The Opportunity Finance
Network, an national network
for community development
fi nancial institutions, post-
humously gave the late John
Berdes, the founder and for-
mer president and CEO of
Craft3, the 2017 Ned Gramlich
Lifetime Achievement Award
for Responsible Finance.
The award was presented
Wednesday at the fi nance net-
work’s conference in Wash-
ington, D.C. Berdes died of
lung cancer last year.
Madelyn Golliher, Berdes’
sister, accepted the award.
Berdes helped found
Craft 3, then called Shore-
Bank Enterprise Pacifi c, in
1994 in Ilwaco, Washington.
Since its founding, Craft3 has
invested more than $440 mil-
lion with 5,500 people and
businesses in Oregon and
Washington state.

SALEM — Although the
state dispensed $4.9 billion in
medical assistance payments
to coordinated care orga-
nizations in 2016, the Ore-
gon Health Authority doesn’t
track how long it takes those
CCOs to pay Medicaid service
providers.
Medicaid serves 1.1 mil-
lion Oregonians who meet cer-
tain income eligibility require-
ments. Oregon paid $6.7
billion to health care providers
who saw Medicaid patients in
2016.
Most people on the Ore-
gon Health Plan are enrolled
in one of the state’s 16 coor-
dinated care organizations —
essentially, regional groups of
providers that see low-income
patients.
Each CCO has a con-
tract with the Oregon Health
Authority to provide Medicaid
services for a monthly per-pa-
tient fee, known as a capitated
payment. The health authority
makes those payments on the
fi rst of the month.
The CCO in turn pays its
providers, and those arrange-
ments — including the length
of time in which payments
are made for medical services
— vary .
For FamilyCare, a Port-
land-area CCO, more than
98 percent of its claims are
paid within 30 days, accord-
ing to spokesman Jack Cole-
man. Ninety percent are made
within 14 days.
Capsized boater rescued near Social Security Beach

A boater was rescued from
the Columbia River today
after his vessel capsized near
Social Security Beach on
Clatsop Spit.

about 300 yards offshore from
Social Security Beach when

they saw a man on a nearby
vessel bailing out water before
his boat capsized.
“He was about 100 yards
from us,” Kiepke said. “We
sped over there.”
Kiepke and Burleson got
a rope around the man, who
was wearing a life jacket,
and pulled him in, later
transferring him to the Clat-
sop County Sheriff’s Offi ce
Marine Patrol. The man’s
boat washed ashore on Social
Security Beach.
Despite fi shing on the river
for 30 years, Kiepke said this
is the fi rst time he’s ever res-
cued anyone. “We feel really
good about it, and we were
really happy we were able to
get him in,” he said.
