Barn: Guided tour of livery stable set for July 2

The barn, at 774 Paciic Way, has
been used for weddings, family reunions
and other commercial events. Without
a conditional use permit and a building
occupancy permit, according to city ofi-
cials, the owners have put the health and
safety of guests and residents at risk.
If Smith violates the court order,
she would receive a $500 ine for a
zone code violation, Sweet said. This
would be in addition to more than
$30,000 in administrative ines racked
up by Smith, an amount reduced to
$15,000 by the Gearhart City Council
in December.
Sweet said he has not received
plans for upgrades or improvements
from Smith. “Nor would we at this
point accept them, because right now
she does not have a conditional use
permit so she wouldn’t be allowed to
submit plans for something that’s not
allowed in that area.”
Municipal Court ruling
In an April submission to Circuit
Court, Smith acknowledged using the
property to host weddings and other
events without a valid conditional use
permit. However, citing a November
Municipal Court decision, she denies
the permit is necessary. According to
the decision, she said, Gearhart zoning
code “does not outright prohibit” spe-
cial events at the barn, and no special
use permit is required.
In November, Municipal Court
Judge John Orr ruled that Gearhart’s
zoning code did not prohibit the types
of activities conducted at the barn.
Gearhart’s zoning ordinance spells
out seven permitted uses by a property
owner, but inds no reference, permis-
sion, restriction nor regulation whatso-
ever for parties, wedding parties, large
group gatherings, family reunions,
class reunions and the like. Two $500
zone code citations were dismissed
and pending citations were withdrawn
by the city.
Because that decision was not
appealed, Smith seeks a judgment
against the city, including costs and
“other relief as this court sees just and
applicable.”
“The Municipal Court has ruled
that land use laws allow the barn to be
used for weddings and similar events,”
Smith said Friday. “I look forward to
working with the city to satisfy the
code requirements for the contin-
ued use of this beautiful and import-
ant structure as the irst and foremost
authentic embodiment of Gearhart’s
long and remarkable history.”
Historic character
The livery was the irst Gearhart
structure and the horses and wag-
ons housed there served to construct
the irst Gearhart Park hotel and sur-
rounding homes, as well as for trans-
portation, she said. “My effort to
retain the integrity of its authentic
historic character supports greater
understanding and appreciation for
Gearhart’s long and remarkable
history.”
Smith plans to open the livery sta-
ble to the public for a guided tour from
1 to 3 p.m. on July 2.
In a related decision, barn co-owner
Martha Strickland has been dismissed
as a party to the case.

Rehabbing himself,
others
Patenaude said his transfor-
mation started at 23, when he
needed a job and his mother
told him about a posting at
Astoria Pointe.
“When I started working at
the rehab center, I started look-
ing at the choices in my life,”
he said.
Patenaude stopped drinking
by 25. By 28, a friend intro-
duced him to computer pro-
gramming, which Patenaude
credits as another pillar of his
transformation.
“When I learned about pro-
gramming, all that passion I
had as a kid came back,” Pat-
enaude said.
He spent the next year
learning
programming
online, designing games and
calculators to solve large
equations. By 29, with only a
GED certiicate to his name,
Patenaude decided it was
time to go back to school,
even convincing his friend to
start with him.
Recognizing passion
Patenaude said mathemat-
ics instructor Liz Hylton rec-
ognized his passion for science,
and sent him an email about the
NASA competition.
“I told them how passionate
I was about science and educa-
tion, and how much of a change
that was from my past,” Pat-
enaude said.
He joined a team of 10 peo-
ple, competing against three
other teams to create the best
rover to wander around a mock
Mars. His team created the most
successful robot overall and
came in second overall, with
Patenaude named their MVP.
Physics instructor Pat
Keefe told Patenaude about
the Research Experiences
for Undergraduates intern-
ship through the National Sci-
ence Foundation. The intern-
ship is taking Patenaude to
River Falls, Wisconsin, where
he’ll work under professors for
the University of Wisconsin’s
IceCube South Pole Neutrino
Observatory.
Neutrinos are subatomic
particles produced by the
decay of radioactive elements
and lacking an electric charge.
According to the lab, the major-
ity were born about 15 billion
years ago, just after the birth of
the universe, while others con-
tinue to be created by nuclear
power stations, particle acceler-
ators, nuclear bombs and atmo-
spheric phenomena. The lab
searches for and records the
interactions of neutrinos.
Patenaude said he’ll help
test the eficiency of the lab’s
photomultiplier tubes, as the
university develops a new gen-
eration of sensors.
When he gets back to Asto-
ria, Patenaude will spend
another year at the college while
applying to the Massachusetts
Institute of Technology, Stan-
ford University, Oregon State
University and Portland State
University, where he hopes to
earn a bachelor’s in computer
science and a master’s in com-
puter engineering or physics.
He said he wants to work with
artiicial intelligence or com-
puter-aided navigation systems
— hopefully for NASA.
“I knew I was intelligent,”
Patenaude said, still surprised
at where his life has gone. “I
was clever at talking with peo-
ple, iguring out how to make
a bong. I read a lot about sci-
ence and a lot about history. I
just didn’t think I could be one
of those people who was part of
history.”
