Invitation to Bid
Sealed bids for the SE Ensign Pump Station Rebuild and New Force Main Construction Project will be received by
Otak, Inc., for the Owner, City of Warrenton, at 225 S Main Avenue, Warrenton, Oregon 97146 on Thursday at 2:00
P.M., Pacific Standard Time, on September 22, 2016 at which time and place they will be publicly opened and read
aloud. No bids will be accepted after this time. All bidders shall submit, in a separate, sealed envelope, within two
working hours of the bid opening time, on the bid date, a completed First-Tier Subcontractor Disclosure Form in
compliance with ORS 279C.370.
This project is funded by the Clean Water State Revolving Fund, (CWSRF). As such, there is a paper work
requirement that the Contractor must fill out and be acceptable to Oregon DEQ, CWSRF. The application package is
included with these contract documents Appendices.
In general, the nature of the project consists of installing by-pass pumping for demolition and upgrading of the SE
Ensign Pump Station and the construction of three segments of a new sanitary sewer force main. The project is
expected to be bid in the late Summer of 2016 and constructed during the Spring of 2017.
In general the main elements of work include, but are not limited to:
1. Furnish, Install and Remove temporary pump around
2. Remove-Demo waste haul existing pump station and equipment
3. Furnish and Install new pump station complete, per plans
4. Install new force main, in three segments
NOTE: The intent of this contract is to provide a complete, upgraded, working pump station, automatically controlled.

Grantor holds a one-quarter ownership interest in the subject Property and this Notice pertains solely to his
specific minority interest in the Property. The Property is also encumbered by a lien superior to the lien held
by Beneficiary, which superior lien will remain in full force and effect following the sale described in this

RECORDING: The Trust Deed was recorded on December 3, 2008, as Recorder's Fee
No. 2008 10850, Official Mortgage Records in the county clerk's office of Clatsop County, Oregon.

DEFAULT FOR WHICH FORECLOSURE IS MADE: Grantor is in default and
Beneficiary seeks to foreclose the Trust Deed for failure by Grantor to make any repayment of
principal and interest from and after the date of the original funding as described in Section 5 below.

SUM OWING ON OBLIGATION SECURED BY TRUST DEED: Beneficiary has declared
all amounts owing on the obligation secured by the Trust Deed immediately due and payable. The
sums owing on the obligation secured by the Trust Deed are: Principal in the total amount of $26,773.50,
funded $2,500.00 on October 1, 2007, $13,773.50 on November 1, 2007, and
$10,500.00 on
December 7, 2007, together with interest thereon at the rate of seven percent (7%) per annum from the
dates of funding, until paid. The amount owed as of March 31, 2016, was
approximately $48,044.28, plus interest accrued thereafter, plus all fees and costs incurred by
Beneficiary.

ELECTION TO SELL: Both the Beneficiary and the Trustee have elected to sell the real
property to satisfy the obligations secured by the Trust Deed. A Trustee's Notice of Default and
Election to Sell was recorded on May 9, 2016, as Recorder's Fee No. 2016 03322, Official Records
in the county clerk's office of Clatsop County, Oregon.
