Bales owns the han- gar, has leased land at the air- port since 2000 and has held events in the hangar for at least the past seven years. Bales, who has denied doing anything wrong in his hangar, said he likes the approach of an independent investigation. “I think that’s the proper, prudent thing to do,” he said. Looking into the cave Sheriff Tom Bergin said he knows of the Man Cave, has attended events there and has never received any com- plaints about the hangar. “I’ll put some detectives on it who have never been there,” he said. Bergin said the investiga- tion will focus on whether there are any criminal issues, and whether the actions by individual Port commission- ers violated any policies or procedures. “What we’re trying to do is just clear the air, make sure there are no criminal elements and make sure there are no internal issues,” Ber- gin said. The first action, he said, is to contact Fulton and see what exactly he wants inves- tigated. Fulton has claimed that the permitted use in Bales’ hangar — “avia- tion-related facility and stor- age of aircraft,” according to his lease — prohibits some- thing like the Man Cave. He also claims the Port is liable for any issues related to alco- hol, although no law enforce- ment agencies have reported any issues. Fulton chose not to com- ment Monday on Knight’s request for an investigation. A site for Life Flight’s hangar is part of a $1.96 million bond measure the Port is trying to pass in the May 16 election. The bond would finance a new south- ern entrance to the airport near Life Flight’s new han- gar and ready nearby land parcels for future develop- ment. Fulton was part of a unanimous vote to move for- ward with the bond measure, but has been unsupportive of spending money on anything more than directly helping Life Flight. The Port’s Airport Advi- sory Committee recom- mended a southern location for Life Flight’s new hangar to locate its medical crews away from other airplane traffic and noise. A site next to Bales’ hangar was consid- ered, but thought to be unsuit- able because of its close proximity to the U.S. Coast Guard’s Air Station Astoria. Last spring, Building Offi- cial Jim Byerly gave the War- renton Community Library building a poor bill of health. They determined the cramped, deteriorating structure, which had served as Warrenton’s library since the 1990s, had outlived its useful life and was becoming a safety hazard. The quaint, but rickety, shack can barely meet current library users’ needs, let alone the future needs of Warrenton, Clatsop County’s fastest grow- ing community. And though conveniently located for Ham- mond’s population, the library team determined that a down- town operation would likely attract more people. Serendipity’s owner, Cheryl Koon, floated the idea of shar- ing the cafe space with the library, but the parties could not agree on details. Earlier this year, the school district — deciding that a library would better serve the school district, and the commu- nity, than a cafe — sent Koon notice that the district would not renew her lease. Koon, who took over the cafe in 2015, said she felt “forced out,” and seized on a 60-day early termination clause. She closed the 15-year- old business in winter. The school district plans to sell the building, a former U.S. Bank, and use the proceeds to expand district schools. “We have some growth issues that we need to take care of, and selling that building would help us out,” Moha said, adding, “Of course, we would love to have the city buy that.” Koon rented the building for $2,085 a month; Moha sus- pects the school district will end up charging the city a sim- ilar amount as part of a yearly lease. Meanwhile, a Friends of the Library-type group is work- ing to acquire nonprofit sta- tus, according to Library Board chairwoman Kelsey Balen- sifer, wife of City Commis- sioner Henry Balensifer. In addition, the city may increase the library’s levy ‘One step at a time’ The city plans to give the library money from the general fund originally earmarked to replace carpeting at City Hall. “Yeah. I stole their carpet,” Calog said, laughing. “I feel bad about it, but we need it.” The amount, which would last through this fiscal year, will depend on the lease agreement, move-in costs, utility fees at the new site and other expenses.
