store to close was Sweet
Relief’s Port Astordam loca-
tion, damaged by an explo-
sion and fire in the adjacent
Higher Level Concentrates, a
grow site and hash oil proces-
sor, in October. Hi Astoria is
also temporarily closed for a
renovation.
“Astoria, in the grand
scheme of things, has been
very professional and gra-
cious — somewhat friendly
to the industry,” Nelson said.
The city has largely wel-
comed each new marijuana
store popping up, except for
West, a proposal by partners
Daryl Bell and Terrell Buck-
ner to open an joint art gal-
lery-marijuana store. Bell
echoed Nelson’s comments
that there are fewer barri-
ers to entry along the coast.
“I do think there is a satura-
tion issue,” Bell said, add-
ing that many marijuana store
owners will be in for a rude
awakening during slower
winters when they depend
more on locals.
Even with its plethora of
marijuana stores, Astoria falls
behind some other tourist des-
tinations farther south.
According to most recent
figures from the Oregon
Liquor Control Commission,
Seaside and Tillamook each
have three active recreational
licenses, one for approxi-
mately every 2,100 and 1,600
people. Lincoln City and
Newport each have six recre-
ational licenses, one for every
1,400 and 1,700 people. The
number and concentration of
marijuana stores drops off
farther south along the Ore-
gon Coast.
Larger cities such as Port-
land, Eugene and Bend,

which have much higher pop-
ulations and overall num-
bers of marijuana stores, each
average fewer than one mar-
ijuana store for every 5,000
people.
Tourist draw or
accoutrement?
Linea Gagliano, a spokes-
woman for the Oregon Tour-
ism Commission, said canna-
bis tourism is on the agency’s
radar. “We don’t really feel
it’s going to be the impetus
for someone’s trip,” she said.
She said the commission
focuses on culinary and out-
doors tourism, with the under-
standing that people might
imbibe while visiting.
North Fork 53, located
along the Nehalem River on
the southern edge of Clat-
sop County, was one of the
first marijuana-infused tour-
ism businesses to open
locally. The bed and break-
fast focuses on farm-to-table
culinary tourism and offered
guests several rooms outfitted
with paraphernalia in which
they could consume their own
cannabis.
Brigham Lee, who owns
the lodging with Ginger
Edwards, said North Fork 53
gave the offering up in May,
unable to make much money
and facing both resistance
from Clatsop County and dif-
ficulties in creating smoking
spaces that complied with the
Clean Air Act. “We didn’t feel
like we needed to be the mar-
tyrs to show what cannabis
tourism could look like.”
He said cannabis tourism
could be a wonderful indus-
try, but would take a con-
certed lobbying effort by the
cannabis industry to change
social consumption laws,
similar to what vintners have
done for wine.

While tourists aren’t a sta-
ple of Sweet Relief’s busi-
ness, Nelson said, they’re the
“icing on the cake.”
“We advertise in a flier
that goes out to all the cruise
ships,” he said, estimating
a 15 percent bump in sales
when a cruise ship is in town.
“There’s also a map called
Kush Tourism that we’re” on.
Nelson said he holds the
trademark on Smoke the Coast
and he has bought a tour bus,
which he hopes will one day
take “smoke-friendly” people
around the area. “The tourism
part is going to be huge as this
market gets stabilized.”

On Tuesday, March 7, 2017, at
7:00 p.m., a hearing will be held
by the Seaside Planning Com-
mission at Seaside City Hall,
989 Broadway. They will be re-
viewing the following request:
17-015CU is a Conditional Use
request by Oregon Conference
Adventist Churches to add an
assembly area to the existing
church at 1450 N Roosevelt (T6
R10 S15CB TL: 11000, 12500,
12600, 12700). The new as-
sembly area (approximately
2,378 sq. ft.) will replace the
area inside the existing structure
that has historically been used
as the sanctuary. The property
is zoned medium density resi-
dential (R-2) and the expansion,
along with the associated im-
provements, are conditionally
permitted in the zone. A high-
way overlay zone request
(17-014HOZ) has also been
submitted in conjunction with
the applicant's conditional use
application.
The review will be conducted in
accordance with Section 3.400,
Appendix G of the Transporta-
tion System Plan, Article 6 and
Article 10 of the Seaside Zoning
Ordinance which establishes the
review criteria and procedures
for the request.
All interested persons are invited
to attend the meetings and sub-
mit oral testimony in favor or in
opposition to the request. Dur-
ing the hearing, individuals that
wish to offer testimony will be
called to a microphone by the
Chairman of the Planning Com-
mission and asked to state their
name and address for the re-
cord before they testify. Written
testimony is also welcome and
will be submitted to the Planning
Commission at the time of the
hearing. Comments may be de-
livered to the Community Devel-
opment Department located at
1387 Avenue U or mailed to 989
Broadway, Seaside, Oregon
97138. A copy of the applica-
tion, applicable criteria, docu-
ments, and evidence relied
upon by the applicant are avail-
able for review at no charge.
Likewise, a staff report will be
available for inspection 7 days
prior to the hearing. These ma-
terials can be reviewed at the
Community Development De-
partment. Copies of these ma-
terials will be provided at a rea-
sonable cost.
Failure to raise an issue at the
meeting, in person, or in writing,
or failure to provide sufficient
details to afford the Planning
Commission and the applicant
an opportunity to respond to the
issue may preclude appeal to
the Land Use Board of Appeals
