Notice of Planning Commission Public Hearing
On Tuesday, June 7, 2016 at 7:00 p.m. a public hearing will be held by
the Seaside Planning Commission at Seaside City Hall, 989 Broadway,
to take testimony regarding the following item:
16-023VRD is a conditional use request by Tran Ly Baunach for a two
(2) bedroom Vacation Rental Dwelling Permit with a maximum occu-
pancy of not more than six (6) people over the age of three. The prop-
erty is located at 2036 S Franklin (6 10 28AB TL 1300) and it is zoned
Medium Density Residential (R-2).
The review will be conducted in accordance with Article 6 and Article 10
of the Seaside Zoning Ordinance which establishes the review criteria
and procedures for a Conditional Use. The specific review criterion for
Vacation Rental Dwellings is included in Section 6.137 of the Ordi-
nance.
16-017V: A revised request by Antoine Simmons for a variance to the
allowed building height and required setbacks at 341 S Prom. (6 10
21AC TL: 11900, 11100, 10900). The property is zoned Resort Resi-
dential (R-R) and the zone currently allows a defined building height of
45 ft. The applicant is requesting to build up to a defined height of ap-
proximately 60 ft on the western portion of the property but the appar-
ent height would be approximately 51 ft due to a below grade story.
The eastern portion of the building would be setback 3 ft. along a por-
tion of the southern property line and 5' along a portion of the northern
interior property line where the zone requires an 8' setback. The north-
west corner of the building would be 8 ft. from the Prom frontage. The
applicant intends to develop a 48 unit motel. The building will have
sloped roofs and numerous dormers and open decks on the westerly
facade. The structure would also have a non-habitable tower with a
peak height of 80'; however, this type of architectural feature is already
allowed an exception to the building height under the ordinance. A
number of pre-existing buildings in the surrounding area are close to or
exceed the requested building height.
The review will be conducted in accordance with Article 7 and Article 10
of the Seaside Zoning Ordinance, which establishes the review criteria
and procedures for a Variance.
All interested persons are invited to attend the meetings and submit oral
testimony in favor or in opposition to the request. During the hearing,
individuals that wish to offer testimony will be called to a microphone
by the Chairman of the Planning Commission and asked to state their
name and address for the record before they testify. Written testimony
is also welcome and will be submitted to the Planning Commission at
the time of the hearing. Comments may be delivered to the Commu-
nity Development Department located at 1387 Avenue U or mailed to
989 Broadway, Seaside, Oregon 97138. A copy of the application, ap-
plicable criteria, documents, and evidence relied upon by the applicant
are available for review at no charge. Likewise, a staff report will be
available for inspection 7 days prior to the hearing. These materials
can be reviewed at the Community Development Department. Copies
of these materials will be provided at a reasonable cost.
Failure to raise an issue at the meeting, in person, or in writing, or failure
to provide sufficient details to afford the Planning Commission and the
applicant an opportunity to respond to the issue may preclude appeal
to the Land Use Board of Appeals on that issue. For more information,

ary Study Taskforce (CREST), Clatsop County, State of Oregon, to

Sealed bids for the City of Warrenton- Marina Upgrade Project will be
received by Otak, Inc., for the Owner, City of Warrenton, at 225 S Main

CALL FOR BIDS - PUBLIC WORKS IMPROVEMENT
Sealed bids will be received up to the hour of 10:00 AM, local time, on
June 9, 2016 by Ken P. Cook, Public Works Director, at his office, third
floor, City Hall, 1095 Duane, Astoria, Oregon 97103, for the following
work:
Spur 14 – Water Line Project
PROJECT DESCRIPTION
The intent of this contract is to provide a new raw water pipeline, con-
necting the Spur 14 drainage to the Middle Lake pipeline. The following
is a brief summary of the major elements of Work that are to be pro-
vided by the Contractor.
1. Installation of 686 LF of HDPE water piping (12 inch diameter) and as-
sociated appurtenances
2. Installation of water vaults, control valves and flow meters at connec-
tion points
3. Installation of new pressure reducing valve and vault
4. Construction of new gravel access roads
5. Erosion control.
Project Substantial Completion shall be 105 days from Notice to Proceed
and Project Final Completion shall be 120 days from Notice to Pro-
ceed.
A MANDATORY pre-bid meeting will be held on June 2, 2016, at 10:00
AM, local time, in the Astoria Walldorf Conference Room, 2nd Floor,
City Hall, 1095 Duane Street, Astoria, Oregon, 97103. Bids will be ac-
cepted only from bidders attending the pre-bid meeting. If a bid is
submitted by a contractor having not attended the pre-bid meet-
ing, it will not be accepted and will be returned unopened. A pro-
ject site tour will follow the pre-bid meeting.
Any bids received after the above specified time will not be considered.
The carrier, including the United States Postal Service, is considered
an agent of the bidder.
Solicitation Documents may be reviewed and/or obtained from the Engi-
neering Division Office, Astoria City Hall, 1095 Duane Street, Astoria,
Oregon, 503-338-5173. A non-refundable fee of $50.00 will be charged
for these documents.
Questions regarding the project during the bid period shall be submitted
to Nathan Crater, PE, City of Astoria via email at
ncrater@astoria.or.us.
Bids will be publicly opened and read by the Public Works Director at
10:00 AM, local time on June 9, 2016 in the Astoria Walldorf Confer-
ence Room. All bids must be accompanied by a certified check, a
cashier's check or bid bond in an amount equal to at least 5% of
the total bid.
If the total bid exceeds $50,000.00 the contract will be subject to Prevail-
ing Wage Statute ORS 279C.800 to 279C.870. The contract is NOT
subject to federal prevailing wage rates under the Davis-Bacon Act (40
U.S.C. 3141 et seq).
Prequalification of bidders is required. Forms may be obtained from the
Engineering Division Office, 1095 Duane Street, Astoria, OR 97103,
(503) 338-5173. Prequalification applications must be received at the
above location no less than seven (7) calendar days prior to bid open-
ing. Required minimum prequalification class(es) of work for the Con-
tractor (or Contractor in combination with proposed subcontractor(s))
for this contract are:

Prior to submission of its bid, bidder shall be registered with the Oregon
Construction Contractorʼs Board as required by ORS 701.055, and
thereafter comply with the requirements of ORS 701.035 to 701.055.
No bidder may withdraw or modify the bidderʼs bid after the hour set for
the opening thereof, until after the lapse of 30 days from the bid open-
ing.
Bidders shall be qualified in accordance with the applicable parts of ORS
279C in order to submit a bid for public works in Oregon.

The U.S. Army Corps of Engineers (USACE), in collaboration with the
Oregon Department of Environmental Quality (ODEQ), announces the
availability for public review, and opening of a public comment period,
for the Proposed Plan for the former Incinerator Building, Former Fire
Training Area, and three aquatic areas at the Tongue Point Project.
The Tongue Point Project is located at the former Tongue Point Naval
Air Station, a rural area on the tidelands near the mouth of the Colum-
bia River (Cathlamet Bay) adjacent to Old Highway 30, approximately
3 miles east of Astoria, Oregon. There is no unacceptable threat to hu-
man health or the environment from releases of hazardous substances
associated with past Department of Defense activities in the listed pro-
ject areas, as summarized in the Proposed Plan. The USACE pro-
poses no cleanup action is necessary to ensure protection of human
health and the environment but may modify the plan after reviewing
and considering all information submitted during the public comment
period.
PUBLIC COMMENT PERIOD
The public comment period begins on June 1, 2016 and ends on July 8,
2016. Public comments must be submitted in writing and postmarked
or e-mailed no later than July 8, 2016. Alternatively, comments may
also be submitted during the public meeting on Wednesday, June 29,
