Cascadia concerns extend far beyond the coast
Plan for
aftermath in
Eastern Oregon

HERMISTON — When
“the big one” hits Oregon,
Hermiston residents will be
facing weeks without electric-
ity followed by a wave of up
to 100,000 refugees from the
west side of the state.
“The implications are pretty
tremendous for us,” Eastern Ore-
gon Telecom CEO Joe Franell
told Hermiston Chamber of
Commerce members at a recent
Business to Business luncheon.
He said Oregon State Univer-
sity predicts there is a 40 percent
chance of a magnitude-9 Casca-
dia earthquake hitting Oregon in
the next 50 years, which means
the time to prepare is now.

chance of winning?” he asked.
“I would. So if there’s a 40 per-
cent chance of us losing, I think
we should prepare.”
Franell is chairman of the
Oregon Broadband Advisory
Council, and said the forecast
is pretty grim. The Cascadia
earthquake is predicted to last
4 to 6 minutes — decimating
coastal cities, sending 80 per-
cent of bridges in Portland tum-
bling into the river and breaking
windows in Eastern Oregon. An
estimated 1,700 ofice buildings
would be “pancaked.”
The state predicts that on
the coast it would take three
to six months to restore elec-
tricity and one to three years
to restore running water and
sewer systems. In the valley, it
would be one to three months
without electricity and up to
a year without running water.
Umatilla County’s power
would be out for six to eight
weeks.
More than 90 percent of the
state’s fuel supply would be
destroyed. Internet, television,
cellphone service and other
forms of communication would
be down, and transportation to
the west side of the state would
mostly be limited to helicopters
after the destruction of roads,
highways and bridges.
To prepare for that situation,
Franell said Umatilla County res-
idents and businesses could help
greatly by having enough food,
water, batteries and other supplies
stockpiled to help themselves
through the irst few weeks.
“Our goal is not to be an ad-
ditional burden on recovery ef-
forts,” he said.
In addition to storing emer-
gency supplies, Franell said resi-
dents should make sure top-heavy
furniture is secured to the ground
or to walls and buy an inexpensive
harness to secure their hot water
heater to the wall, preventing inju-
ries and preserving the 50 gallons
of water inside for use afterward.
He suggested businesses
have plans in place for how to
resume operations as quickly as
possible after a disaster. He said
they should encourage their em-
ployees to be prepared at home,
ensuring they can return to work
as quickly as possible as the
state begins recovery efforts.
He also suggested that some
employees get certiied in Inci-
dent Command Systems so that
they will understand how the re-
covery efforts will work and the
language that will be used.
The hard truth is, he said,
a yearslong rebuilding of Ore-
gon would generate substantial
inancial opportunities for busi-
nesses ready to help instead of
needing help themselves.
Men charged for Seaside Police seek counterfeit suspect

The bills are dated 1990
and have the serial number
E19856329A.

Two Knappa men are
accused of secretly record-
ing sex with an underage girl
and sharing the video around
their high school.
Cody James Carsner, 18,
and James Michael Hen-
drickson, 18, pleaded not
guilty Monday in Clatsop
County Circuit Court to the
charges. The two appeared
via video link from jail.
Both are charged with
invasion of personal pri-
vacy, using a child in display
of sexually explicit conduct
and irst and second-degree
encouraging child sex abuse.
The alleged incident
occurred last fall and was
reported to law enforcement
by the Knappa High School
principal. After a prolonged
investigation, Carsner and
Cody James
Carsner
Hendrickson were indicted
by a grand jury last month.
A warrant was issued and
the two were arrested and
booked Saturday evening.
The victim, who was 16
at the time, was having sex
with Carsner and Hendrick-
son was recording on a phone
without her knowing, accord-
ing to the District Attorney’s
Ofice.
“The two young men had it
cooked up in advance,” Chief
Deputy District Attorney Ron
Brown said. “One had sex
and the other recorded it.”
The co-defendants are
each being held in jail on
$250,000 bail.
They are due back in court
later this month for an early
resolution conference.

Cultural Coalition looks
for board members

The Clatsop County Cul-
tural Coalition is now taking
applications for members of
its board of directors.
The board members serve
as local ambassadors for
the Oregon Cultural Trust
to re-grant funds to worthy
projects that support, main-
tain, preserve and protect
cultural programs in visual
and performing arts, heri-
tage and humanities in Clat-
sop County.
Coalition board mem-
bers are unpaid volunteers
who have a knowledge of
and interest in the cultural
life of Clatsop County. They
may already be a member
of a local cultural organiza-
tion, but will not represent
that group in voting. Poten-
tial members should com-
mit to attending three meet-
ings yearly, and be available
to work on special projects
related to the coalition’s mis-
sion. Most volunteer obliga-
tions take place in the fall,
culminating in an awards
ceremony in early December
when local grant recipients
are announced.

Clatsop County Sheriff’s
Ofice Deputy Stephen John-
son is one of 38 law enforce-
ment oficers around the state
to graduate from the Oregon
Department of Public Safety
Standards and Training’s
358st Basic Police Class.
The graduation ceremony
will be held at the Oregon
Public Safety Academy in
Salem at 11 a.m. Friday, with
a reception immediately fol-
lowing the graduation.
Florence Police Chief
Tom Turner will be the guest
speaker.
Johnson trained with the
other oficers in the class for
16 weeks. The class includes
survival skills, irearms,
emergency vehicle opera-
tions, ethics, cultural diver-
sity, problem solving, com-
munity policing, elder abuse
and drug recognition.
