Afghanistan; reversing stance
WASHINGTON — Reversing his past calls for a speedy exit,
President Donald Trump recommitted the United States to the
16-year-old war in Afghanistan, declaring U.S. troops must “fight
to win.” He pointedly declined to disclose how many more troops
will be dispatched to wage America’s longest war.
In a prime-time address to unveil his new Afghanistan strat-
egy, Trump said Monday the U.S. would shift away from a “time-
based” approach, instead linking its assistance to results and to
cooperation from the beleaguered Afghan government, Paki-
stan and others. He insisted it would be a “regional” strategy that
addressed the roles played by other South Asian nations — espe-
cially Pakistan’s harboring of elements of the Taliban.
“America will work with the Afghan government as long as we
see determination and progress,” Trump said. “However, our com-
mitment is not unlimited, and our support is not a blank check.”
Still, Trump offered few details about how progress would be
measured. Nor did he explain how his approach would differ sub-
stantively from what two presidents before him tried unsuccess-
fully over the past 16 years.
Although Trump insisted he would “not talk about numbers
of troops” or telegraph military moves in advance, he hinted that
he’d embraced the Pentagon’s proposal to boost troop numbers by
nearly 4,000, augmenting the roughly 8,400 Americans there now.
Trump promises victory,
but his plan is murky
WASHINGTON — President Donald Trump is vowing to win
what has seemed to be an unwinnable war.
How he plans to do so is still murky despite the months of inter-
nal deliberations that ultimately persuaded Trump to stick with a
conflict he has long opposed.
In a 26-minute address to the nation Monday, Trump alluded
to more American troops deploying to Afghanistan, but refused to
say how many. He said victory would be well-defined, but outlined
only vague benchmarks for success, like dismantling al-Qaida and
preventing the Taliban from taking over Afghanistan. He said the
U.S. would not offer Afghanistan a “blank check,” but provided no
specific timetable for the end of an American commitment that has
already lasted 16 years.
Instead, Trump projected an “I got this” bravado that has
become a hallmark of his presidency.
“In the end, we will win,” he declared of America’s longest war.
Divers search McCain’s flooded
compartments for 10 sailors
SINGAPORE — The focus of the search for 10 U.S. sailors
missing after a collision between the USS John S. McCain and an
oil tanker in Southeast Asian waters shifted Tuesday to the dam-
aged destroyer’s flooded compartments.
The sea search by aircraft and ships from the U.S., Singapore
and Malaysian navies will continue east of Singapore where the
McCain and the tanker collided at daybreak Monday, the 7th Fleet
said, but the deployment of divers to search inside the warship,
now docked at Singapore’s naval base, was a blow to families still
hoping for a miracle.
“Equipped with surface supplied air rigs, divers will access
sealed compartments located in damaged parts of the ship,” the
fleet said in a statement announcing that divers had joined the
search. “Additionally, they will conduct damage assessments of
the hull and flooded areas.”
The collision tore a gaping hole in the McCain’s left rear hull
and flooded adjacent compartments including crew berths and
machinery and communication rooms. Five sailors were injured.
It was the second major collision in two months involving the
Pacific-based 7th Fleet and the Navy has ordered a broad investiga-
tion into its performance and readiness. Seven sailors died in June
when the USS Fitzgerald and a container ship collided in waters
off Japan. There were two lesser-known incidents in the first half of
the year. In January, the USS Antietam guided missile cruiser ran
aground near Yokosuka base, the home port of the 7th Fleet, and
in May another cruiser, the USS Lake Champlain from the Navy’s
3rd Fleet, had a minor collision with a South Korean fishing boat.
Mattis: IS militants caught
in Iraq-Syria military vise
BAGHDAD — Expelled from their main stronghold in north-
ern Iraq, Islamic State militants are now trapped in a military vise
that will squeeze them on both sides of the Syria-Iraq border, U.S.
Defense Secretary Jim Mattis said.

Tuesday just hours after President Donald Trump outlined a fresh
approach to the stalemated war in Afghanistan. Trump also has
vowed to take a more aggressive, effective approach against IS in
Iraq and Syria, but he has yet to unveil a strategy for that conflict
that differs greatly from his predecessor’s.
In Baghdad, Mattis was meeting with senior Iraqi government
leaders and with U.S. commanders. He also planned to meet in
Irbil with Massoud Barzani, leader of the semi-autonomous Kurd-
ish region that has helped fight IS. Mattis told reporters before
departing from neighboring Jordan that the so-called Middle
Euphrates River Valley -- roughly from the western Iraqi city of
al-Qaim to the eastern Syrian city of Der el-Zour — will be liber-
ated in time, as IS gets hit from both ends of the valley that bisects
Iraq and Syria.
“You see, ISIS is now caught in-between converging forces,”
he said, using an alternative acronym for the militant group that
burst into western and northern Iraq in 2014 from Syria and held
sway for more than two years. “So ISIS’s days are certainly num-
bered, but it’s not over yet and it’s not going to be over any time
soon.”
Mattis referred to this area as “ISIS’s last stand.”
4 surviving Barcelona attack
suspects appear in court
MADRID — Four alleged members of a terror cell accused
of killing 15 people in attacks in Barcelona and a Spanish resort
appeared in court Tuesday, a day after the last missing member of
the cell was gunned down by police near Barcelona.
The four men were arrested last week for their alleged involve-
ment in the planning or execution of attacks in Barcelona on Thurs-
day and the northeastern resort town of Cambrils early Friday.
They were to testify before National Court Judge Fernando
Andreu in Madrid, who will decide whether they should be jailed
or released.
Spanish media have named the suspects as Driss Oukabir,
Mohammed Aalla, Salh el Karib and Mohamed Houli Chemal.
Police have not yet confirmed their names.
Three were arrested in the northern Catalan town of Ripoll and
another in Alcanar, south of Barcelona, where a house that was
blown apart turned out to be a botched bomb-making workshop.
2 children pulled from rubble
on quake-hit Italian island
MILAN — Firefighters in Italy freed a 7-month-old baby and
his older brother from rubble early Tuesday following a 4.0-mag-
nitude quake on the resort island of Ischia off Naples, and rescu-
ers were working on helping a third brother who remained trapped.
At least one person — an elderly woman who was inside a
church that collapsed — was killed in the quake that struck just
before 9 p.m. Monday. Another 39 were injured and some 2,600
were left homeless.
Video released from the firefighting service showed rescuers
passing the baby, who was wearing a white onesie and appearing
alert, out of the collapsed structure in hardest-hit Casamicciola at
around 4 a.m. The news agency ANSA said cries of joy went up in
the crowd and the boys’ mother ran to take him.
One of the baby’s brothers was rescued some seven hours later,
and quickly loaded onto a stretcher and into an ambulance.
A firefighter photo showed the boy, identified as Mattias, being
pulled out of the rubble in just his underwear covered with cement
dust. Firefighters said on Twitter that they had reached the other
boy, named Ciro, and were working on extracting him.

spotlight on neo-Nazi group
TAMPA, Fla. — The friendship of the four young roommates
— though cemented in the dark trappings of an obscure neo-Nazi
group called Atomwaffen Division — never seemed destined for
bloodshed.
One was described as a former science nerd, serving in the Flor-
ida National Guard. Two others worked temp jobs at a recycling
plant and talked about joining the military. The fourth caught flak
from his roommates for wasting his days with video games.
Now two of the young men are dead, the other two are in jail
and authorities are left to answer this question: Was Atomwaffen
Division plotting violent acts or were the four young men merely
posers?
Four days after police say one of the roommates shot and killed
two others, Atomwaffen posted an ominous video on YouTube
depicting members standing with arms extended in “Heil Hit-
ler” salutes and posing with guns in front of a swastika flag, their
faces obscured by images of skulls. It ended with a stark slogan,
scrawled in red: “Join your local Nazis.”
Inside the apartment the men shared, authorities said they found
guns, ammunition and bomb-making material, along with a framed
picture of Oklahoma City bomber Timothy McVeigh on a bed-
room dresser.
India’s top court: Instant divorce
among Muslims unlawful
NEW DELHI — India’s Supreme Court said Tuesday that the
Muslim practice that allows men to instantly divorce their wives is
unconstitutional and ordered the government to legislate an end to
the practice.
The bench, comprising five senior judges of different faiths,
deliberated for three months before issuing its order, which was
in response to petitions from seven Muslim women who had been
divorced through the practice known as triple talaq.
The government must now amend the sections of India’s Mus-
lim personal law that allows the practice.
The decision was widely lauded by women’s rights activists as
a step toward granting Muslim women greater equality and justice.
“It’s a very happy day for us. It’s a historic day,” said Zakia
Soman the co-founder of the Indian Muslim Women’s Movement,
which was part of the legal battle to end triple talaq.
Officials: 33 injured in suburban
Philadelphia train crash
UPPER DARBY, Pa. — More than 30 people were injured
when a train crashed into another train that was parked at a station
in suburban Philadelphia.
The Southeastern Pennsylvania Transportation Authority said
the crash happened around 12:15 a.m. Tuesday.
An inbound Norristown High Speed Line train crashed into
an unoccupied, parked train at the 69th Street Terminal in Upper
Darby, said SEPTA spokeswoman Heather Redfern.
SEPTA said 33 people aboard the train were injured.

OSAN AIR BASE, South Korea — As North Korea vowed
“merciless retaliation” against U.S.-South Korean military drills
that it claims are an invasion rehearsal, senior U.S. military com-
manders on Tuesday dismissed calls to pause or downsize exercises
they called crucial to countering a clear threat from Pyongyang.
The heated North Korean rhetoric, along with occasional weap-
ons tests, is standard fare during the spring and summer war games
by allies Seoul and Washington, but always uneasy ties between
the Koreas are worse than normal this year following weeks of tit-
for-tat threats between President Donald Trump and Pyongyang in
the wake of the North’s two intercontinental ballistic missile tests
last month.
There have been calls in both the United States and South
Korea to postpone or modify the drills in an attempt to ease hostil-
ity on the Korean Peninsula following North Korea’s threat to lob
missiles toward the U.S. territory of Guam. But a visiting group
of senior U.S. military commanders, including Adm. Harry Har-
ris, the commander of U.S. forces in the Pacific, said the drills are
critical for the allies to maintain readiness against an aggressive
North Korea.
“A strong diplomatic effort backed by a strong military effort is
key because credible combat power should be in support of diplo-
macy and not the other way around,” Harris said during a news
conference at South Korea’s Osan Air Base.
Vincent Brooks, commander of U.S. Forces Korea, said the
allies should continue the war games until they “have reason not
to.” ‘’That reason has not yet emerged,” he said.
