Voters who want to partici- pate in the primary must cast their ballots at one of the drop- off sites around the state or at a county clerk’s ofice. Drop-off locations are posted on the websites of the Secretary of State’s Ofice and county clerk’s ofices. Bal- lots may be dropped off at any county clerk’s ofice in the state, regardless of the vot- er’s place of residence. The county clerk who receives the ballot will mark it as submit- ted on time and deliver it to the county clerk’s ofice where the voter is registered to vote. • Election workers have already processed nearly 25 percent of ballots in the state, but the votes will not be tal- lied until after the May 17 deadline. In Multnomah County, less than 1 percent of the 110,000 ballots received by Friday lacked signatures or have mis- matched signatures, said Eric Sample, spokesman for the county’s elections division. Challenged ballots are sep- arated from the rest, so that county clerk’s ofices can reach out to those voters to add a signature or resubmit a signature. Many of those votes will be counted after deadline. County clerks have until June 6 to compile and certify results. That includes counting what is expected to be an unprecedented number of write-in votes, said Molly Woon, Secretary of State spokeswoman. • Earlier this month, the Secretary of State’s Ofice warned that voters who changed their party afilia- tions close to the April 26 voter registration deadline might receive two ballots. The issue occurs because county clerks across the state begin to prepare ballots for mailing two weeks before the registra- tion deadline. After the regis- tration deadline, clerks send out smaller batches of ballots to the group of people who changed their registration close to the deadline. Voters should use the bal- lots that relect their most recent registrations, which in many cases is the second bal- lot that arrived in the mail, according to the Secretary of State’s Ofice. “It’s normal for our county clerks to receive a late lood of party registration changes in the days leading up to a pri- mary election,” Secretary of State Jeanne Atkins said in a written statement earlier this month. Val Unger, Polk County clerk and president of the Ore- gon Association of County Clerks, agreed. “It’s that interesting anomaly that hap- pens every primary election,” Unger said. Unger said county elec- tions workers will identify any instances of a voter turning in two ballots, because there is a bar code on every ballot. When a voter sends in the irst ballot issued under their previous party registration, elections workers will set it aside and wait to see if the voter turns in the second bal- lot that relects their current registration. In these cases, elections workers will only count the ballot with the vot- er’s current party registration. If a voter only sends in a ballot issued under the previ- ous party registration that is no longer correct, elections workers will make a copy of that ballot that only includes the voter’s choices in nonpar- tisan races. “They should at least get to vote on something, so they’ll get to vote on the non-partisan races or candidates,” Unger said. “But we do hold it in case they send the right one.” “It’s really hard to avoid the second ballot issue,” Unger said. “It’s essentially impossible.” Ferber: She wants to engage more people on social media Continued from Page 1A crisis in the city and writing staff reports for the City Council. As a member of the Community Develop- ment Department, Ferber is involved with some of the city’s biggest issues, includ- ing the future of Heritage Square and the Astoria Pub- lic Library. “I’m never bored,” she said. “It’s a lot of hats for one position, which is the fun part.” The Portland native joined the city in December after working in Minneapo- lis as a project manager. Fer- ber worked for The Musicant Group — a placemaking and public space management irm. She helped develop wayinding signs for a his- toric downtown district, and spearheaded a public engage- ment process for a streets- cape redevelopment project. She also planned and coordinated the irst public “parklets” with the Minneap- olis Ofice of Public Works and Planning and Economic Department. She graduated from the University of Minnesota with a master’s degree in urban and regional planning. She earned a bachelor’s degree in geography from Portland State University. “I knew I wanted to go into planning,” she said. Working in city planning has been rewarding for Fer- ber. She enjoys how the work connects people to places, and how it is a solution-based job. Her work is twofold between helping people with their day-to-day building projects and working on big picture, citywide projects. Recently, she has been getting a number of calls about vacation rentals and food carts. “There is so much going on here,” she said. As she settles into the new position, much of her day is meeting community mem- bers and getting to know the area through site visits. Ferber describes herself as goal-oriented, and has some plans for her position. Spe- ciically, she wants to engage more people on social media through the Community Development Department’s Facebook page. Coming from the bicy- cle-friendly cities of Port- land and Minneapolis, Ferber said, she would like to see more opportunities for bicy- clists in Astoria. “We don’t have a lot of bike lanes or bike racks,” she said. — Kyle Spurr Water rates: ‘Our rates have not been adjusted enough in recent times’ Continued from Page 1A estimated $1.40 increase a month per average household. City Manager Brant Kucera compared Cannon Beach’s water rates to those of Astoria, Warrenton and Seaside. “We are from 60 percent to 30 percent where every- one else is,” Kucera said. “Our rates have not been adjusted enough in recent times.” Homeowners could see a 5 percent increase in waste- water fees and 3 percent increase in storm drain rates. The budget for monthly wastewater charges in the upcoming year is $1.1 mil- lion, compared to $1 mil- lion in the current year. Storm drain rates could go up from $138,000 this year to $142,000 proposed for next year. The city’s gen- eral fund has been subsidiz- ing enterprise activities — among them water and sewer costs — for 10 to 15 years, according to budget commit- tee members.
