on that issue.

timony received one week prior to the hearing will be included in the Planning Commissioner’s meeting

Cannon Beach City Hall, 163 East Gower Street, Cannon Beach, or may be obtained at a reasonable
cost. Staff reports are available for inspection at no cost or may be obtained at a reasonable cost
