Simmons, with his wife,
Rocio, owns and operates four
boutique hotels in Seaside and
Cannon Beach, including Sea-
side’s Gilbert Inn, purchased
in 2014. The Inn at the Prom,
which they purchased in 2011,
would be replaced by the Pearl.
Rooms are proposed for
three loors, while a penthouse
loor drawing shows ive rooms
capped by a tower roof. Plans
include a two-level parking
garage on Beach Drive with 41
inside spaces. An additional 10
outdoor spaces will be available
on Avenue A.
A variance was required to
bring parking spaces to code.
Because of street grade dif-
ferences on the property, Sim-
mons requested a 7-foot height
variance to exceed the build-
ing height limit of 45 feet to
52 feet, putting it at about the
same height as the neighboring
Promenade Condominiums.
Simmons said Tuesday the
value of the Nudelman and
Calef homes are dificult to
address, as both properties are
already located in the shadows
of the nine-story Wyndham
resort and other condominium
developments.

when it was rezoned as ‘resort
residential,’” Simmons said.
“Since then, this area has been
and continues to be in a state
of transition from residential to
resort type developments.”
Variance needed,
owner says
In their appeal, the Calefs
said the Pearl would reduce
light, views and privacy and
could inlict damage during
excavation. “The value of our
property will be signiicantly
reduced due to the size and lay-
out of the proposed hotel if the
variances are granted,” they
wrote.
“Excavation is something
to be concerned about,” added
engineer Philip Gerwien in a
letter urging measures to deter-
mine responsibility for poten-
tial property damage during
construction.
“I don’t believe we will dam-
age the two homes,” Simmons
said.
A Planning Commission
decision to grant a variance for
side-yard reduction from 8 feet
to 3 feet from the property line
adjacent to the Nudelman home
was also contested.
“We have looked at many
layouts and we cannot create
a building based on the exist-
ing setbacks that will allow a
safe low for cars,” Simmons
said. “The setbacks are based
on the parking requirements for
stall lengths, back-out and lane
widths. With setbacks we will
be building 15 feet away from
his home.”

half the number of units and
make the project not feasible to
build, Simmons said.
Simmons could redesign
the hotel or plan fewer rooms
or parking spaces for the hotel,
eliminating the requirement for
variances, attorney Sean Malone
stated on behalf of Nudelman.
“Exceptional and extraordi-
nary circumstances” necessary
to win variances do not exist, he
wrote in the appeal.
The City Council will con-
sider the appeals at a meeting on
Aug. 22.

and loved living in Astoria,”
she said in 2006. “This wall
tells the story of our town.”
Goforth’s daughter Debi
Barner, who lives in Poulsbo,
Washington,
remembers
growing up in Astoria and
watching her mother become
a staple of the Uniontown
community. Goforth would
mix it up with people at her
pub, Barner said, and eventu-
ally was tied into the history
of Uniontown.

in the Uniontown Association,
Clatsop County Historical
Society and the Sunset Empire

vel House Museum, organiz-

plum pudding tradition.
No matter how busy, Barner
said, her mother would drop
everything to help her family.
“She had a tough exterior,
but a heart of gold,” Barner said.
