Salem City Council approves
‘inclusive city’ resolution

that hits houses in California
RIVERSIDE, Calif. — Three people died and two were
injured when a small plane carrying them home from a cheer-
leading competition crashed into two Southern California homes
and sparked a major fire Monday, authorities said.
A husband, wife and three teenagers were on the plane that
had just taken off from Riverside Municipal Airport at 4:40 p.m.
intending to return to San Jose after the weekend cheerleading
event at Disneyland when it crashed in the residential neighbor-
hood, Riverside Fire Chief Michael Moore said.
One of the teenagers, a girl, was thrown from a back seat of the
plane on impact but had only minor injuries, Moore said. Three
witnesses told TV stations she crawled from the home asking for
help. She was able to talk to firefighters about what had happened
as she was taken to Riverside Community Hospital, Moore said.
Firefighters entered one of the burning houses and pulled
out another plane passenger, who was unconscious. That victim
underwent surgery at Arrowhead Regional Medical Center in San
Bernardino and was in critical condition, Moore said.
Three bodies, all from the plane, were found in the combined
wreckage of the aircraft and the homes.
Trump looks to refocus his
presidency in address to Congress
WASHINGTON — With his first address to Congress, Pres-
ident Donald Trump has an opportunity to refocus his young
administration on the economic issues that helped him get
elected. His allies hope it will help him move beyond the distrac-
tions and self-inflicted wounds that he has dealt with so far.
Trump’s advisers say he will use his prime-time speech tonight
to declare early progress on his campaign promises, including
withdrawing the U.S. from a sweeping Pacific Rim trade pact,
and to map a path ahead on thorny legislative priorities, includ-
ing health care and infrastructure spending.
“We spend billions in the Middle East, but we have potholes
all over the country,” Trump said Monday as he previewed the
address during a meeting with the nation’s governors. “We’re
going to start spending on infrastructure big.”
The White House said Trump has been gathering ideas for the
address from the series of listening sessions he’s been holding
with law enforcement officials, union representatives, coal min-
ers and others. Aides said he was still tinkering with the speech
Monday night.
Republicans, impatient to begin making headway on an ambi-
tious legislative agenda, hope Trump arrives on Capitol Hill
armed with specifics on replacing the “Obamacare” health care
law and overhauling the nation’s tax system, two issues he’s so
far talked about in mostly general terms. More broadly, some
Republicans are anxious for the president to set aside his feuds
with the media, the intelligence community and the courts, which
have overshadowed the party’s policy priorities.

Trump orders review of rule
protecting streams, wetlands
WASHINGTON — President Donald Trump will sign an
executive order today mandating a review of an Obama-era rule
aimed at protecting small streams and wetlands from develop-
ment and pollution.
The order will instruct the Environmental Protection Agency
and Army Corps of Engineers to review a rule that redefined
“waters of the United States” protected under the Clean Water
Act to include smaller creeks and wetlands, according to a senior
White House official.
The official briefed reporters on the condition of anonymity,
despite the president’s recent complaints about unnamed sources.
Trump had railed against the water rule during his campaign,
slamming it as an example of federal overreach. Farmers and
landowners have criticized the rule, saying there are already too
many government regulations that affect their businesses, and
Republicans have been working to thwart it since its inception.
But Democrats have argued that it safeguards drinking water
for millions of Americans and clarifies confusion about which
streams, tributaries and wetlands should be protected in the wake
of decades-long uncertainty despite two Supreme Court rulings.
The order Trump is set to sign will also instruct the agencies
to ask the attorney general to suspend ongoing court action while
the review is underway. Implementation of the rule has been held
up in court due to pending legal challenges.
The president has promised to dramatically scale back regu-
lations that he says are holding back businesses, and has signed
several orders aimed at that goal.
The League of Conservation Voters issued a pre-emptive
statement slamming the expected move.
“This executive order is about one thing: protecting polluters
at the expense of our communities and their access to clean drink-
ing water,” Madeleine Foote, the group’s legislative representa-
tive, said in a statement.
SALEM — The Salem City Council has unanimously approved
a resolution declaring Oregon’s capital an “inclusive city.”
Under the resolution approved Monday night Salem would not
allow city resources to be used to enforce federal immigration law.
The resolution brought forth by Councilor Tom Andersen
resembled the idea of sanctuary cities, which have come into the
spotlight following the election of President Donald Trump, who
has said he might target federal aid to cities that help shield peo-
ple in the country illegally.
The Statesman reports the move by Salem was largely sym-
bolic, as Oregon law right now prohibits state resources being
used to enforce federal immigration law.
Opposition to proposed
downtown dog ban in Eugene
EUGENE — A proposed downtown dog ban in Eugene is
being criticized as discriminatory against homeless people and
impossible to enforce.
The Register-Guard reports about two dozen people spoke
against the idea at a City Council meeting Monday evening.
The proposed ordinance would ban owners from bringing their
dogs to the downtown core, with the exception of dog owners
who live and work in the area, K-9 police dogs and service dogs.
Some critics said the focus of the city councilors should be on
real solutions to improve downtown safety.
Less than a dozen people voiced support for the proposed ban,
saying it has been effective near the University of Oregon cam-
pus and other cities and is one small step on the long road to
improve downtown safety that will require many short- and long-
term solutions.
Partisan discord tainting probes
of Russia, Trump, election
WASHINGTON — Partisan discord is seeping into House
and Senate intelligence committee investigations of the Krem-
lin’s interference in the 2016 presidential election and whether
President Donald Trump has ties to Russia.
Both Republicans and Democrats say they can still conduct
bipartisan probes, but there are renewed calls for a special pros-
ecutor and revelations that the White House enlisted GOP chair-
men of the intelligence committees to push back against news
reports suggesting Trump advisers were in contact with Russians.
The issue will likely surface at today’s Senate confirmation
hearing for Dan Coats, a former senator from Indiana who is
Trump’s pick to be the next national intelligence director.
Federal investigators have been looking into possible contacts
between Trump advisers and Russia for months, along with Rus-
sia’s role in political hacking during the campaign. Trump has
denied knowing that any of his campaign advisers were in con-
tact with Russians during the campaign.

dating violence, and what
types?
It’s actually more prevalent
than people know … 1.5 mil-
lion teenagers are abused by
a dating partner nationwide in
a year. And when I say abuse,
that could be physical, emo-
tional, verbal, psychological
or digital. One in three girls
will be purposely hit, slapped,
punched, abused in some way.
It is pretty high, higher than I
think most people think.
Q: What types are most
prevalent?
I think one dynamic that’s
specific to teens is kind of like
that codependency, and one
partner being controlling. It’s
the same thing as in other abu-
sive relationships. It’s one part-
ner asserting control over the
other partner, and using things
like isolation, controlling what
they wear and what they do,
who they’re friends with,
using social status to control
them. Those sorts of things are
common to teenage abusive
relationships — and also, like I
was saying, digital abuse.
Q: What are the most
common signs of teen dating
violence?
