A public hearing will be held on Monday, June 6, 2016, at 7:00 p.m. at
Astoria City Hall, City Council Chambers, Second Floor, 1095 Duane
Street, Astoria, Oregon 97103, with respect to the issuance by The
Hospital Facilities Authority of the City of Astoria, Oregon (the “Author-
ity”) of its Hospital Revenue Bonds, Series 2016 (Columbia Memorial
Hospital) in an aggregate principal amount not to exceed $20,000,000
(the “Bonds”).
The proceeds of the Bonds will be used to make a loan to Columbia
Lu-
theran Charities, dba Columbia Memorial Hospital, an Oregon non-
profit public benefit corporation (the “Borrower”), and an organization
described in Section 501(c)(3) of the Internal Revenue Code of 1986
(the “Code”). The amount of the project to be financed (the “Project”)
represents the maximum amount of Bonds expected to be issued to fi-
nance the Project; the actual amount of Bonds issued to finance the
Project may be less than the maximum amount indicated. The Project
consists of capital construction, remodeling, and equipping of facilities
used to provide health care and the acquisition of land to be used to
provide health care. The Project will be located at 2111 Exchange
Street, Astoria, OR 97103; 2265 Exchange Street, Astoria, OR 97103;
2055 Exchange Street, Astoria, OR 97103; 2095 Exchange Street, As-
toria, OR 97103; 582 22nd Street, Astoria, OR 97103; 1639 SE Ensign
Lane, Suite B103, Warrenton, OR 97146; 1829 Exchange Street, Asto-
ria, OR 97103; 2209 Franklin Avenue, Astoria, OR 97103; 1905 Ex-
change Street, Astoria, OR 97103; 2615 Marine Drive, Astoria, OR

Avenue to the south and Exchange Street to the north; and the north
half of the block between 19th Street and 20th Street, and Grand Ave-
nue on the south and Franklin Avenue on the north; and the east half
of the block between 18th Street and 19th Street, and Franklin Avenue
on the north and Grand Avenue on the south. The Borrower will be the
owner of each component of the Project.
Section 147(f) of the Internal Revenue Code of 1986, as amended, re-
quires that the issuance of the Bonds be approved by the applicable
elected representatives of (1) the governmental unit issuing the Bonds
and (2) the governmental unit having jurisdiction over the area in which
the Project is located. For the Authority to issue the Bonds, it is neces-
sary that the City Council of the City of Astoria, Oregon, as the elected
representatives of the governmental unit issuing the Bonds and having
jurisdiction over the area in which the Project is located, approve the
issuance of the Bonds.
The principal of and interest on the Bonds will not constitute a debt of
the City of Astoria, Oregon, nor shall the Bonds be payable from a tax
of any nature levied upon any property within the City of Astoria, Ore-
gon nor within any other political subdivision of the State of Oregon.
The Bonds will be payable only from the revenues and resources pro-
vided by the Hospital.
The purpose of the public hearing will be to provide a reasonable op-
portunity for members of the public to express their views, orally or in
writing, regarding the issuance of the Bonds and the uses and pur-
poses of the proceeds of the Bonds. The hearing will be conducted in
a manner that provides a reasonable opportunity for persons with dif-
fering views to be heard on the question of the issuance of the Bonds.
Written comments also may be delivered at the public hearing or
mailed to the Authority at the address indicated above.
This notice is published pursuant to the public approval requirements
of Section 147(f) of the Internal Revenue Code of 1986, as amended
and the regulations and rulings issued thereunder.
