CITY COUNCIL
On Monday, May 9, 2016, at
7:00 PM, a public hearing will be
held by the Seaside City Council
at Seaside City Hall, 989 Broad-
way, to take testimony and ren-
der a decision on a proposed or-
dinance to renew the Downtown
Maintenance District, at a linear
foot rate of $8.843150 per front
foot for one year. The rate is
not increasing over last year.
A joint effort of City Council, City
Staff, and a Committee consist-
ing of downtown merchants es-
tablished the current program
for maintenance of the down-
town core area.
Funds generated by this District
pays the contractor for litter re-
moval and sweeping the side-
walks, and a separate contract
for maintaining the planting ar-
eas,
including
replacement
plants.
A copy of the proposed ordi-
nance will be available for re-
view at City Hall.
All interested persons are in-
vited to attend the meeting and
submit oral testimony in favor of
or in opposition to the proposal.
Written testimony is also wel-
come but should be submitted

NOTICE IS HEREBY GIVEN that a ballot title for a measure initiated by
the Citizens Against Recreational Marijuana Shops was received by
the elections officer of the City of Cannon Beach on April 21, 2016, for
an election to be held on Tuesday, November 8, 2016. The petition
meets the procedural constitutional requirements. The election shall be
conducted by mail pursuant to ORS 254.465 and ORS 254.470.
An elector may file a petition for review of the ballot title no later than the
seventh business day after the title has been published. An elector
may file a petition for review of this ballot title in Clatsop County Circuit
Court no later than 4pm on May 4, 2016.
CAPTION: PROHIBITS SALE OF RECREATIONAL MARIJUANA IN
CANNON BEACH.
QUESTION: SHALL RECREATIONAL MARIJUANA PRODUCERS,
PROCESSORS, WHOLESALERS, AND RETAILERS BY PROHIB-
ITED IN CANNON BEACH?
SUMMARY: State law allows operation of licensed recreational mari-
juana producers, processors, wholesalers and retailers. State law also
provides that the citizens may put forth an initiative to the voters to pro-
hibit the establishment of any of those facilities within the cityʼs
boundaries. The citizen petitioners have put forth such an initiative to
the voters of Cannon Beach in this election.
Approval of this measure would prohibit the establishment and operation
of recreational marijuana producers, processors, wholesalers, and re-
tailers within the City of Cannon Beach.
If this measure is approved, the City will be ineligible to receive distribu-
tion of state marijuana tax revenue and will be unable to impose a local
tax or fee on the production, processing or sale of marijuana or any
product into which marijuana has been incorporated.
