new volunteers, iPads
Why it matters: US voting rights

THE ISSUE: Who should
be able to vote and how easy
should it be? It’s a question that
goes to the core of democracy.
Voting rights are in lux in the
inal months of Barack Obama’s
two terms as the irst black pres-
ident. Citing a need to combat
fraud, Republican-controlled
legislatures are tightening voter
laws by limiting early voting
and same-day registration, by
requiring IDs at polling places,
and more. In 2013, declaring
“our country has changed,” the
Supreme Court invalidated a
key provision of the 1965 Vot-
ing Rights Act, which required
mostly Southern states with a
history of discrimination to
get advance federal approval to
change election laws. The court
decision made it easier for states
to impose new restrictions.
This year, 17 states were set
to have restrictions involving
voter ID or other requirements
for the irst time in a presidential
election. Among them: the bat-
tlegrounds of North Carolina,
Virginia, Ohio, Wisconsin, Ari-
zona and Georgia.
The Obama Justice Depart-
ment has challenged voter ID
and other laws, saying they
could restrict access for minori-
ties and young people. In recent
weeks, lower courts temporar-
ily staved off some of the tough-
est requirements in North Caro-
lina, Texas and Wisconsin after
judges found no evidence of
rampant voter fraud.
WHERE THEY STAND:
Without offering speciics,
Republican Donald Trump has
emphasized the dangers of voter
fraud, calling America’s electoral
system “out of control” with peo-
ple who are “voting many, many
times.” He has said — with-
out evidence — that dead vot-
ers helped elect Obama. Trump
opposes same-day voter registra-
tion, saying it could allow people
to “sneak in through the cracks.”
Democrat Hillary Clinton is
urging Congress to restore the
Voting Rights Act. She seeks a
national standard of at least 20
days of early in-person voting
and urges automatic voter reg-
istration for eligible 18-year-
olds. Clinton backs voting rights
for ex-felons. Her campaign
has joined lawsuits to stop poli-
cies that may burden minorities,
including in Arizona, where vot-
ers had to wait hours in March
after cuts in polling locations.
WHY IT MATTERS: Who
gets to vote, and how easily,
matters because it can determine
who wins elections.
The issue is particularly
salient for black Americans, who
for much of U.S. history were
disenfranchised and then effec-
tively barred from voting until
passage of the 1965 law. It’s also
become more partisan with the
rapid growth of minorities such
as Latino and Asian immigrants,
who tilt Democratic.
It’s unclear how much voting
restrictions may suppress turn-
out. The Government Account-
ability Ofice in 2014 found
voter ID laws could reduce vot-
ing by 2 to 3 percent, partic-
ularly among young people,
blacks and newly registered vot-
ers. That can tip a race in close
contests.

Protection District, new
people are stepping up to
volunteer.
Cannon Beach Fire Chief
Matt Benedict said after the
Aug. 8 board meeting that
it is normal for departments
to lose some volunteers as
time passes and gain new
volunteers.
Tom Misner and Peggy
Roberti recently retired after
about 68 years of combined
service to the Cannon Beach
ire district.
“Tom and Peggy will be
missed,” Benedict said. “I
am hoping they will join the
Fire Corps.”
The Cannon Beach Fire
Corps is made up of previ-
ous or retired ireighters,
including Mark Morgan,
who retired in June after 17
years.

Stay out of the water for now at Rockaway, Seal Rock beaches

PORTLAND, — The Ore-
gon Health Authority is tell-
ing beachgoers, particularly
children and the elderly, to
stay out of the water for now
at Rockaway Beach in Tilla-
mook County and Seal Rock
State Park near Newport.
The health authority says
water samples show high-
er-than-normal levels of fecal
bacteria, which can cause
diarrhea, stomach cramps,
skin rashes and upper respira-
tory infections.
Increased bacteria levels
in the ocean can come from
both shore and inland sources,
including animal waste,
stormwater runoff, sewer
overlows and failing septic
systems.
Besides the ocean, beach-
goers should avoid wading
in nearby creeks and pools of
water on the beach.
Avila, a recent Seaside High
School graduate who com-
pleted her Paciica Project
with the ire district.
There are currently 20
volunteer ireighters with
the Cannon Beach ire
district.
Other updates
As recommended by the
Special Districts Associ-
ation of Oregon, Cannon
Beach ire board members
will soon use iPads to keep
all ire district iles and com-
munications in one place
and not on personal devices.
The change would elimi-
nated some paper waste.
“We’re going green,”
Benedict said.
The ire board voted in
favor of buying ive iPads
for about $500 each.
In other business, the
board will soon hire a full-
time employee to replace
former Capt. Matt Gard-
ner. The captain would be in
charge of training, inspec-
tions and human resources.
The

responded to 31 EMS calls,
six ire calls, three rescues
and two surf rescues in July.
