Pedestrian fatally struck while walking on highway
Man was walking
in distress at night

CHINOOK, Wash. — A
55-year-old man died late Fri-
day when a vehicle struck him
on U.S. Highway 101 east
of Chinook, near the historic
McGowan church.
Gary Michael Mauro was
walking on the highway near
milepost 2 when the collision
occurred at about 11:15 p.m.
on Friday night, according to a
Washington State Patrol press
memo.
Sgt. Charles Stewart, who is
assigned to the WSP Hoquiam
Detachment, said he and
another trooper spoke with the
victim earlier in the evening,
when they encountered him
walking along the highway in a
state of distress.
“At that time, he had a
friend that was following him
in a pickup, and he was walk-
ing on the shoulder on 101,”
Stewart said. “From the sound
of talking to both of them, the
pedestrian had gotten in a ight
with his wife at some point,
and walked away from the
house. The gentleman that was
following him was a little con-
cerned for him.” The troop-
ers and the friend persuaded
Mauro to get back inside the
truck, and the friend offered
to take the man somewhere to
cool off, Stewart said. How-
ever, roughly 15 to 20 min-

and walked away
from the house.

second report of the same man
in the road. Stewart, who was
still in the area, turned around
and headed back to talk with
Mauro again. He arrived at the
spot where the Mauro had been
walking just a few minutes
later, and immediately knew
that something had happened.
“As soon as I pulled up, I
could see that multiple vehicles
were pulled up in the roadway,”
Stewart said. A moment later,
dispatchers alerted him of a
car versus pedestrian collision.
According to state patrol, Jose
Salinas, 60, of Chinook, and his
passenger, Maria Del Carmen,
44, of Chinook, were headed
north on Highway 101 in a
2007 Chrysler minivan. The
incident is still under investi-
gation, but it appears that the
front, right portion of the min-
ivan struck Mauro, who was
wearing black pants and a black

The battle over the merits
of a proposed corporate sales
tax measure on the November
ballot moved to the airwaves
Monday, as the Yes on 97 cam-
paign unleashed its irst radio
ad.
The ad emerged one day
before the No on 97 campaign
was scheduled to debut its irst
radio slot.
Measure 97, advanced by
union-backed Our Oregon,
levies a 2.5 percent tax on
certain corporations’ annual
Oregon sales exceeding $25
million.
“Oregon has a numbers
problem,” the Yes on 97 ad
begins.
The ad cites federal ig-
ures showing the state has
the nation’s fourth lowest
high school graduation rate,
383,000 residents without
health insurance, and one in 10
seniors living in poverty.
In the ad, the campaign
blames the list of problems on
Oregon’s low corporate tax
rate. The campaign cites a study
by Michigan-based Anderson
Economic Group showing the
state has the lowest “business
tax burden” in the nation.

“They repeatedly claim
‘Oregon’s corporate taxes are
lowest in the nation,’” said

Sales. “That’s false. Even the
AEG study that proponents
reference ranks Oregon 19th
in corporate taxes. They mis-
leadingly try to confuse total
business taxes with corporate
taxes.”
“General
sales
taxes
account for about 20 percent of
the average state’s taxation of
businesses, and the absence of
a general sales tax drops Ore-
gon’s ranking in their method-
ology,” McCormick said of the
AEG study.
The Legislative Revenue
Ofice estimates that consum-
ers will pay for at least half
of the $3 billion annual tax
increase under Measure 97 in
the form of higher prices and
slower job growth.
The Yes on 97 ad claims the
tax measure “ixes” the prob-
lem of low corporate taxes.
Less than 1 percent of Oregon
businesses are affected, the ad
says.
McCormick said that claim
also is false.
“Every business — 100
percent — will be affected,”
he said. “If they use electric-
ity, have phones, buy insur-
ance, buy ofice supplies, buy
products or services affected
by suppliers, they will feel the

The Seaside cross coun-
try team was competing with
the big schools again over the
weekend, and scoring big, as
always.
Seaside took part in the
12th annual Tualatin Invi-
tational, held Saturday at
Tualatin High School.
On the boys’ side, the
Class 4A Gulls inished sixth
in the team standings, behind
Central Catholic (6A), West
Salem (6A), Tualatin (6A),
Lakeridge (6A) and Jeffer-
son (6A), and ahead of The
Dalles (5A), David Doug-
las (6A) and Woodburn (5A),
among others.
Senior Ahmed Muhumed
of West Salem won the 5,000-
meter varsity race in 15 min-
utes, 14 seconds.
Seaside’s Bradley Rze-
wnicki crossed the inish
line in 16:05, good enough
for fourth place out of 113
runners.
Other Gulls competing
included Rai Sibony (16th,
16:57) and Jackson Januik
(30th, 17:32).
In the 3,000-meter junior
varsity race, won by Central
Catholic freshman Jameson
Westhead in 11:04, Seaside’s
Connor Merrell was fourth
(12:03) and Will Garvin
placed ifth (12:06).
In the girls’ 5,000 varsity
race, Seaside inished seventh
out of 11 teams, with Katie
Zagata placing 37th in 23:33.
Summer Spell and Lizzy
Barnes inished 45th and 46th
for Seaside, which will serve
as the host school Saturday
for the annual 3-Course Chal-
lenge at Camp Rilea.
Currently, 106 schools
will be competing (84 high
schools, 22 middle schools),
plus runners from the Bower-
man Track Club.

still investigating the incident.
Mauro was a private con-
tractor who spent much of
his professional life provid-
ing auxiliary services to the
military. He was featured in
a February Chinook Observer
article, when he and a neigh-
bor raised concerns about the
management practices and
living conditions at an RV
park near his home. He and
his wife, Paula Mauro, had
previously lived in Clatsop
County. They purchased their
home in Megler in early 2015.
During a February interview,
Mauro spoke passionately
about his pride in his family,
his deep Christian faith, and
his interest in getting involved
in local politics.

television ad later this month.
They face a deicit of public
support, according to polling on
the measure. Two surveys in the
past week indicate that about
60 percent of registered voters
favor the measure, though in
one survey by icitizen, support
eroded after supporters heard
arguments about how the tax
would work. Both surveys by
Portland-based DHM Research
and icitizen found that most vot-
ers think corporations should
pay more taxes.
