Conservatives praise the end of
bathroom rule for transgender kids
WASHINGTON — Conservatives are praising the Trump
administration’s rollback of public school bathroom require-
ments for transgender students, saying the move corrects a legal
overreach by the Obama administration that is best left for states
to decide. Transgender rights advocates, meanwhile, are vowing
to overcome a major setback.
“We’re not discouraged. And we’re going to keep fighting like
we have been and keep fighting for the right thing,” said Gavin
Grimm, a transgender teen who sued his Virginia high school
over its bathroom access policy and whose case is set to be heard
by the Supreme Court next month.
The Justice and Education departments said Wednesday that
public schools no longer need to abide by the Obama-era direc-
tive instructing them to allow transgender students to use bath-
rooms and locker rooms of their chosen gender. That guidance,
issued in May, led to a spate of lawsuits over how it should be
applied, according to a letter from the departments being sent to
schools nationwide.
The agencies said they withdrew the guidance to “in order to
further and more completely consider the legal issues involved.”
Anti-bullying safeguards for students will not be affected
by the change, according to the letter. But advocates of
protections for transgender teens said the overall rollback sends
“a message that something is wrong with them, which is harm-
ful,” said Nancy Haque, co-executive director of Basic Rights
Oregon.
US, Mexico at odds over
deportation as top officials meet
MEXICO CITY — Mexico’s mounting unease and resent-
ment over President Donald Trump’s immigration crackdown
are looming over a gathering of U.S. and Mexican leaders that
the U.S. had hoped would project a strong future for relations
between neighbors.
There is no shortage of tension points as U.S. Secretary of
State Rex Tillerson and Homeland Security Secretary John Kelly
meet today with top Mexican officials. After all, it’s Kelly who’s
tasked with executing Trump’s plan to target millions for possi-
ble deportation, and Tillerson who must explain it to the rest of
the world.
As the pair arrived in Mexico City, the two countries seemed
much farther apart than their close geographical proximity would
suggest.
“I think Secretary Tillerson and Secretary Kelly are going to
have a great discussion down there,” said White House press sec-
retary Sean Spicer. He called the relationship “phenomenal.”
But while Spicer said the officials would “talk through the
implementation of the executive order,” Mexico made clear it
intended to do nothing of the sort.
NYC lowers cost estimate for
presidential protection
NEW YORK — New York City has lowered its cost estimate
for guarding President Donald Trump, his family and their Man-
hattan residence.
Police Commissioner James P. O’Neill has written to New
York’s congressional delegation to seek reimbursement.
He says it cost about $24 million to guard the Trumps and
Trump Tower during the 2½ months between Election Day and
Inauguration Day.
The original estimate was $35 million.
When the president is not in New York City, the department
estimates that it costs $127,000 to $146,000 a day to protect the
first lady and their son.
If Trump is in New York City, the police department puts the
estimate at $308,000 a day.
The New York Times notes that Trump has not yet returned to
the city since his inauguration.
BEND — Police say a Central Oregon woman suffered a small
bump when a stray bullet crashed into her home and bounced off
her head.
The Redmond Police Department says the woman watch-
ing television Monday when the shot was fired. The bullet went
through a wall of her neighbor’s home and a fence before entering
the woman’s home. It went through a picture frame and had slowed
significantly by the time it hit her.
Redmond police Lt. Curtis Chambers told The Bulletin news-
paper it was like having a small rock thrown at you. She said the
incident was being overblown and declined further comment.
The victim’s neighbor was charged with unlawful use of a
weapon, criminal mischief and reckless endangerment. Police say
he wasn’t shooting at anyone.

Teen suicide attempts fell as
same-sex marriage became legal
CHICAGO — Teen suicide attempts in the U.S. declined
after same-sex marriage became legal and the biggest impact was
among gay, lesbian and bisexual kids, a study found.
The research found declines in states that passed laws allow-
ing gays to marry before the Supreme Court made it legal nation-
wide. The results don’t prove there’s a connection, but research-
ers said policymakers should be aware of the measures’ potential
benefits for youth mental health.
Suicide is the second-leading cause of death for all U.S. teens.
Suicidal behavior is much more common among gay, lesbian and
bisexual kids and adults; about 29 percent of these teens in the
study reported attempting suicide, compared with just 6 percent
of straight teens.
Laws that have the greatest impact on gay adults may make
gay kids feel “more hopeful for the future,” said lead author Julia
Raifman, a researcher at Johns Hopkins’ Bloomberg School of
Public Health.
The measures also could create more tolerance and less bully-
ing, making these teens feel less stigmatized. Those effects could
also benefit straight teens but more research is needed to deter-
mine how the laws might influence teen behavior, Raifman said.
Iraqi police forces enter
Mosul airport, seize runway
BAGHDAD — Iraqi federal police pushed their way into the
perimeter of Mosul International Airport today, taking control of
the runway amid fierce exchanges of fire with Islamic State mili-
tants hunkered down in several airport buildings, police officials
said.
The advance came as part of a major assault that started five
days earlier to drive the Islamic State group from the western half
of Mosul, Iraq’s second-largest city.
Two police official told The Associated Press that after police
forces pushed onto the airport grounds and seized the runway,
they came under heavy fire from inside the buildings at the site,
including the main airport building.
The officials would not provide more details but said heavy
exchanges were underway. They said troops from the U.S.-led
coalition were with the advancing forces, though they didn’t
specify the nationalities of the foreign forces. The officials spoke
on condition of anonymity because they were not authorized to
talk to reporters.
Private broadcaster Lebanon-based Al-Mayadeen aired live
footage from the Mosul airport perimeter, showing a military
helicopter buzzing overheard and firing at IS positions as gun-
fire rattled.

Conservatives learn dealing
with Trump can be complicated
WASHINGTON — For the past eight years, thousands of
conservative activists have descended on Washington each spring
with dreams of putting a Republican in the White House.
This year, they’re learning reality can be complicated.
With Donald Trump’s presidential victory, the future of the
conservative movement has become entwined with an unconven-
tional New York businessman better known for his deal-making
than any ideological principles.
It’s an uneasy marriage of political convenience at best. Some
conservatives worry whether they can trust their new president to
follow decades of orthodoxy on issues like international affairs,
small government, abortion and opposition to expanded legal
protections for LGBT Americans — and what it means for their
movement if he doesn’t.
“Donald Trump may have come to the Republican Party in an
unconventional and circuitous route, but the fact is that we now
need him to succeed lest the larger conservative project fails,”
said evangelical leader Ralph Reed, who mobilized his organiza-
tion to campaign for Trump during the campaign. “Our success is
inextricably tied to his success.”

GENEVA — Yet another sequel to chronically-fruitless Syria
peace talks, or an entirely new script?
After months of Syria bloodshed, stalled humanitarian aid
deliveries and stop-and-start diplomacy, U.N. Syria envoy Staffan
de Mistura is reconvening talks between government and opposi-
tion delegations today, in the latest bid to end the country’s cata-
strophic six-year war that has killed hundreds of thousands of peo-
ple and displaced millions more.
Hopes are not exactly high for “Geneva IV,” the fourth round of
U.N-mediated intra-Syrian talks since early last year.
Battlefield gains by President Bashar Assad’s forces against
Western-backed rebels, a new diplomatic push led by Turkey and
Russia, and uncertainty about the Trump administration’s strategy
on Syria — the U.S. has been largely on the sidelines in recent
months — have raised questions about prospects for the latest
attempt to silence Syria’s guns and return the country to peace.
