STATEMENT OF CHANGES IN ACTIVITIES and SOURCES OF FINANCING *
The City of Cannon Beach budget, approved by the budget committee, shows an overall total increase in resources and an increase in requirements from the prior year of
$747,596. This is due to increases in personnel services, materials and services, transfers, and contingency in the amount of $2,179,742 with a decrease in capital outlay,
debt service, and ending fund balance/reserved for future expenditures, in the amount of $1,432,146, resulting in a total net change from the prior year of $747,596. The
City has budgeted a purchase of the Swigart property that will be funded by grants. FTEs increase by 2.00 compared to last year. The city will hire a building official and
increase some employees to full time employment. Wages to allow for cola are estimated to increase by 2%. PERS increased 20% . Debt service payments have
decreased by $81,823. Capital outlay decreased by $725,436. A 3% water rate increase and a 3% wastewater rate increase is reflected in the approved budget. The
2017-2018 budget includes an Affordable Housing Fund to begin achieving the goals of the Stragtegic Plan with regard to housing in Cannon Beach.
