Obama health
mandate now target of
GOP in big tax bill
WASHINGTON — Republicans began push-
ing a broad tax cut for businesses and many indi-
viduals through the Senate Finance Committee
today, a measure complicated by a late addition
— repeal of the Obama health care law’s require-
ment that Americans get insurance coverage.
Erasing the Affordable Care Act’s individual
mandate provided Republicans with more money
that they used to make some tax breaks for people
modestly more generous. But it raised questions
about whether it might prompt some moderate
GOP senators to back away from the measure.
The nonpartisan Congressional Budget Office
has projected that dismantling the requirement
would mean 4 million additional uninsured peo-
ple by 2019 and 13 million more uninsured by
2027. Worries about leaving more people without
coverage were among the reasons GOP attempts
to outright repeal much of President Barack
Obama’s law crashed in the Senate this summer.
Republicans controlling the Senate 52-48 can
afford to lose only two votes and still push the
measure through the chamber, since all Demo-
crats seem likely to oppose the package.
In another money-saving move, the Senate
bill was changed late Tuesday to abruptly end the
personal tax reductions after 2025. Under Sen-
ate rules, if legislation drives up federal budget
deficits after 10 years it cannot be shielded from
bill-killing filibusters by Democrats. It takes 60
votes to end a filibuster, numbers Republicans
don’t have.
The corporate tax cuts would be permanent.
They include dropping the corporate tax rate
from 35 percent to 20 percent.
“My colleagues on the other side have now
shown their hand. The corporate handouts are
permanent, the family breaks are not,” said
Oregon Sen. Ron Wyden, top Democrat on the
Finance Committee. “To pay for these handouts
to multinational corporations, millions of Amer-
icans are going to lose their health care, millions
will see their premiums skyrocket, and millions
will get hit with a tax hike.”
After 37 years, rule of
Zimbabwe’s Mugabe
appears to be over
HARARE, Zimbabwe — Zimbabwe’s mili-
tary controls the capital and the state broadcaster
and is holding President Robert Mugabe, 93, and
his wife under house arrest. It appears that the
world’s oldest head of state has been deposed by
a coup.
But the military is at pains to say it did not
stage a military takeover, instead starting a pro-
cess to restore Zimbabwe’s democracy.
After 37 years, the military seems to have
brought an end to Mugabe’s long reign in what
the army’s supporters praised as a “bloodless
correction.” South Africa and other neighbor-
ing countries are sending in leaders to negotiate
with Mugabe and the generals to encourage the
transition.
Citizens in Zimbabwe’s tidy capital, Harare,
contributed to the feeling of a smooth change by
carrying on with their daily lives, walking past
the army’s armored personnel carriers to go to
work and to shops. Many who have never known
any leader but Mugabe waited in long lines at
banks to draw limited amounts of cash, a result
of this once-prosperous country’s plummeting
economy.
Trump returns, faces
Alabama Senate scandal
WASHINGTON — President Donald Trump
spent five days in Asia largely keeping the Ala-
bama Senate scandal at bay. He won’t be so lucky
on U.S. soil.
The president returned to Washington on
Tuesday night and walked straight into a party
panic over the sexual misconduct accusations
dogging GOP Senate candidate Roy Moore.
Having pushed publicly and privately for Moore
to get out of the race, Republicans believe their
last best shot is Trump, who they hope can per-
suade his fellow political rebel to fall in line.
Trump has given little indication of whether
he’s interested in playing the role of party heavy.
Press secretary Sarah Huckabee Sanders has
echoed other Republican leaders, saying last Fri-
day that Moore should step aside if the allega-
tions are true. But as other Republicans began
to call for Moore to quit the race, Trump was
notably silent in public. On Tuesday, he didn’t
address the issue when he spoke with reporters
aboard Air Force One as he flew back to Wash-
ington, nor did he respond to shouted questions
about Moore as he entered the White House that
night.
For Trump and Republicans, there are no
good options. If Moore wins, they can either
spend an already harrowing midterm election
cycle defending their new colleague, or overturn
the will of Alabama voters by casting him out of
the Senate. If Moore loses and the seat flips to
Democratic control, the party loses a critical vote
in its razor-thin Senate majority, with issues like
tax reform and immigration set to be considered
in the coming months.
US scientists try 1st gene
editing in the body
OAKLAND, Calif. — Scientists for the first
time have tried editing a gene inside the body in
a bold attempt to permanently change a person’s
DNA to try to cure a disease.
The experiment was done Monday in Califor-
nia on 44-year-old Brian Madeux. Through an
IV, he received billions of copies of a corrective
gene and a genetic tool to cut his DNA in a pre-
cise spot.
“It’s kind of humbling” to be the first to test
this, said Madeux, who has a metabolic disease
called Hunter syndrome. “I’m willing to take
that risk. Hopefully it will help me and other
people.”
Signs of whether it’s working may come in
a month; tests will show for sure in three
months.
If it’s successful, it could give a major boost
to the fledgling field of gene therapy . Scientists
have edited people’s genes before, altering cells
in the lab that are then returned to patients. There
also are gene therapies that don’t involve editing
DNA.
