been legal to possess and grow for anyone over age 21.
Eight other states, plus the District of Columbia, have legalized
recreational marijuana. Vermont would have been the first state to

‘We can use peace’: Trump
and Pope Francis meet
VATICAN CITY — President Donald Trump and Pope Fran-
cis, two leaders with contrasting styles and differing worldviews,
met at the Vatican today, setting aside their previous clashes to
broadcast a tone of peace for an audience around the globe.
Trump, midway through a grueling nine-day, maiden interna-
tional journey, called upon the pontiff in a private, 30-minute meet-
ing laden with religious symbolism and ancient protocol. The pres-
ident, accompanied by his wife and several aides, arrived at the
Vatican just after 8 a.m. local time. The president greeted Francis in
Sala del Tronetto, the room of the little throne, on the second floor
of Apostolic Palace.
Upon completing their meeting, the pope gave the president a
medal featuring an olive branch, a symbol of peace, among other
gifts.
“We can use peace,” the president responded.
The visit began with a handshake after each man arrived, Trump
in a lengthy motorcade, Francis in a Ford Focus. The president
could be heard thanking the pope and saying it was “a great honor”
to be there. They posed for photographs and then sat down at the
papal desk, the pope unsmiling, as their private meeting began.
UK investigates ‘network’ of
alleged Manchester attackers
MANCHESTER, England — British security forces raided
an apartment building today in central Manchester as they inves-
tigated “a network” of people allegedly behind the city’s concert
bombing. Hundreds of soldiers were sent to secure key sites across
the country, including Buckingham Palace and the British Parlia-
ment at Westminster.
Home Secretary Amber Rudd said the bomber, Salman Abedi,
“likely” did not act alone when he killed 22 people and wounded
scores at an Ariana Grande concert Monday night in Manchester.
She said he had been known to security forces “up to a point.”
Abedi, a 22-year-old British citizen born to Libyan parents who
grew up around Manchester, died in the attack.
Manchester Police Chief Constable said four people have been
arrested thus far as police raid properties thought to be connected
to Abedi.
“I think it’s very clear this is a network we are investigating,” he
said, adding that an off-duty police officer was among those killed
in concert attack.
Advocates: Federal role crucial
for iconic waterway cleanups
TRAVERSE CITY, Mich. — The Trump administration makes
a straightforward case for slashing $427 million in federal spend-
ing to heal ailing regional water bodies such as the Great Lakes,
Chesapeake Bay and Puget Sound: State and local governments
should do the work and foot the bill.
Supporters of the programs argue it’s not that simple. Cleaning
up the nation’s iconic waterways is a team effort involving all lev-
els of government, with nonprofit groups, universities and other
players pitching in and the federal government serving as coach
and sometimes as referee. If Washington walks away, some partic-
ipants fear, the partnerships could unravel and the cleanups falter.
“Federal involvement is critical to keeping the states working
together,” said Will Baker, president of the Chesapeake Bay Foun-
dation, which advocates for restoration of the nation’s largest estu-
ary. “The states put in a lot of money, but the federal partnership
is crucial.”
The proposed Environmental Protection Agency budget for fis-
cal 2018 released Tuesday calls for eliminating a series of initia-
tives targeting regional waters plagued with pollution that threatens
human health, kills fish and harms tourism.
A White House summary said the programs fund “primar-
ily local efforts,” although they “have received significant federal
funding, coordination and oversight to date.” It adds, “State and
local groups are engaged and capable of taking on management of

clean-up and restoration of these water bodies.”
Congress will have the final say about the suggested cuts, which
have drawn criticism from lawmakers in both parties. The programs
are popular with constituents who treasure clean beaches and good
fishing. Rep. Andy Harris, a Maryland Republican and member of
the staunchly conservative Freedom Caucus, was among the sig-
natories of a Feb. 23 letter to President Donald Trump supporting
continued funding of the Chesapeake Bay rescue.
Trump proposes $120M budget
cut at nuke site despite trouble
SPOKANE, Wash. — President Donald Trump’s proposed bud-
get includes a cut of about $120 million for the Hanford Nuclear
Reservation, despite two recent incidents that raised concern about
worker safety at the former nuclear weapons production site.
Hanford for decades made plutonium for nuclear weapons, and
it now is engaged in a massive environmental cleanup that costs
more than $2 billion per year.
“The Tri-Cities community sacrificed a lot to help our coun-
try win World War II and the Cold War,” said Sen. Patty Murray,
D-Washington, a member of the appropriations committee, on
Tuesday. “The president’s proposed budget for Hanford, despite
urging from both sides of the aisle, is a real disappointment.”
The 2018 budget proposal still must go through Congress.
The budget calls for spending $6.5 billion across the nation to
clean up the legacy of nuclear weapons production. That is the
agency’s largest budget request in a decade for environmental
cleanup, the agency said.
At Hanford, the president’s budget calls for a cut of more than
$120 million for the agency’s Richland Operations Office, which
deals with many nuclear waste sites and facilities on the sprawl-
ing site. It leaves spending nearly flat for the Office of River Pro-
tection, which deals specifically with the contents of 177 under-
ground nuclear waste storage tanks that contain some of the most
toxic wastes.
In the past two weeks, Hanford, located near Richland, saw the
partial collapse of a tunnel that contains nuclear waste and a pos-
sible new leak from one of the huge double-walled storage tanks
built in the 1970s. Last week, a robotic crawler inserted into the
space between the two walls of Tank AZ-101 came out of the tank
with unexpected radioactive contamination. Hanford officials are
trying to determine the cause.
Vermont governor vetoes
pot bill, wants changes made
MONTPELIER, Vt. — Republican Gov. Phil Scott said today
that he planned to veto a bill making Vermont the ninth state to
legalize recreational marijuana but indicated that he was willing to
work with the legislature on a compromise.
Scott said he is sending the bill back with suggestions for
another path forward and suggested that changes could be made to
the bill in a special session this summer.
“We must get this right,” Scott said. “I think we need to move
a little bit slower.”

Airlines have rules about taking
photos, video on planes
DALLAS — Without the shocking video, it’s unlikely that the
world would have learned or cared about the violent manhandling
of a 69-year-old man on a plane last month.
The outrage on social media, the mea culpa by an airline CEO,
the promise to treat customers better — none of it would have
happened.
The passengers who shot those videos on a United Express
plane in Chicago violated United’s policy on photography. By the
letter of the airline’s law, they too could have been ordered off the
plane.
Under United’s policy, customers can take pictures or videos
with small cameras or cellphones “provided that the purpose is
capturing personal events.” Filming or photographing other cus-
tomers or airline employees without their consent is prohibited.
American, Delta and Southwest have similar policies.
Passengers are accustomed to using their cellphones to take
photos and videos that they can upload to Facebook, Twitter or
Instagram. Airline rules on photography are sporadically enforced,
but passengers should read them in the in-flight magazines because
there can be consequences.
This month, a United ticket agent ordered a passenger’s reser-
vation canceled as he filmed her while disputing a $300 baggage
fee in the New Orleans airport. After Navang Oza posted his video
online, United apologized, saying that the video “does not reflect
the positive customer experience we strive to offer.”

Capitol Hill to defend budget
WASHINGTON — Top officials in President Donald Trump’s
Cabinet are heading to Capitol Hill to defend his plans to cut domes-
tic programs and parry Democratic criticism of his tax proposals.
Budget Director Mick Mulvaney appears today before the
House Budget panel while Treasury Secretary Steven Mnuchin
will testify at the tax-writing House Ways and Means Committee.
The budget contains virtually no further detail on taxes beyond the
cuts the administration proposed in a one-page outline last month.
Trump on Tuesday released a 10-year budget plan containing
jarring, politically unrealistic cuts to the social safety net and a
broad swath of domestic programs.
The plan, Trump’s first as president, combines $4.1 trillion for
the upcoming 2018 fiscal year with a promise to bring the bud-
get back into balance in 10 years, relying on aggressive spending
cuts, a surge in economic growth — and a $2 trillion-plus account-
ing gimmick.
Trump’s budget is simply a proposal.

BENEDICTA, Maine — Maine’s governor is refusing to allow
road signs to be installed for a new national monument, so support-
ers of the park are taking matters into their own hands.
Fans of Katahdin Woods and Waters National Monument hung
a banner advertising the park from a highway overpass above
Interstate 95. The sign appears to be written on a bed sheet or piece
of canvas. It says “KWW Exit 264” and was first seen today.
Republican Gov. Paul LePage has long opposed the creation of
the monument. President Barack Obama created the park last year.
A governor’s spokesman says it would be “imprudent and pre-
mature” to install signs before completion of a 120-day review
period ordered by President Donald Trump last month.
The park is 137 square miles near Mount Katahdin.
