SUMMARY: Under state law, a
city council may adopt an ordi-
nance to be referred to the vot-
ers of the city imposing up to a
three percent tax on the sale of
marijuana items in the city by li-
censed recreational marijuana
retailers. The City of Cannon
Beach City Council adopted
such an ordinance and referred
it to this election. Approval of
this measure would impose a
three percent tax on the sale of
marijuana items in the city by li-
censed recreational marijuana
retailers. The tax would be col-
lected at the point of sale and
remitted by the retailers.

Gearhart Transportation System Plan
Public Event #1, June 23, 2016
Gearhart, Oregon - A public event will be held on June 23rd to discuss
the development of a Gearhart Transportation System Plan (TSP).
The public event will be held between 2:00 - 4:30 pm at the Gearhart
Fire Department, 670 Pacific Way. This meeting will have an open for-
mat and participants are encouraged to arrive at any time during the
event. This is an opportunity for community members to learn about
the development of a TSP and give feedback about possible solutions
to current and future transportation issues in Gearhart. The city's
Transportation System Plan will help guide improvements for driving,
walking, biking, transit and other transportation modes over the next 20
years.
So far the project team has:
• Summarized relevant state and local plans, policies and regulations
• Assessed existing conditions related to transportation
• Drafted optional facility standards for city streets, sidewalks, and
shared-use paths
• Assessed what future transportation conditions in 2040 would be like if
no investments are made to the transportation system
The open house will include more information about the process and
schedule for the proposed TSP, as well as interactive stations for
drawing, writing, and talking, with a focus on ideas and solutions that
can help address current and potential future problems.
Again, the format is open and community members can come any time
during the event to participate.

PROJECT DESCRIPTION
The intent of this contract is to provide pavement maintenance and res-
toration on the selected City Streets. The following is a brief summary
of the major elements of Work that are to be provided by the Contrac-
tor.
1.Roadway base reconstruction
2.Shoulder rock, asphalt berm placement, concrete curb repair and con-
struction
3.Concrete sidewalk demolition and ADA sidewalk ramp construction
4 Pavement grinding 11,200 SY
5.Asphalt pavement pre-level
6.1.5” to 2” asphalt pavement overlay, 1,900 Tons
7.Striping
Project Substantial Completion shall be 60 days from Notice to Proceed
and Project Final Completion shall be 90 days from Notice to Proceed
A voluntary pre-bid meeting will be held on June 21, 2016, at 10:00
AM, local time, in the Astoria Walldorf Conference Room, 2nd Floor,
City Hall, 1095 Duane Street, Astoria, Oregon, 97103.
Any bids received after the above specified time will not be considered.
The carrier, including the United States Postal Service, is considered
an agent of the bidder.
Solicitation Documents may be reviewed and/or obtained from the City

gon, 503-338-5173. A non-refundable fee of $20.00 will be charged
for these documents.

Bids will be publicly opened and read by the Public Works Director at
2:00 PM, local time on June 30, 2016 in the Astoria Walldorf Confer-
ence Room. All bids must be accompanied by a certified check, a
cashier's check or bid bond in an amount equal to at least 5% of
the total bid.
If the total bid exceeds $50,000.00 the contract will be subject to Prevail-
ing Wage Statute ORS 279C.800 to 279C.870. The contract is NOT
subject to federal prevailing wage rates under the Davis-Bacon Act (40
U.S.C. 3141 et seq).
Prequalification of bidders is required. Forms may be obtained from the
Engineering Division Office, 1095 Duane Street, Astoria, OR 97103,
(503) 338-5173. Prequalification applications must be received at the
above location no less than seven (7) calendar days prior to bid open-
ing. Required minimum prequalification class(es) of work for the Con-
tractor (or Contractor in combination with proposed subcontractor(s))
for this contract are:

o Curbs and Sidewalks
Prior to submission of its bid, bidder shall be registered with the Oregon
Construction Contractor's Board as required by ORS 701.055, and
thereafter comply with the requirements of ORS 701.035 to 701.055.
