LUANG PRABANG, Laos — Aiming to
cement closer ties to Laos and its people, Pres-
ident Barack Obama toured a Buddhist temple
Wednesday and paid tribute to Lao culture after
pledging the U.S. would fulill its “profound
moral and humanitarian obligation” to clean up
millions of unexploded bombs.
Obama’s visit to Luang Prabang in mountain-
ous northern Laos showcased a rich cultural and
religious heritage that many in the West know
little about. A UNESCO World Heritage List site
along the Mekong River, the city was a hub for
Buddhist faith during the Lan Xang kingdom
starting in the 14th century.
Obama received a low-key reception after
stepping off of Air Force One and as his motor-
cade snaked along a dusty, paved road through
town. A small cluster of people waved from
shops and open air cafes, recording the spectacle
on their cellphones.
His irst stop was Wat Xieng Thong, a 16th
century complex of ornate gold buildings known
as the “Temple of the Golden City.” In shirt
sleeves and black socks, Obama looked in awe
at a large golden ship adorned at the bow with
dragons, staring straight at the dragon’s mouth.
“It’s gorgeous,” he said as he examined a line
of golden statues.
State Police looking
into toppling of Oregon

PORTLAND — Oficials say Oregon State
Police are taking the lead on an investigation
into the toppling of a popular sandstone rock for-
mation at a state beach.
The Oregonian reports that authorities are
seeking information from the public on how the
sandstone pedestal, known as the “Duckbill,”
was knocked over at Cape Kiwanda State Natu-
ral Area. Cellphone video captured by a Portland
man shows a group of visitors pushing the struc-
ture until it crumbled to the ground on August
29.
The Oregon Parks and Recreation Depart-
ment says it’s working with troopers and pros-
ecutors to determine next steps for pursuing the
possible violations of park rules and state law.
Parks spokesman Chris Havel says those
responsible could face at least $435 in ines over
the incident.

pile up in his war on illegal drugs, the Philippine
president is making waves at his irst summit
of the Association of Southeast Asian Nations
where he joins a diverse cast of leaders, includ-
ing some who have found themselves in the
crosshairs of human rights watchdogs.
Rodrigo Duterte would it right in, critics say,
and even steal the show.
As president, Duterte brings a long-blem-
ished rights record into the 10-nation ASEAN
bloc, which has struggled with internal strife

due to its unwieldy collective of dictatorships,
authoritarian states, a monarchy and ledg-
ling democracies since its founding nearly
half a century ago as an Asian bulwark against
communism.
“For most ASEAN leaders, Duterte rep-
resents a throwback to an uglier and more bru-
tal form of Asian state, which taints ASEAN
efforts to market itself as an increasingly pro-
gressive, modernizing trade block with a focus
on trade data, rather than daily police-killing
body counts,” said Phelim Kine of New York-
based Human Rights Watch.
Once a government prosecutor who fought
outlaws and insurgents, Duterte was a longtime
mayor of southern Davao city, where he started
to build a name for his deadly anti-crime cam-
paign — he was nicknamed “Duterte Harry”
after Clint Eastwood’s Dirty Harry movie char-
acter. Since he took ofice as president on June
30, his crackdown on suspected drug dealers
and users has left more than 2,000 people dead.
More than 600,000 others, mostly drug addicts,
have surrendered apparently for fear of being
gunned down.

OPM cyber breach
WASHINGTON — It was time to purge the
hacker from the U.S. government’s computers.
After secretly monitoring the hacker’s online
movements for months, oficials worried he
was getting too close to critical information and
devised a plan, dubbed “the Big Bang,” to expel
him.
Trouble was, with all their attention focused
in that case, they missed the other hacker entirely.
A new congressional report provides pre-
viously undisclosed details and a behind-the-
scenes chronology of one of the worst-ever
cyberattacks on the United States, laying out
missed opportunities before the break-in at the
Ofice of Personnel Management exposed secu-
rity clearances, background checks and inger-
print records. That attack — widely blamed on
China’s government — compromised personal
information of more than 21 million current, for-
mer and prospective federal employees, led to

Trump faces national
security test with
speeches, forum
PHILADELPHIA — Republican Donald
Trump is unveiling a plan for a major increase in
defense spending as he works to convince skep-
tics in both parties that he’s ready to lead the
world’s most powerful military.
The New York businessman, who has strug-
gled at times to demonstrate a command of for-
eign policy, will outline plans to “add substan-
tially” to the nation’s arsenal of submarines,
ships and combat troops in a Wednesday morn-
ing speech in Philadelphia, according to a brief-
ing provided by his campaign. Trump’s address
comes hours before his national security acu-
men is tested at a “commander in chief” forum
on NBC.
The appearances mark an intense, two-day
focus on national security by Trump, who has
offered tough rhetoric on the nation’s challenges
abroad but few details.
“I think my single greatest asset, of any assets
I have, is my temperament,” Trump declared in
North Carolina on Tuesday, ighting to undercut
arguments that his erratic disposition is a major
liability.
Democrat Hillary Clinton repeated just such
an attack on Trump’s ability to command Amer-
ica’s military.

The report by the House Committee on Over-
sight and Government Reform faulted the per-
sonnel agency for failing to secure sensitive
data despite warnings for years that it was vul-
nerable to hackers. It concluded that the hack-
ing revealed last year could have been prevented
if OPM had put in place basic, required security
controls and recognized from an earlier break-in
that it was actually dealing with a sophisticated,
persistent enemy.
“We have literally tens of millions of Ameri-
cans whose data was stolen by a nefarious over-
seas actor, but it was entirely preventable,” Rep.
Jason Chaffetz, a Utah Republican and commit-
tee chairman, said in an interview.
UNITED NATIONS — Some 28 million
children around the globe have been driven from
their homes by violent conlict, with nearly as
many abandoning their homes in search of a bet-
ter life, UNICEF said in a report.
The report released Tuesday found that while
children make up about a third of the world’s
population as of 2015, they accounted for nearly
half of all refugees, with the number of child ref-
ugees having doubled in the last decade.
“What’s important is that these children on the
move are children. And they should be treated as
children,” said Ted Chaiban, UNICEF Director of
Programs in Geneva. “They deserve to be protected.
They need access to services, such as education.”
According to the report, there were 10 mil-
lion child refugees and one million child asy-
lum-seekers, whose status had not yet been
determined. The remaining 17 million chil-
dren displaced by conlict remained within their
home countries’ borders.
The report said 45 percent of the children ref-
ugees came from just two countries: Syria and
Afghanistan.

CARACAS, Venezuela — Carlos Parra used
to love waking up to see his pet albino boxer,
Nina. Now, seeing her skeletal body on the loor
next to his bed has become a daily reminder of
the economic crisis enguling Venezuela.
His other dog’s thick fur barely hides her rib-
cage as Parra struggles to feed his pets after los-
ing his job at a shoe store.
“It’s terrible to sit and eat, see them watching
me with hunger, and not be able to do anything,”
said the 30-year-old.
As Venezuela’s economic crunch wors-
ens, food shortages and rising poverty are forc-
ing once middle-class Venezuelans to do the
unthinkable: let their pets starve or abandon
them in the streets.
No igures are available, but activists and vet-
erinarians say they are seeing a growing num-
ber of dogs and cats abandoned at parks, shel-
ters, and private clinics.

ways to listen at launch
SAN FRANCISCO — Apple is expected to
show off new iPhones, an updated smartwatch
— and maybe some new gear for listening to
both — during its annual fall product launch
event today.
Hard-core Apple fans will be watching
closely for details about the newest features
coming to Apple’s gadgets, from a widely antic-
ipated dual-lens camera for the iPhone to a
rumored GPS sensor in the Apple Watch.
But even casual users of consumer tech-
nology may be interested to see if Apple fol-
lows through on reports that it’s eliminating
the iPhone’s analog headphone jack, since that
could pave the way for a big shift in the way peo-
ple listen to digital music.
