Eight volunteers join CASA
The Daily Astorian
The Clatsop Court Appointed Special Advo-
cate (CASA) Program has announced that on
Dec. 15, eight new CASA volunteers joined
40 other volunteers in serving abused and
neglected children in the Clatsop County child
welfare system.
Judge Paula Brownhill conducted the swear-
ing-in of the volunteers, who have undergone
nearly 40 hours of training in order to be able
to effectively advocate for maltreated children.
CASA volunteers speak solely for a child’s best
interest, as they make informed recommendations
to the court and advocate for services for children
who are in the child welfare system, and work to
achieve a safe, permanent and loving home for
each child, as soon as possible.
With current volunteers serving over 100 chil-
dren each year, there is still a waiting list of chil-
dren who need CASAs. A volunteer training class
will take place in March, and individual study may
be available sooner. Those who are interested can

16-076V: A variance request by Jeff Hayes to the 30” (2.5 ft.) side yard
setback requirement for stairs.The subject property is located at 1716
N Columbia (T6-R10-S16AD-TL3000) and it is zoned Medium Density

Notice of Proposed Rule: Establishment of a Nonessential Experimental
Population of the Oregon Silverspot Butterfly in Northwest Oregon.
The U.S. Fish and Wildlife Service (Service), with the support of the
State of Oregon Parks and Recreation Department, proposes to
establish a nonessential experimental population (NEP) of the Oregon
silverspot butterfly (Speyeria zerene hippolyta), a threatened species,
under the authority of section 10(j) of the Endangered Species Act of
1973, as amended. This proposed rule provides a plan for
reintroducing the Oregon silverspot butterfly into portions of the
subspecies' historical range at two sites in northwestern Oregon:
Saddle Mountain State Natural Area (SNA) in Clatsop County, and
Nestucca Bay National Wildlife Refuge (NWR) in Tillamook County. It
would also provide for allowable legal incidental taking of the Oregon
silverspot butterfly within the defined NEP areas. The NEP will
contribute to recovery goals for the Oregon silverspot butterfly by
increasing the numbers of populations and increasing the species'
current range. The flexibility that comes with the NEP designation
provides landowners with assurances that restrictions on land use or
other activities will not result from the reintroduction.
