Seaside School District 10 hereby gives notice of its consideration
of a Resolution approving direct negotiation of a contract pursuant
to ORS 279C.115 with BRIC Architecture Inc. The Contract is for
architecture services for the Schools Relocation Project (collec-
tively, the “Project”). The School Board will consider this resolution
at its meeting on October 17, 2017, 6:00 pm at 1801 South Franklin
Street, Seaside, OR 97138.
ORS 279C.115(2) allows a public contracting agency to directly
contract with a consultant for engineering services and related
services if the project described in the proposed contract has
been substantially described, planned, or otherwise previously
studied in an earlier contract with the consultant that was awarded
under rules adopted under ORS 279A.065, and the new contract
is a continuation of the project.
Dull Oslon Weeks-IBI Group Architects Inc. was selected as the
architect for the Project pursuant to a competitive request for pro-
posals process based upon the qualifications and experience of
the members of the team. The District has received notice that the
principal architects, including the principals working on the Proj-
ect, have resigned from Dull Olsen Weeks-IBI Group Architects
Inc. to form a new firm, BRIC Architecture Inc. The purpose of this
resolution is to authorize the Superintendent to negotiate a new
contract with the new firm in the event that the District determines
it is in its best interest to do so in order to ensure continuity in de-
sign professionals and to ensure no delays on the Project.
Interested consultants that wish to protest the District’s Intent to
Award the Contract by Direct Negotiation may file a protest not
later than October 17 at 5:00 p.m. A protest must be in writing and
must specify the grounds on which the protest is based. Protests
should be directed to District Business Manager Justine Hill via
