As California legalizes
pot, laws collide at US
checkpoints
PINE VALLEY, Calif. — California legal-
izes marijuana for recreational use Monday, but
that won’t stop federal agents from seizing the
drug — even in tiny amounts — on busy free-
ways and backcountry highways.
Marijuana possession still will be prohibited
at eight Border Patrol checkpoints in Califor-
nia, a reminder that state and federal laws col-
lide when it comes to pot. The U.S. government
classifies marijuana as a controlled substance,
like heroin and LSD.
The checkpoints, located up to 100 miles
from Mexico, are considered a final line of
defense against immigrants who elude agents
at the border. They also have been a trap for
U.S. citizens carrying drugs, even tiny bags of
marijuana.
About 40 percent of pot seizures at Bor-
der Patrol checkpoints from fiscal years 2013
to 2016 were an ounce or less from U.S. citi-
zens, according to a Government Accountabil-
ity Office report last month. California’s new
law allows anyone 21 and over to carry up to
an ounce.
The Border Patrol operates 34 permanent
checkpoints along the Mexican border and an
additional 103 “tactical” stops, typically cones
and signs that appear for brief periods.
Ronald Vitiello, acting deputy commissioner
of parent agency Customs and Border Protec-
tion, called drug seizures an “ancillary effect” of
enforcing immigration laws. Motorists typically
are released after being photographed and fin-
gerprinted. They generally aren’t charged with
a crime because prosecutors consider them low
priority.
The clash between state and federal mari-
juana laws played out on a smaller scale near
the Canadian border in Washington after that
state legalized marijuana in 2014. California is
a far busier route for illegal crossings with many
more agents.

JERUSALEM — Israel’s transportation
minister is pushing ahead with a plan to dig
a railway tunnel under Jerusalem’s Old City,
passing near sites holy to Jews, Christians and
Muslims — and ending at the Western Wall
with a station named after President Donald
Trump.
Yisrael Katz’s plan, currently in the initial
stages, involves constructing two underground
stations and excavating over two miles of tun-
nel beneath downtown Jerusalem and under the
politically sensitive Old City. The project would
extend Jerusalem’s soon-to-open high-speed rail
line from Tel Aviv to the Western Wall, the holi-
est site where Jews can pray.
The route will run close to — but not directly
under — the Church of the Holy Sepulchre,
where tradition holds that Jesus was crucified
and buried, and a contested holy site known to
Jews as the Temple Mount and to Muslims as the

ERIE, Pa. — Freezing temperatures and below-zero wind chills socked much of the north-
ern United States today, and the snow-hardened city of Erie, Pennsylvania, dug out from a
record snowfall.
A storm brought 34 inches of snow on Christmas Day to Erie, an all-time daily snowfall
record for the Great Lakes city, and 26.5 more inches on Tuesday. More than 62 inches have
fallen on the city since Dec. 23, with an additional 2 to 4 inches predicted today as residents
dug out in frigid temperatures.
Meanwhile, forecasters warned of hypothermia and frostbite from widespread bitter cold.
Wind chill advisories or warnings were in effect for much of northern New England, the north-
ern plains and Great Lakes states, including all of North Dakota and Iowa.
The National Weather Service warned of wind chills between minus 15 and 30 degrees
below zero in parts of northern and central Illinois and said the temperature in Maine will
remain below freezing for more than 10 days.
Snow plows descended on the Erie area and Pennsylvania Gov. Tom Wolf sent 21 National
Guard troops driving Humvees and other high-clearance vehicles to help with emergency
response and transport essential emergency services and hospital employees.
Weather also was being blamed for a Kansas accident that killed four people after the
pickup truck they were in fell off a bridge on Interstate 70 on Tuesday.
In New York communities near Lake Ontario’s eastern end, including Redfield and Boyl-
ston, road crews were trying to plow 5 feet of snow that has fallen since Christmas Day. Other
towns in western New York east of Lake Erie also received heavy snow.
Noble Sanctuary. Previous excavations by Israel
near the holy site — the spiritual epicenter of the
Israeli-Palestinian conflict — have sparked vio-
lent Palestinian protests.
Because of those sensitivities, the proposal
will likely meet with heavy resistance from the
Palestinians, neighboring Arab countries and the
international community.
Katz, a senior Cabinet official who also serves
as Israel’s intelligence minister, is a close ally of
Prime Minister Benjamin Netanyahu and is seen
by many as his likely eventual successor as head
of the Likud party.

Ovadia said today the project is estimated to cost
more than $700 million and, if approved, would
take four years to complete.

Taser misconduct
DETROIT — Michigan State Police tried
but failed to suspend a trooper for his use of a
stun gun months before he fired a Taser at a teen-
ager who crashed an all-terrain vehicle and died,
according to records obtained by The Associated
Press.
Mark Bessner is charged with murder in the
death of Damon Grimes, but it wasn’t his only
incident involving a Taser. Details are in person-
nel documents released to the AP through a pub-
lic records request.
State police wanted to suspend Bessner for
10 days for firing his Taser twice at a hand-
cuffed man who was running away in 2016. But
an arbitrator said there was no “just cause” for
discipline.
In 2014, Bessner fired his Taser at a suspect
who was handcuffed. He agreed to a five-day
suspension, records show, but four days were
eventually dropped. It apparently was his first
case of misconduct.
Bessner, 43, now faces serious legal trouble.
He was charged last week with second-degree
murder in the August death of Damon Grimes
of Detroit, who was joyriding on an all-terrain
vehicle when the trooper fired his stun gun. The
15-year-old crashed and died.

view, recorded in Canada in September, was
Obama’s first since leaving the presidency in
January.

congressional candidate says she has filed a sex-
ual assault complaint against President Donald
Trump’s former campaign manager for hitting
her twice on her buttocks during a Washington
gathering in November.
Joy Villa, a Trump backer who wore a
“Make America Great Again” dress at the
Grammys this year, said Tuesday she plans
to meet with detectives in Washington next
week about the complaint against Corey
Lewandowski.
In a phone interview from Tampa, Florida,
Villa said she was initially reluctant to come for-
ward because she was worried about any back-
lash. But she said she called Washington’s Met-
ropolitan Police Department on Christmas Eve
after a friend who witnessed the incident spoke
about it publicly, and other friends urged her to
come forward.
“I didn’t know him at all,” Villa said about
Lewandowski. “I only knew him by reputation.
He broke my trust.”
She said she saw him at a gathering at the
Trump International Hotel on the day after
Thanksgiving, and said Lewandowski struck her
“extremely hard” even after she told him to stop.
She said she felt it was “disgusting and shocking
and demeaning.”
