are focusing their most recent
organizing efforts. On Tues-
day, anti-LNG groups plan to
travel to Salem and attend the
State Land Board meeting.
“This FERC denial actu-
ally gives the state some good
guidance for their own deni-
als,” said No LNG organizer

iff Glenn Palmer has given
notice he intends to sue
the city of John Day and
its employees for a list of
allegations stemming from
actions related to the occu-
pation of the Malheur
National Wildlife Refuge.
Palmer’s attorney, Ben-
jamin Boyd from Hostetter
Law Group in Enterprise,
sent a tort claim notice to
the city earlier this month
that states Palmer will assert
claims for damages against
the city, John Day dis-
patch employees, City Man-
ager Peggy Gray and Police
Chief Richard Gray. The
QRWLFHLVUHTXLUHGEHIRUH¿O-
ing a lawsuit against a pub-
lic body.
In the notice, Boyd said,
as Palmer was traveling to
a roadblock near Seneca
after the law enforcement
action Jan. 26 that led to the
arrest of most of the occu-
pation leaders and the death
of one, city dispatchers
falsely determined a passen-
ger with Palmer was a mili-
tia member. He said the pas-
senger was actually Grant
County District Attorney

employees consulted with
City Manager Peggy Gray
before filing the com-
plaints on city letterhead
using their official email

Peggy Gray said the city
does not comment on pend-
ing litigation.
“This will eventually be
resolved in the courtroom
— and until there is public
resolution, this statement
will stand on its own,” she
said.

ground checks. He said the
checks were needed after
several disruptions in pub-
lic areas in the House and the
Capitol.

icized the move, saying it
could hinder the ability to
hold lawmakers accountable.

Gowan.
Gowan changed the rules
after the Arizona Capitol
Times reported in January
that the lawmaker was using
a state vehicle and collect-
ing per diems while trav-
eling the state to campaign
for Congress. Gowan repaid
the state more than $12,000
after the report and took the
unusual step of asking the
Arizona attorney general to
investigate whether he broke
the law. He has denied he
intentionally misused state
resources.
The publisher of the Cap-
itol Times suggested the
changes had to do with its
investigative journalism that
has exposed Gowan to height-
ened scrutiny. The policy

provide a safe environment
in the wake of the chaotic
and potentially dangerous
events that you all witnessed
on March 28.”
That was the day a pro-
tester in the public gallery
was arrested after a distur-
bance related to lengthy wait
times in Arizona’s presiden-
tial primary.
