(ASTORIA) - The Clatsop County Forestland Classification Committee
will meet on April 13, at the Oregon Department of Forestry office in
Astoria. The public is invited and will have an opportunity to comment
on agenda items.
The meeting is scheduled from 10 a.m. to 4 p.m. The ODF office is at
92219 Highway 202.
At the meeting, the committee will take a second look at specific areas it
classified as forestland last year, which include portions of the
Seaside, Warrenton, and Lewis & Clark areas. The committee will
either confirm that a particular parcel was appropriately classified as
forestland or remove that parcel from the classification. The committee
will not reconsider the classification of any property it had previously
removed as forestland.
Classifying which lands require wildland fire protection services from
ODF occurs at the county level through the Forestland Classification
Committee. The committee examined all lands within the county, to
determine which lands met the definition of “Forestland” according to
criteria which include:
• fire risk potential
• vegetation type (fire fuel)
• community structure
• proximity to other forestland
ODFʼs fire protection services are funded through a Forest Patrol
Assessment on properties classified as forestland. Ensuring land
classification is up to date helps ensure an equitable distribution of fire
protection costs among landowners whose land is protected.

SEASIDE SCHOOL DISTRICT No. 10 2016 BOND PROGRAM
Seaside School District is soliciting Requests for Proposals (RFPs) from
experienced Construction Manager/General Contractors (CM/GC)
capable of completing the 2017 GO Bond Project. As part of the bond
measure approved in the November 2016 election cycle, the following
projects are planned: Close three (3) obsolete buildings in the tsunami
inundation zones. Combine two (2) elementary schools at an existing
location; expand the existing location to accommodate the new student
population. Develop a new state-of-the-art campus to include a new
middle school and new high school.
The services requested of the CM/GC shall be provided in two phases:
• Pre-Construction Services: Consultation with the School District and its
design team during the planning and design of the project.
• Construction Services: Management and completion of the
construction work within the negotiated GMP (guaranteed maximum
price) and project schedule.
Proposers must meet all Minimum Requirements as detailed in Section
3.2.2

allowed to submit proposals for this project.
Any statements made by the District or its representatives at the pre-
proposal meeting will not be binding on the District unless confirmed by
Written Addendum.
Protests, Technical Questions, Requests for Clarification or Changes of
Specifications and/or Proposal Requirements, including Substitution
Requests, must be received by Mitali Kulkarni, Project Manager in
writing or via email no later than 5:00 PM PST on May 1st, 2017.
Proposers shall comply with all BOLI and CCB requirements as adopted
in Senate Bill 477 (effective January 1, 2017) including all filing,
notification, and payment requirements; retainage for payment for
labor, and the filing of a $30,000 public works bond with the Oregon
Construction Contractors Board. The Public Works Bond shall be
obtained from a corporate surety authorized to do business in this
state.
Sealed proposals shall be submitted by 4:00 PM PST, Tuesday May
9, 2017 to Justine Hill, Business Manager, Seaside School District,

at its option, may decline to consider late submissions.

17-021VRD is a conditional use request by Tammy Molina for a two (2) bedroom Vacation Rental Dwelling
Permit with a maximum occupancy of not more than six (6) people over the age of three. The property is
located at 2217 S Columbia (6 10 28BA TL 3700) and it is zoned Medium Density Residential (R-2). The
review will be conducted in accordance with Article 6 and Article 10 of the Seaside Zoning Ordinance which
establishes the review criteria and procedures for a Conditional Use. The specific review criterion for
Vacation Rental Dwellings is included in Section 6.137 of the Ordinance.
17-022VRD is a conditional use request by Brett & Melissa Rigby for a three (3) bedroom Vacation Rental
Dwelling Permit with a maximum occupancy of not more than nine (9) people over the age of three. The
property is located at 520 15th Avenue (6 10 16DA TL 5700) and it is zoned Medium Density Residential (R-
2).
The review will be conducted in accordance with Article 6 and Article 10 of the Seaside Zoning Ordinance
which establishes the review criteria and procedures for a Conditional Use. The specific review criterion for
Vacation Rental Dwellings is included in Section 6.137 of the Ordinance.
17-027V: A variance request by Irvine Coffee LLC to the access and driveway design provision for the
proposed Starbucks at 420 S Roosevelt (T6-R10-S21AD-TL16300). The applicant currently plans to allow
limited backing movements within the dead end portion of the Avenue D right-of-way and provide a reduction
in the travel lane width at the access connection at the dead end portion of Irvine Place. The variance was
required in conjunction with the previously approved development request under the Highway Overlay Zone
(16-068HOZ). The subject property is zoned General Commercial (C-3).
The review will be conducted in accordance with Article 7 and Article 10 of the Seaside Zoning Ordinance that
establish the review criteria and procedures applicable to the request.
17-028CU: A conditional use request by PS Ventures LLC, David Posalski, that will allow an animated
(electronic) shooting gallery at 111 Broadway (T6, R10, 21AC TL: 2800). The property is zoned resort
commercial (C-2).
The review will be conducted in accordance with Article 6 and Article 10 of the Seaside Zoning Ordinance that
establishes the review criteria and procedures applicable to the request.
17-030VRD & 17-031VRD- These are conditional use requests by William O'Sullivan that will allow the
establishment of Vacation Rental Dwellings (VRDs) in the ground floor & upstairs units (1 & 2 respectively) of
a duplex at 2161 S Prom (6-10-28BA TL 300). The subject property is zoned High Density Residential (R3)
and each floor of the duplex is a 2 bedroom unit that would have a maximum occupancy of 6 (six) people,
over the age of three.
Review of the conditional uses will be conducted in accordance with the criteria in Article 6 and the provisions
in Article 10 of the Seaside Zoning Ordinance. Vacation Rental Dwellings must specifically address Section
6.137 of the Ordinance.
17-032SU: A conditional use request by Gary Shrode & Shauna Chilinski that will permit transient rental in
conjunction with events center space as a similar use. The subject property is located at 2674 Highway 101
N. (61010DC TL: 1000), and it is zoned General Commercial (C3). The zone permits hotel/motel uses
outright but it does not specifically recognize smaller transient uses comparable to vacation rentals.
The review will be conducted in accordance with Article 6 and Article 10 of the Seaside Zoning Ordinance
which establishes the review criteria and procedures for a Conditional Use. The specific review criterion for
Similar Use is included in Section 6.250 of the Ordinance.
All interested persons are invited to attend the meetings and submit oral testimony in favor or in opposition to
the request. During the hearing, individuals that wish to offer testimony will be called to a microphone by the
Chairman of the Planning Commission and asked to state their name and address for the record before they
testify. Written testimony is also welcome and will be submitted to the Planning Commission at the time of
the hearing. Comments may be delivered to the Community Development Department located at 1387
Avenue U or mailed to 989 Broadway, Seaside, Oregon 97138. A copy of the application, applicable criteria,
documents, and evidence relied upon by the applicant are available for review at no charge. Likewise, a staff
report will be available for inspection 7 days prior to the hearing. These materials can be reviewed at the
Community Development Department. Copies of these materials will be provided at a reasonable cost.
Failure to raise an issue at the meeting, in person, or in writing, or failure to provide sufficient details to afford
the Planning Commission and the applicant an opportunity to respond to the issue may preclude appeal to
