Council: Any changes will be decided at next meeting in June

The tax is based on the
value of the commercial build-
ing being renovated, rebuilt or
built from the ground up. Cro-
nin and his staff suggested
a tax of no more than 1 per-
cent. Assuming $12.3 million
in commercial building value
a year, on average, this could
bring approximately $123,000
(at 1 percent) a year in tax rev-
enue to the city.
Cannon Beach is discuss-
ing levying a similar tax and
Tillamook County is look-
ing at an ordinance to imple-
ment a 1 percent construction
excise tax that would fund a
staff position.
In Astoria, the funds would
go toward housing policy ini-
tiatives. One suggestion by
city staff, championed by City
Councilor Tom Brownson at
Monday’s meeting, is to dedi-
cate the money collected to the
revolving loan fund to “provide
lower interest rate construction
loans to qualified projects.”
“As funds are returned and
replenished, new projects can
be funded and funds are recap-
italized,” states a memo from
Cronin.
The City Council, though
supportive of the tax, will
wait to hear back from Cro-
nin and decide whether or not
to implement the tax at a future
meeting.
Garbage rates
The city had asked Recol-
ogy Western Oregon, the com-
pany that provides garbage ser-
vice to city residents, to provide
information about how much it
would cost for the company to
take on garbage and recycling
collection at city parks and
glass recycling and yard debris
pickup citywide.
Fred Stemmler, general
manager with Recology, said
adding glass and yard debris
pickup would add several dol-
lars to people’s bills, but that
some people could actually
lower their monthly bills by
changing how often garbage
is picked up. Yard debris also

The City Council unan-
imously supported garbage
pickup at city parks by Recol-
ogy since this would take away
routine work from the already
overworked Parks and Recre-
ation staff. Ultimately, it would
also save the city money over
time, councilors said. It will
cost the city $40,000 to pur-
chase trash cans for Recology’s
trucks to pick up.
Stemmler said adding recy-
cling may not be as simple for
the city. He pointed to Asto-
ria’s tourism traffic and said,
in his experience, “people
will put their trash in the clos-
est container regardless of how
it’s branded.” A blue container

customers could substantially
reduce what they throw into
their regular trash.
Astoria residents have
always been able to drop off
both glass and yard debris them-
selves at the Astoria Transfer
Station on Williamsport Road.
In McMinnville, the costs
of yard debris and glass pickup
were charged to everyone. Peo-
ple could opt out of the ser-
vices, but not out of the charge,
which kept the cost low for peo-
ple who wanted yard debris and
glass pickup, Stemmler said.
The council decided it
wanted more feedback from
residents before deciding to

In another community, recy-
cling containers at parks failed
until there were volunteers and
staff to police them during busy
periods.

guard the containers,” Stemmler
