lifeline for troubled youth
A resource
for suicide
prevention,
substance abuse

When talking about behav-
iors hinting at harmful or even
suicidal thoughts, Melissa
Margaret said she prefers to
see them as invitations for help
rather than warning signs to
stay away.
Margaret helps operate
YouthLine, a peer-to-peer
youth suicide hotline through
Lines for Life, a suicide and
substance abuse prevention
group.
She and other mental health
professionals, educators, par-
ents and family members with
concerns gathered Monday at
Astoria Middle School to talk
about how to best reach those
struggling, amid a reported
uptick in students harming
themselves and thinking of
suicide.
Be attentive
“The key as a parent … is
to notice a change in behav-
ior,” said Emily Moser, who
manages YouthLine.
Parents need to be atten-
tive toward their children
and understand their regular
behaviors, Moser and Marga-
ret said, and be willing to ask
when they notice something
is amiss, even in the face of
anger and pushback.
Parents at the meeting

suicide shared their own initial
frustration in trying to respond,
and how communication and
breaking through the stigma of
mental illness was key in help-
ing their children.

than their peers to attempt sui-
cide. Jeralyn O’Brien, chair-
woman of the Lower Colum-
bia Gender Alliance and Q
Center in Astoria, said the best
way to help is to provide sup-
port and avoid judgment.
Ask the question
“All the research shows is
that the best thing you can do
is ask the question,” Moser
said of asking whether some-
one is thinking about suicide.
Detective Nicole Riley
of the Astoria Police Depart-
ment touched on the lack of
resources for people having
mental health issues, such as a
shortage of hospital beds lead-
ing suicidal subjects to stone-
wall until they get out.
While resources are limited,
Moser said, “we need to look
at what we can do before they
go to the hospital,” adding that
with at least 95 percent of calls
to YouthLine, a person’s crisis
is de-escalated without the help
of police or a visit to a hospi-
tal. She and others said under-
standing mental health and
moving past the stigma is key
to responding to those in need.

Oregon GOP eliminates superdelegates

SALEM — Oregon’s
Republican
Party
has
changed its rules to elimi-
nate superdelegates, meaning
more delegates could go to
the winner of the state’s May
17 primary.
Until now, the state party’s
top three leaders were able
to support any candidate at
national conventions, regard-
less of the primary results,
The Bulletin reported. But the
party approved a rule change
during a Medford meeting
last week that will require its
leaders to vote according to
the primary results.
If there is a contested con-
vention, Oregon’s Republi-
can leaders will have to vote
according to the peoples’
wishes during the ¿rst two
rounds of voting.
“Whoever gets the most
votes will probably get the
three of us,” said Bill Cur-
rier, one of the three for-
merly unbound delegates and
the chairman of the Oregon
Republican Party.
The rule involves just
three of the 2,472 delegates
attending the GOP’s July
convention in Cleveland, but
that could make a difference
in a tight race to amass the
1,237 delegates need to win.
Businessman
Donald
Trump is currently leading
the Republican ¿eld with
742 pledged delegates, while
U.S. Sen. Ted Cruz of Texas
has 516 and Ohio Gov. John
Kasich has 143.
Oregon made the change
at the behest of the Repub-
lican National Committee,
which is hoping to avoid can-
didates lobbying to win over
unbound delegates. That hap-
pened in 2012, when former
U.S. Rep. Ron Paul’s sup-
porters won over unbound
delegates from former Mas-
sachusetts Gov. Mitt Rom-
ney, the eventual nominee.
“We wanted to make it the
same. We’re no different. We
all have a vote. We wanted
to conform to the same rules
that the rest of the dele-
gates did,” said Donna Cain,
another formerly unbound
delegate and the state party’s
national committeewoman.
Scappoose man ¿ned for discharging paint into river

WARRENTON — The
state Department of Environ-
mental Quality ¿ned Donald
Salvey of Scappoose $19,243
for allegedly discharging paint
and paint chips to the Skipanon
River at the Warrenton Marina.
On Sept. 23, according to a
release from the state, workers
under the direction of Salvey
were observed grinding and
sanding paint from the hull
of the vessel Henrietta W and
painting the hull while the ves-
sel was moored in Warrenton.
Observers saw paint and dried
chips in the water around the
vessel, and workers cleaning
paint from paint roller brushes
in the mooring basin.

Residents want pot
vote in Cannon Beach

CANNON BEACH —
Marlene Laws doesn’t care
what voters think about legal
marijuana in Oregon. But she
does want people to come out
and vote against cannabis dis-
pensaries in Cannon Beach.
If Laws and others on a
new committee can round
up 140 signatures, the initia-
tive could make its way to the
November ballot. If the initia-
tive should succeed with vot-
ers, cannabis sales would be
off limits in the city.
“I just want it to go to a
vote, so we know the will of
the people if they want a shop
in Cannon Beach,” Laws, a
lifelong resident, said. “Six-
ty-three percent voted to legal-
ize it. But that does not mean
they want a shop in Cannon
Beach. This is why I want it
to come to a vote. So we can
know for sure if people in
Cannon Beach do want a mari-
juana shop in Cannon Beach.”
Laws and her husband,
Gary, have joined Cannon
Beach residents Jeremy Ran-
dolph, Nancy Gaisson and
Molly Edison on a commit-
tee to bring the matter back to
voters.
Last Tuesday, city council-
ors declined to bring a call for
a council vote that would have
banned recreational and med-
ical marijuana sales within
the city. Despite a motion by
Councilor Wendy Higgins to
read the ordinance by its title,
Mayor Sam Steidel, Coun-
cilors George Vetter, Melissa
Cadwallader and Mike Bene-
¿eld declined to second it.
Without a second, a subse-
quent motion to ban cannabis
sales was never considered, in
effect opening the door for the
licensing of dispensaries.

Marlene Laws said Mon-
day she sent papers to the state
to form a committee and open
a bank account to develop an
initiative to vote. Papers must
be ¿lled out before signatures
can be collected.
The ordinance before the
City Council sought to ban
cannabis dispensaries, pro-
cessing sites, wholesalers and
retailers, an opt-out option
offered to Oregon cities. Since
the councilors took no action
last week, those who oppose
the sale of cannabis in Cannon
Beach have the option to bring
it to the voters.

leen Riggs said the petition
could ask for “anything.”
“Until they actually write it
out, we don’t know what they
would like to put on the bal-
lot,” Riggs said.
If signatures are properly
veri¿ed, it may or may not
go to a vote in November, she
said. “There are a lot of differ-
ent options.”
When the initiative is pre-
sented, City Council members
will have the option to adopt
the initiative, reject it or take
no action, If the initiative is
rejected or no action taken, the
initiative would come before
the voters, Riggs said.
