aly, but the death toll rose to more than 240 and Italy once
again anguished over how to secure its towns and cities,
new and old, built on seismic lands.

Aftershocks rattle Italian quake
zone; death toll rises to 250
PESCARA DEL TRONO, Italy — Aftershocks in central
Italy rattled residents and rescue workers alike Thursday, as
crews worked to ind more earthquake survivors and the country
anguished over its repeated failure to protect ancient towns and
modern cities from seismic catastrophes.
A day after a shallow quake killed 250 people and leveled
three small towns, a 4.3 magnitude aftershock sent up plumes
of thick gray dust in the hard-hit town of Amatrice. The after-
shock crumbled already cracked buildings, prompted authorities
to close roads and sent another person to the hospital.
It was only one of the more than 470 temblors that have fol-
lowed Wednesday’s pre-dawn quake.
Fireighters and rescue crews using sniffer dogs worked in
teams around the hard-hit areas in central Italy, pulling chunks
of cement, rock and metal from mounds of rubble where homes
once stood. Rescuers refused to say when their work would shift
from saving lives to recovering bodies, noting that one person
was pulled alive from the rubble 72 hours after the 2009 quake in
the Italian town of L’Aquila.
Worst affected by the quake were the tiny towns of Amatrice
and Accumoli near Rieti, 60 miles northeast of Rome, and Pes-
cara del Tronto, 15 miles farther to the east.

conspiracy campaign election
LOS ANGELES — It’s a conspiracy: The 2016 campaign fea-
tures one candidate who warned against the “vast right-wing con-
spiracy” and another who was a leader of the so-called “birther”
movement.
Donald Trump and his surrogates hint at a mysterious “illness”
aflicting rival Hillary Clinton. Pushing back, Clinton warns of
murky ties between Trump and the Russian government, insinu-
ating that her Republican opponent may be a puppet of Russian
President Vladimir Putin.
Rumors and innuendo long conined to the far reaches of the
Internet are dominating the presidential race, forcing Clinton to
grapple — once again — with the kinds of whispers that have
dogged her family for decades.
Clinton has largely avoided discussing the conspiracies, leav-
ing it to members of her campaign team or allies. But she is pre-
paring a Reno, Nevada, address on Thursday that will accuse
Trump of supporting an “alt-right” campaign that presents “a
divisive and dystopian view of America.”
“I do feel sometimes like this campaign has entered into an
alternative universe,” Clinton said in an appearance Monday
night on ABC’s “Jimmy Kimmel Live.”
Judge: Ryan Bundy unit to
serve as his own lawyer
Advocates say they’ll sue to
protect hundreds of species
PORTLAND — Federal Judge Anna J. Brown is set to strip
Oregon standoff defendant Ryan Bundy of his ability to repre-
sent himself in court.
The Oregonian reports the judge wrote in a ive-page order
iled Wednesday that Bundy has been unwilling to follow her
orders and has shown an “open deiance”
of the court’s authority.
Brown gave Bundy until Monday to
“show cause” why she shouldn’t reinstate
an attorney to represent him.
She wrote that by repeatedly raising
“frivolous issues and matters” that the
court has previously ruled on or resolved,
Bundy has engaged in “serious and
obstructionist misconduct,” “abused the
dignity of the courtroom” and used his pro
se status as a “license not to comply with

Bundy is one of eight defendants set to go to trial Sept. 7,
charged with conspiring to impede federal employees at the
Malheur National Wildlife Refuge earlier this year. Eleven
other defendants have pleaded guilty to the charge. Seven oth-
ers have a trial scheduled in February..
BILLINGS, Mont. — A wildlife advocacy group has iled
notice that it intends to sue the U.S. government for failing to act
on petitions to protect more than 400 plants and animals under
the Endangered Species Act.
The Center for Biological Diversity accuses the U.S. Fish and
Wildlife Service of leaving hundreds of species in limbo.
It says the Florida sandhill crane, white tailed ptarmigan and
eastern diamondback rattlesnake are among those species await-
ing a government decision.
The advocacy group in 2011 reached a settlement that required
the government to make initial indings on protections for more
than 700 species. Final decisions on most of those plants and ani-
mals still are pending, despite indings by federal oficials that
protections were warranted.
Bend wildlife rehab center
closes, vet gives up permit
BEND — A wildlife rehabilitation center in central Oregon
has closed after its resident veterinarian gave up his permit.
The Bend Bulletin reports that High Desert Wildlife cen-
ter shut down and the Oregon Department of Fish and Wildlife
took most of the animals that were receiving care there.
Center co-founder Dr. Jeff Cooney gave up his wildlife reha-
bilitation permit associated with the center earlier in August.
Department spokeswoman Michelle Dennehy says oficials
dealt with the animals last week. She says some were released
into the wild, some were transferred to nearby wildlife centers
and some were euthanized.
She says she’ll likely have more information once a report
on the center is inished.
Former volunteer Amy Vukovic says the center was unclean,
didn’t provide enough training for volunteers and kept birds in
too-small spaces.
Remains of Civil War soldier
make it back to Maine for burial
CHELSEA, Maine — The remains of a Civil War soldier
from Maine are back in the state after a long journey across the
country.
The Patriot Guard Riders motorcycle group has been escort-
ing the remains of Hodgdon native Pvt. Jewett Williams to
Maine for the past three weeks.
He died in Oregon in 1922 and his ashes were stored and for-
gotten along with thousands of others until they were discov-
ered there a few years ago.
WCSH-TV reports Williams’ remains made it to Kittery on
Sunday and to Togus National Cemetery in Chelsea on Monday.
The station reports that the plan was originally for Williams’
remains to be buried at the cemetery next month. However, rel-
atives have come forward and say they will claim the ashes.
Williams will instead be buried in Hodgdon.

Turkey: US says Syria Kurds are
pulling back in north Syria
ANKARA, Turkey — U.S. Secretary of State John Kerry
has told his Turkish counterpart that Syrian Kurdish forces have
started withdrawing east of the Euphrates River, Turkish oficials
said Thursday.
The pullback was a major demand by Ankara after Turkey
sent in tanks and special forces backed by U.S. airstrikes across
the border to help Syrian rebels take a key Islamic State strong-
hold the previous day.
Turkey’s incursion into northern Syria was also meant to con-
tain an expansion by Syria’s Kurds amid the neighboring coun-
try’s civil war, now in its sixth year.
According to Turkish ministry oficials, Kerry and Mevlut
Cavusoglu spoke by telephone on Thursday to discuss the Turk-
ish military operation to retake the IS-held border town of Jarab-
lus in northern Syria.
Kerry stressed that the Syrian Kurdish forces “were in the pro-
cess of retreating east of the Euphrates,” the oficials said in ref-
erence to the Syrian Kurdish forces. They spoke on condition of
anonymity in line with government regulations

PARIS — France’s highest administrative authority is study-
ing whether local bans on full-body burkini swimsuits are legal,
amid growing concerns about police forcing Muslim women to
disrobe.
Images of uniformed police appearing to require a woman to
take off her tunic, and media accounts of similar incidents, have
elicited shock and anger online this week.
Several towns in strictly secular France have banned burkinis
this summer, but some fear they are worsening religious tensions.
Prime Minister Manuel Valls told BFM television that burki-
nis represent “the enslavement of women,” but said enforcement
of the bans must be handled respectfully.
Rights groups argue the bans are discriminatory and have
appealed to the Council of State, which holds a hearing Thursday.
A decision on whether to overturn the bans is expected within 48
hours.
