Trump is scheduled today to unveil the broad outlines of a tax overhaul that would provide massive tax cuts to businesses big and small. The top tax rate for individuals would be cut by a few per- centage points, from 39.6 percent to the “mid-30s,” said an official with knowledge of the plan. Small business owners would see their top tax rate go from 39.6 percent to 15 percent, said the official. The official, who spoke on condition of anonymity, was not authorized to speak publicly about the plan before Trump’s announcement, White House officials already said the top corporate tax rate would be reduced from 35 percent to 15 percent. The plan will also include child-care benefits, a cause promoted by Trump’s daughter Ivanka. Judge cites Trump’s comment in ‘sanctuary city’ ruling SAN FRANCISCO — For the third time in two months, a fed- eral judge has knocked down an immigration order by President Donald Trump and used Trump’s own language against him. In a ruling on Tuesday, U.S. District Judge William Orrick quoted Trump to support his decision to block the president’s order to withhold funding from “sanctuary cities” that do not cooperate with U.S. immigration officials. Trump called the sanctuary cities order a “weapon” against communities that disagree with his preferred immigration policy, Orrick said. The judge also cited a February interview in which he said the president threatened to cut off funding to California, say- ing the state “in many ways is out of control.” The first comment was evidence that the administration intended the executive order to apply broadly to all sorts of fed- eral funding, and not a relatively small pot of grant money as the Department of Justice had argued, the judge said. The second statement showed the two California governments that sued to block the order — San Francisco and Santa Clara County — had good reason to believe they would be targeted, Orrick said. US sets up missile defense in S. Korea as North shows power SEOUL, South Korea — Hours after a display of North Korean military power, rival South Korea announced today the installation of key parts of a contentious U.S. missile defense system meant to counter the North. South Korea’s trumpeting of progress in setting up the Termi- nal High-Altitude Area Defense system, or THAAD, comes as high-powered U.S. military vessels converge on the Korean Penin- sula and as a combative North Korea signals possible nuclear and missile testing. North Korea conducted live-fire artillery drills on Tuesday, the 85th anniversary of the founding of its million-person Korean Peo- ple’s Army. On the same day, a U.S. guided-missile submarine docked in South Korea. And the USS Carl Vinson aircraft super- carrier is also headed toward the peninsula for a joint exercise with South Korea. The moves to set up THAAD within this year have angered not only North Korea, but also China, the country that the Trump administration hopes to work with to rid the North of nuclear weapons. China, which has grown increasingly frustrated with North Korea, its ally, and Russia see the system’s powerful radars as a security threat. South Korea said in a statement today that unspecified parts of THAAD were installed. It said that Seoul and Washington have been pushing to get THAAD quickly working to cope with North Korea’s advancing nuclear and missile threats. Spacecraft flies between Saturn and rings in historic first CAPE CANAVERAL, Fla. — NASA’s Cassini spacecraft has ventured into the never-before-explored region between Saturn and its rings. But flight controllers won’t know how everything went until Thursday when they are back in touch with the craft. Cassini was out of radio contact with Earth early today as it became the first spacecraft to enter the gap between Saturn and its rings. That’s because its big dish antenna was maneuvered face forward to protect science instruments from potentially damaging ring particles. If Cassini survives this first round, it will make 21 more cross- ings before its demise in September. Launched in 1997, Cassini has been orbiting Saturn since 2004. Because the fuel tank is practically empty, NASA decided on one last dangerous, but science-rich adventure. Trump tweets don’t help: First Twitter revenue drop since IPO NEW YORK — You’d think Twitter would be able to milk its status as President Donald Trump’s megaphone. But the com- pany still faces stagnant user growth, has never made a profit and even reported a quarterly revenue decline today, a first since going public. Trump’s frequent tweets ricochet well beyond his 28 million Twitter followers. Anything he tweets can serve as fodder for social media, TV news shows and, often, late-night comedy. Ana- lysts say Twitter’s user engagement — how often people respond, retweet or “like,” for instance — likely benefited from “political discourse” in the first quarter. The problem: The people already on Twitter may well be using it more, but America’s first true “Twitter President” hasn’t inspired others to sign up for Twitter en masse. Twitter said today it had an average of 328 million monthly users during the first quarter, a 3 percent increase from 319 million during the previous quarter. By contrast, Facebook has 1.89 billion and Facebook-owned Instagram has 600 million monthly users as of December, the latest available. More users, of course, mean more advertising revenue for the companies, since businesses try to reach as many eyeballs as possible. Twitter has never turned a profit, and for the first time since going public in 2013, it reported a decline in revenue from the pre- vious year. Its revenue was $548.3 million, down 8 percent. Wilbur has been a detec- tive with Cannon Beach since 2011, and said while this work isn’t always as glamorous as it is portrayed on TV, it’s important to do these types of workshops to connect with the community. “We’re public servants,” he said. “We want to be a part of our community and to make the community a part of us. Educating people about what we do upholds that idea.” Back at the crime scene, volunteers started catalog- ing evidence. Gun? Check. A Red Bull can full of drugs? Check. An autopsy that reveals he was murdered? Check. But one item stands out as missing: the victim’s phone. Using GPS, the partic- ipants discover the phone has been used in other parts of the state. Detective Guy Knight from the Seaside Police Department leads the discussion with the crew about what this could mean, introducing Mr. Ghot- shot’s girlfriend “Polly Sub- stance” as a character in the narrative. “You want to let the facts drive the investigation, even if you are hypothesizing who did it,” Knight said. Knight and Wilbur are members of the Clatsop County Major Crime Team, which investigates homi- cides, kidnappings and other serious offenses. The team is deployed about 12 times a year, Knight Hot topic Ashaki Boelter, one of the participants, served as the mock crime scene pho- tographer in the exercise. He signed up for the class to learn more about law enforcement in light of police officer-involved shootings of black men that have recently attracted national media attention. “This is a hot topic in my community,” said Boelter, who is black. “Being fully educated is important.” What he found was a pos- sible new career in criminal justice down the road. “In this process, I learned most of law enforcement, at least around here, are people doing the best of their ability in respectable positions,” he said. “I’m looking forward to learning more.” As the participants interro- gated Polly Substance about the murder of her fictional boyfriend, Knight told partic- ipants about what he thought was the heart of police work: customer service. “The customer isn’t always right, and some- times we have to arrest them. But you treat everyone with respect,” he said. “There are very few truly bad people out there.” So who killed Mr. Ghot- shot? It was Polly Substance, the girlfriend.
