On Monday, April 10, 2017 at 7:00 p.m. a public hearing will be held by
the Seaside City Council at Seaside City Hall, 989 Broadway, to take
testimony regarding the Dan & Susan Calef's appeal (16-074VA) of the
Planning Commission's approval of the following item:
16-074V: A request by Antoine Simmons for a variance at 341 S Prom.
(6 10 21AC TL: 11900, 11100, 10900). The property is zoned Resort
Residential (R-R) and the applicant is requesting a variance to the
building height of 45 feet. This revised variance request would allow a
defined building height of 60 feet although the apparent height of the
building from adjacent grade will be less. Unlike his prior request, the
applicant's new plans will comply with all the side yard setback
requirements.
The review will be conducted in accordance with Article 7 and Article 10
of the Seaside Zoning Ordinance, which establishes the review criteria
and procedures for a Variance.
Written testimony submitted by the April 10th deadline will be provided to
the Council prior to the hearing. Comments may be delivered to the
Community Development Department located at 1387 Avenue U or
mailed to 989 Broadway, Seaside, Oregon 97138.
All interested persons are invited to attend the meeting and be available
to answer any questions that may be asked by the Council during their
review and deliberation. During the hearing, individuals may be called
to a microphone by the Mayor to answer questions concerning any
information submitted by the submittal deadline or any other
information already in the record. A copy of the application, applicable

Bonds to Construct Airport Infrastructure Improvements.
Question: Shall the Port of Astoria issue $1,960,000 general obligation
bonds to construct airport infrastructure improvements? If the bonds
are approved, they will be payable from taxes on property or property
ownership that are not subject to the limits of sections 11 and 11b,
Article XI of the Oregon Constitution.
Summary: If approved, bond proceeds will be used to construct
infrastructure improvements to approximately 10 acres of real property
located within the Port's airport industrial area. Extending
infrastructure improvements to the south end of airport will provide
additional expansion opportunities for the airport which is not currently
served by sewer and water services. LifeFlight Network, a not-for-
profit air medical transport service, has identified a site on the south
end of the airport to construct a new helicopter facility and the
proposed infrastructure improvements will serve this facility as well as
future development.
Bonds would mature in a period not to exceed 4 years from date of
issuance. If approved, the annual average tax rate is estimated to be
approximately $0.1235 per $1,000 of assessed value or $12.35 per
year for property assessed at $100,000. Actual rates may differ and
depend on interest rates and growth in assessed value.
The estimated tax cost for this measure is an ESTIMATE ONLY, based
on the best information available from the county assessor at the time
of the estimate.

dwellings; but since the zone does permit motel/hotels, the applicant is
requesting that transient rental of the two bedroom dwelling be allowed
under the similar use provisions of the zone.
The review will be conducted in accordance with Article 6 and Article 10
of the Seaside Zoning Ordinance which establishes the review criteria
and procedures for a Conditional Use. The specific review criterion for
Similar Use is included in Section 6.250 of the Ordinance.
All interested persons are invited to attend the meetings and submit oral
testimony in favor or in opposition to the request. During the hearing,
individuals that wish to offer testimony will be called to a microphone
by the Chairman of the Planning Commission and asked to state their
name and address for the record before they testify. Written testimony
is also welcome and will be submitted to the Planning Commission at
the time of the hearing. Comments may be delivered to the
Community Development Department located at 1387 Avenue U or
mailed to 989 Broadway, Seaside, Oregon 97138. A copy of the
