Two plead not guilty in connection
with robbery, shooting in Seaside
Pair faces
multiple charges

Two Seaside residents have
pleaded not guilty in connec-
tion with a robbery and shoot-
ing at the Beachside Inn in
November.
Shaun Scarborough, 28, is
facing charges of first-degree
assault, second-degree assault,
first-degree robbery, first-de-

gree burglary and felon in pos-
session of a firearm.
Marta Alicia Garfias, 21, is
facing the same charges except
for felon in possession of a
firearm.
The two allegedly shot a
36-year-old man staying in
a room at the hotel near the
intersection of Fifth Ave-
nue and N. Downing Street at
about 2 a.m. Nov. 12. The man
was taken to a Portland-based
hospital where he was treated
for his injuries.
Scarborough and Garfias
were arrested in La Mesa, Cali-
fornia, one week after the shoot-
ing. They were recently trans-
ferred to the Clatsop County Jail.
Scarborough was convicted
of multiple drug and assault
charges in 2007. He pleaded
no contest in October to felon
in possession of a firearm after
a June standoff with Seaside
police. Scarborough agreed
to serve probation in his plea
deal with the district attorney’s
office, but the deal stipulated
he would serve more than 3½
years in prison if he violated it.
Both Scarborough and
Garfias face at least 20 years
in prison if convicted on all
charges. They are scheduled
for early resolution confer-
ences in January.
Warrenton-Hammond School Board
member resigns, cites personal reasons

WARRENTON — Mike
Atwood, a state Department
of Transportation employee
elected in May to the Warren-
ton-Hammond School Board,
has resigned.
The time commitment
to the school board and all
his other volunteer activ-
ities became overwhelm-
ing, along with the way a
school board works, Atwood
said.
“I just didn’t want to get
in trouble, because I usually
speak out,” he said.
Atwood, a Warrenton
native, ran unopposed for
Position 3 on the school board
after Kelly Simonsen did not
file for re-election.
Washington state
cancels salmon farm
lease after fish escape

SEATTLE — Washing-
ton state officials have can-
celed an Atlantic salmon farm
lease belonging to a company
that also operates another
salmon farm where more than
160,000 adult fish escaped
into the Puget Sound last
summer.
Public Lands State Com-
missioner Hilary Franz says
the decision is final with no
room for negotiation, The
Seattle Times reported in a
story on Sunday.
Franz said the Washing-
ton Department of Natu-
ral Resources will work with
Cooke Aquaculture Pacific
and other state agencies to
complete an orderly shutdown
and removal of the farm in
Port Angeles.
The company also operates
a fish farm at Cypress Island
where the escape occurred in
August.
In a news release Sunday,
Franz said that after the fish
escape she directed her staff
to inspect every net pen in the
state to make sure the com-
pany was meeting its contract
and that the state’s waters
were safe.
“It is now clear that Cooke
has been violating the lease
terms for its Port Angeles net
pens,” Franz wrote. “In light
of this violation, and in ful-
fillment of my commitment to
protect our lands and waters, I
am terminating the lease.”

Atwood is a transportation
maintenance specialist with
the state and a union stew-
ard, a position he said has to
be on-call. He also volunteers
with Warrenton’s youth foot-
ball and baseball programs.
Debbie Morrow, chair-
woman of the school board,
said the process of appointing
a replacement for Atwood will
begin in February or March
because of the district being
closed for two weeks around
Christmas.
“Plus, we are in the thick of
a facilities study, so we thought
we would wait until after that
process instead of thrusting a
person into the middle of that,”
Morrow said.
Knappa man dies
in mobile home fire

A Knappa man is dead
after his trailer home caught
fire Thursday night.
Emergency

nel responded to the trailer,
located inside Knappa Mobile
Park at 42280 Lois Loop, just
after 7 p.m. The fire was con-
tained after several hours.
The body of Richard Lee
Huddleston, 59, was recov-
ered at the scene. The struc-
ture is considered a total loss.
Authorities are investigat-
ing the cause of death and the
fire, but it does not appear to
be suspicious, according to
a Clatsop County Sheriff’s
Office press release.
An autopsy has been
scheduled with the Oregon
State Medical Examiner’s
Office.

acquires land for
Warrenton branch

WARRENTON — Fibre
Federal Credit Union is plan-
ning a new location at the
North Coast Retail Center.
The credit union recently
purchased space at the south-
east corner of U.S. Highway
101 and Ensign Lane, next
to the new Walmart Super-
center under construction,
for $858,000 from developer
Ken Leahy’s Peaks View
LLC.
Angie Leppert, senior
vice president of market-
ing and human resources for
Fibre Federal, said the credit
union plans to put a new
branch at the site. Across
Ensign Lane is a Wauna Fed-
eral Credit Union built sev-
eral years ago.
Fibre Federal, based in
Longview,
Washington,
has nine branches along
the Interstate 5 corridor. In
2015, Fibre Federal was cho-
sen by the National Credit
Union Administration to take
over the assets of TLC Fed-
eral Credit Union after fed-
eral regulators deemed it had
no chance of survival. The
credit union’s five branches
throughout Tillamook, Lin-
coln and Clatsop counties
kept the TLC name but were
rebranded as a division of
Fibre Federal.
“There’s been strong
growth over the last few
years,” Leppert said. “We
also serve counties surround-
ing Clatsop, such as Pacific”
County, Washington. “The
Warrenton area seems like a
natural place for us to have
growth in the market.”
