amendment to that by saying
a city with a library is a com-
munity with both a generous
heart and soul,” she said.
Library Director Jimmy
Pearson also announced Sun-
day that, starting this week,
the library will be open on
Mondays from 10 a.m. to
6 p.m. To gain these extra
hours, the library will close
one hour early on Tuesdays
and Wednesdays, at 6 p.m.
instead of the usual 7 p.m.
The library will still be closed
on Sundays.

The city has already set
aside $1.6 million for renova-
tion work, while the nonprofi t
l ibrary f oundation has set a
goal of raising an additional
$3.5 million. A bake sale
organized by the Astor Place
retirement community raised
just over $750 in September.
The entire renovation proj-
ect will cost an estimated $5
million. Work is expected to
begin in 2019 and wrap in
2020.
HAZARD, Ky. — The head of the Environmental Protection
Agency said Monday that he will sign a new rule overriding the
Clean Power Plan, an Obama-era effort to limit carbon emissions
from coal-fi red power plants.
“The war on coal is over,” EPA Administrator Scott Pruitt
declared in the coal mining state of Kentucky.
For Pruitt, getting rid of the Clean Power Plan will mark the
culmination of a long fi ght he began as the elected attorney gen-
eral of Oklahoma. Pruitt was among about two-dozen attorney
generals who sued to stop President Barack Obama’s push to
limit carbon emissions.
Closely tied to the oil and gas industry in his home state,
Pruitt rejects the consensus of scientists that man-man emissions
from burning fossil fuels are the primary driver of global cli-
mate change. President Donald Trump, who appointed Pruitt and
shares his skepticism of established climate science, promised to
kill the Clean Power Plan during the 2016 campaign as part of
his broader pledge to revive the nation’s struggling coal mines.
Even so, the plan helped drive a recent wave of retirements of
coal-fi red plants, which also are being squeezed by lower costs
for natural gas and renewable power, as well as state mandates
promoting energy conservation.
The withdrawal of the Clean Power Plan is the latest in a
series of moves by Trump and Pruitt to dismantle Obama’s leg-
acy on fi ghting climate change, including the delay or roll back
of rules limiting levels of toxic pollution in smokestack emis-
sions and wastewater discharges from coal-burning power plants.
The president announced earlier this year that he will pull
the United States out of the landmark Paris climate agreement.
Nearly 200 countries have committed to combat global warming
by reducing carbon dioxide and other greenhouse gases that con-
tribute to global warming.
Bosnian court acquits
ex-commander of war crimes
SARAJEVO, Bosnia-Herzegovina — Bosnia’s war crimes
court on Monday acquitted the wartime commander of Srebren-
ica, who was accused of committing atrocities against Serbs
during the 1992-95 Balkan confl ict.
The acquittal of Naser Oric immediately prompted anger from
Serbian leaders, with Serbian Defense Minister Aleksandar Vulin
saying the court ruling “threatens security, trust and reconcilia-
tion in the whole of the Balkans.”
Oric was accused of war crimes against three Serb prisoners
of war who were slain in villages around the Bosnian town of
Srebrenica in the early days of the confl ict. A panel of judges pre-
siding over the trial ruled Monday the prosecution did not present
evidence proving the case against Oric.
Oric had previously been tried by a U.N. war crimes tribunal
in The Hague, where he was also acquitted in 2008.
Oric is seen as a hero by many Muslim Bosnians for his role in
defending Srebrenica, where Serb forces massacred some 8,000
Muslim men and boys in 1995. The Srebrenica massacre, the
worst single atrocity in Europe since World War II, is the only
episode of Bosnia’s war to be defi ned as genocide by two U.N.
courts.
Serbs continue to claim the 1995 Srebrenica slaughter was an
act of revenge by uncontrolled troops because they say that sol-
diers under Oric’s command killed thousands of Serbs in the vil-
lages surrounding the eastern town.
Nate marches across East Coast,
dumping heavy rains
BILOXI, Miss. — Nate slogged its way across the East Coast
on Monday, dumping heavy rains and bringing gusty winds to
inland states as a tropical depression, a day after Hurricane Nate
brought a burst of fl ooding and power outages to the Gulf Coast.
Nate spared the region the kind of catastrophic damage left by
a series of hurricanes that hit the southern U.S. and Caribbean in
recent weeks.
Nate — the fi rst hurricane to make landfall in Mississippi
since Katrina in 2005 — quickly lost strength Sunday, with its
winds diminishing to a tropical depression as it pushed northward
into Alabama and Georgia with heavy rain. It was a Category 1
hurricane when it came ashore outside Biloxi early Sunday, its
second landfall after initially hitting southeastern Louisiana on
Saturday evening.
The storm surge from the Mississippi Sound littered Biloxi’s
main beachfront highway with debris and fl ooded a casino’s
lobby and parking structure overnight.
